동해시 북평제2일반산업단지에 추진되는 대규모 AI 데이터센터 사업과 관련해 그동안 구체적으로 알려지지 않았던 용수와 전력 인프라 계획의 일부가 동해시의 정보공개 답변을 통해 확인됐다.

시사K뉴스는 사업의 찬반을 전제로 하지 않고 대규모 데이터센터가 동해시의 물과 전력, 환경, 기존 산업 및 시민생활에 어떤 영향을 미칠 것인지 확인하기 위해 관련 자료에 대한 정보공개를 청구했다.

그 결과 동해시는 냉각방식과 공업용수, 송전선로 등에 관한 일부 내용을 공개했지만, 가뭄 대응과 단계별 전력소비량, 발전원별 전력공급, 탄소중립·RE100 등에 대해서는 관련 자료가 ‘부존재’한다고 답했다.

A portion of the previously undisclosed water and power infrastructure plans for the large-scale AI data center project planned for the Bukpyeong 2nd General Industrial Complex in Donghae has been confirmed through Donghae City's response to a freedom-of-information request.

Sisa K News requested the information not from a position of supporting or opposing the project, but to determine how such a large-scale data center could affect Donghae's water supply, electricity, environment, existing industries and residents.

Donghae City disclosed some information concerning cooling, industrial water and transmission lines, while stating that it did not possess certain records concerning drought response, phased electricity consumption, power-generation sources, carbon neutrality and RE100.

## ■ 동해시 답변은 ‘1단계 1GW’…기존 발표는 ‘1.2GW’

동해시는 이번 정보공개 답변에서 먼저 **“1단계 사업으로 1GW 규모의 AI 데이터센터가 북평제2일반산업단지에 입주할 예정”**이라고 밝혔다.

다만 기존 공개 발표와는 숫자에 차이가 있다.

강원특별자치도·동해시·GS가 지난 7월 6일 업무협약을 체결하면서 공개한 사업계획은 북평제2일반산업단지 약 7만 평 부지에 **2028년까지 1.2GW를 구축하고, 2029년까지 추가 1.2GW를 확장해 총 2.4GW 규모로 조성한다는 계획**이었다.

따라서 이번 정보공개 답변에 기재된 ‘1GW’가 초기 구축용량을 별도로 의미하는 것인지, 기존 1.2GW 계획이 조정된 것인지는 추가 확인이 필요한 대목이다.

Donghae City stated in its information-disclosure response that a **1GW AI data center is planned as the first-phase project** at the Bukpyeong 2nd General Industrial Complex.

However, this differs from the previously announced plan.

When Gangwon State, Donghae City and GS signed their memorandum of understanding on July 6, the publicly announced plan called for **1.2GW by 2028, followed by another 1.2GW by 2029, for a total planned capacity of 2.4GW**.

Further clarification is therefore needed as to whether the newly stated 1GW figure represents a separate initial build-out or a change from the previously announced 1.2GW plan.

■ 물은 얼마나 사용하는가…공랭식 냉각 계획

데이터센터의 물 사용 문제에 대해 동해시는 **기본적으로 공랭식 냉각방식을 사용할 예정**이라고 답했다.

여름철 피크시간대에는 미스트를 분사하는 **아디아바틱(단열 냉각) 방식**을 보조적으로 사용하는 방안을 검토하고 있다고 밝혔다.

동해시는 이 때문에 공업용수 사용량은 제한적일 것이라고 설명했다.

공업용수와 관련해서는 동해시 수도정비기본계획상 하루 공급량이 **16,000톤**, 공업용수 수요량은 2025년 기준 **12,639톤/일**, 2030년 기준 **14,281톤/일**이라고 밝혔다.

단순 산술상 차이는 각각 하루 3,361톤과 1,719톤이다.

그러나 이 차이를 곧바로 데이터센터가 사용할 수 있는 ‘여유수량’으로 볼 수는 없다.

동해시는 데이터센터가 사용할 **일평균·일최대 취수량과 실제 소비량, 재이용량 및 배출량을 구체적인 숫자로 제시하지 않았기 때문**이다.

동해시는 북평제2일반산업단지의 공업용수 수요량이 수도정비기본계획에 이미 반영돼 있으며 데이터센터도 해당 범위 안에서 사용할 예정이라고 밝혔다.

Regarding water consumption, Donghae City said the data center is expected to rely primarily on **air cooling**, while an **adiabatic cooling system using mist during summer peak periods** is also being considered as a supplementary method.

The city stated that its water-supply master plan provides an industrial-water supply capacity of **16,000 tons per day**, compared with projected industrial demand of **12,639 tons per day in 2025 and 14,281 tons per day in 2030**.

However, the city did not provide specific figures for the data center's average or maximum daily water intake, actual consumption, reuse or discharge.

■ 가뭄이 오면 누구에게 물을 먼저 공급하나

이번 정보공개 답변에서 주목되는 부분이다.

시사K뉴스는 평년·가뭄·극한가뭄 상황에서 달방댐의 공급 가능량과 시민 생활용수 및 기존 산업용수에 미칠 영향을 검토한 자료를 요청했다.

동해시는 **‘부존재’**라고 답했다.

또 가뭄이나 용수 부족이 발생할 경우 데이터센터와 시민 생활용수, 기존 기업 사이의 용수공급 우선순위 및 데이터센터 용수 제한방안을 검토한 자료 역시 **‘부존재’**라고 답변했다.

여기서 ‘부존재’라는 표현은 주의해서 해석해야 한다.

이는 **동해시가 해당 정보공개청구에 대응할 관련 자료를 보유하고 있지 않다는 답변**이지, 관계기관이나 사업자가 어떠한 검토도 하지 않았다는 의미로 단정할 수는 없다.

Donghae City responded that it had **no records** corresponding to requests for studies on water availability during normal, drought and extreme-drought conditions, or on potential impacts on residential and existing industrial water supplies.

It also said it had no records concerning water-supply priorities among residents, existing businesses and the data center in the event of a shortage.

The response should be interpreted carefully: it means the city said it did not possess the requested records, not necessarily that no other agency or project participant has conducted such reviews.

■ 154kV·345kV 송전선로와 변전소 설치

전력 기반시설에 대해서는 보다 구체적인 답변이 나왔다.

동해시는 데이터센터 전력공급을 위해

설치를 예정하고 있다고 밝혔다.

특히 해당 시설은 **전액 GS 자부담으로 진행될 예정**이라고 답했다.

동해시는 154kV 송전선로 공사와 관련한 사업설명회를 9월 말 개최할 예정이라고 밝혔다.

Donghae City provided more specific information regarding power infrastructure.

The city said plans call for a **154kV transmission line from the Bukpyeong Substation to the Bukpyeong 2nd General Industrial Complex**, a **345kV line from GS Donghae Electric Power to the industrial complex**, and a new substation within the complex.

According to the city's response, GS is expected to bear the full cost of these facilities.

■ 전력소비량·발전원·RE100 관련 자료는 ‘부존재’

반면 데이터센터의 단계별 최대전력과 평균전력, 연간 전력소비량을 산정한 자료에 대해서 동해시는 **‘부존재’**라고 답하면서 한국전력 또는 관련 중앙부처 소관사항이라고 설명했다.

석탄·LNG·원전·재생에너지·수소발전 등 발전원별 전력공급계획 자료와 GS동해전력·한국전력 등과 협의한 전력공급 및 계통연계 관련 자료도 동해시는 보유하지 않고 있다고 답했다.

데이터센터 건립에 따른 GS동해전력 석탄화력발전소의 가동률 및 운영기간 영향을 검토한 자료 역시 부존재라고 밝혔다.

온실가스 배출량과 탄소중립, RE100, 재생에너지 및 수소발전 공급계획, 가뭄·폭염·산불·정전이 동시에 발생하는 상황을 가정한 용수·전력 통합 위기대응 자료도 ‘부존재’ 답변이 돌아왔다.

For records concerning phased maximum and average electricity demand and annual power consumption, Donghae City responded that it did not possess the requested information and referred to KEPCO or relevant central-government authorities.

The city also stated that it did not possess requested records concerning the electricity generation mix, grid interconnection discussions, possible changes in the operation of GS Donghae Electric Power's coal-fired plant, greenhouse-gas emissions, carbon neutrality, RE100 or integrated emergency planning for simultaneous drought, heat waves, wildfires and power outages.

■ MOU 비공개…시사K뉴스, ‘부분공개’ 이의신청

동해시는 강원특별자치도·동해시·GS 또는 GS 관계회사 사이에 체결한 업무협약서와 양해각서, 부속합의서 및 첨부자료에 대해서는 **비밀유지 의무 조항을 이유로 비공개** 결정했다.

또 관련 내부 결재문서, 업무보고서, 회의자료 및 관계기관 수·발신 공문 등에 대해서도 법인의 경영상·영업상 비밀 침해를 이유로 비공개했다.

이에 시사K뉴스는 기업의 독자적인 기술과 원가, 계약단가 등 실질적인 영업비밀은 보호하더라도 **사업목적, 기관별 역할, 행정지원, 기반시설 구축, 비용부담 원칙 등 공공성과 관련된 부분은 영업비밀을 삭제한 뒤 부분공개할 필요가 있다**고 판단해 동해시에 이의신청을 제출했다.

Donghae City withheld the MOU, supplementary agreements and related materials, citing confidentiality obligations, and also withheld certain internal documents and correspondence on the grounds of protecting corporate business interests.

Sisa K News has filed an objection requesting **partial disclosure**, arguing that legitimate trade secrets can be redacted while information concerning public responsibilities, administrative support, infrastructure and cost-sharing should be disclosed where legally possible.

■ 한국전력에도 별도 정보공개청구

동해시가 전력 관련 상당수 자료를 한국전력 또는 관련 중앙부처 소관이라고 답함에 따라 시사K뉴스는 한국전력을 상대로 별도의 정보공개청구도 완료했다.

주요 확인 대상은 데이터센터의 전기사용 또는 계통연계 신청 여부, 단계별 신청·계약전력, 계통연계 검토, 154kV 송전선로와 신설 변전소의 규모·일정·사업비, 345kV 송전선로 관련 협의자료 등이다.

한국전력의 답변이 도착하면 동해시의 이번 정보공개 답변과 교차 확인할 예정이다.

Because Donghae City referred several power-related matters to KEPCO or central-government authorities, Sisa K News has filed a separate information request with KEPCO.

The request seeks information concerning electricity-use or grid-connection applications, phased requested or contracted power capacity, grid studies, the planned 154kV transmission line and substation, and relevant consultations concerning the 345kV connection.

The results will be cross-checked against Donghae City's response.

 ■ “찬성이냐 반대냐보다 먼저 알아야 한다”

동해 AI 데이터센터는 동해시의 산업구조를 바꿀 수도 있는 대규모 프로젝트다.

강원특별자치도·동해시·GS가 지난 7월 체결한 협약 당시 공개된 계획은 2028년까지 1.2GW, 2029년까지 총 2.4GW로 확대하는 것이었다.

사업 규모가 큰 만큼 기대도 크다.

그러나 규모가 클수록 시민에게 제공되는 정보 역시 구체적이어야 한다.

데이터센터는 실제로 하루에 얼마의 물을 사용하는가.

가뭄이 오면 생활용수와 기존 산업용수는 어떻게 보호되는가.

1GW 또는 1.2GW 규모의 전력을 어디에서, 어떤 방식으로 공급하는가.

송전망과 변전시설 구축은 지역에 어떤 영향을 미치는가.

전력의 발전원은 무엇이며 탄소중립과 RE100은 어떻게 달성할 것인가.

그리고 무엇보다 이 거대한 투자가 **동해시민의 일자리와 지역기업, 지역경제에 어떻게 연결되는가.**

이 질문들은 사업을 반대하기 위한 질문이 아니다.

**사업을 제대로 성공시키기 위해 시민이 알아야 할 질문이다.**

The Donghae AI Data Center could become a major project capable of reshaping the city's industrial structure.

The larger the project, however, the more specific and transparent the information provided to residents should be.

How much water will the facility actually use? How will residential and existing industrial water supplies be protected during drought? Where will the enormous amount of electricity come from? What will be the impact of new transmission infrastructure? How will carbon neutrality and RE100 goals be addressed? And, crucially, how will this investment translate into jobs, opportunities for local businesses and tangible benefits for Donghae residents?

These are not questions intended to oppose the project.

**They are questions residents need answered if the project is to succeed responsibly.**
