[시사K뉴스 논평] 강원도 산하기관은 도지사의 ‘전리품’이 아니다

강원특별자치도 산하 기관의 장은 도지사가 선거에서 승리한 뒤 측근이나 정치적 협력자에게 나눠주는 자리가 아니다. 도민이 낸 세금으로 운영되는 공공기관인 만큼, 기관장은 정치적 보상의 대상이 아니라 전문성과 능력, 도덕성으로 검증받아야 한다.

The leadership positions of Gangwon State-affiliated institutions must not be treated as rewards handed to political allies after an election victory. Because these institutions operate with taxpayers’ money, their executives must be selected through rigorous evaluation of expertise, competence and integrity—not political loyalty.

그러나 최근 강원도 산하 주요 기관장 인선을 둘러싸고 “공공기관 자리가 도지사의 전리품처럼 취급되는 것 아니냐”는 비판이 제기되고 있다. 공정하고 투명한 인사를 기대했던 도민들 사이에서는 새 도정 역시 과거의 정치적 인사 관행을 되풀이하는 것 아니냐는 우려가 커지고 있다.

Recent personnel developments, however, have sparked criticism that key posts in Gangwon’s public institutions are once again being treated as political spoils. Residents who expected fair and transparent appointments are increasingly concerned that the new provincial administration may be repeating the politically motivated practices of the past.

최근 염동열 전 국회의원이 강원관광재단 차기 대표이사 공개모집의 최종 합격자로 선정되면서 논란이 일고 있다. 정확히 말하면 현재 단계는 대표이사로 정식 임명된 것이 아니라 최종 후보자로 선정된 상태이며, 강원도의회의 인사청문 절차를 앞두고 있다. 따라서 도의회는 후보자의 관광산업 전문성과 경영 능력, 국제관광 전략 및 조직 운영 역량을 철저히 검증해야 한다. 강원일보 보도

The controversy intensified after former National Assembly member Yeom Dong-yeol was selected as the final successful candidate for CEO of the Gangwon Tourism Organization. To be precise, he has not yet been formally appointed and is expected to undergo a confirmation hearing at the Gangwon State Council. 논란이 더욱 커지는 이유는 염 전 의원이 지난 지방선거를 앞두고 국민의힘을 탈당한 뒤 더불어민주당 우상호 강원도지사 후보를 공개 지지했다는 정치적 배경 때문이다. 이러한 사실만으로 이번 인사를 곧바로 ‘보은 인사’라고 단정할 수는 없다. 그러나 도민들이 합리적인 의문을 제기하는 것까지 막을 수는 없다.

The controversy is further fueled by Yeom’s political background. Ahead of the most recent local election, he left the People Power Party and publicly endorsed Democratic Party gubernatorial candidate Woo Sang-ho. This alone does not prove that his selection was a political reward. Nevertheless, the public has every right to raise reasonable questions about the relationship between that endorsement and his subsequent selection.

도민이 묻는 핵심은 단순하다.

The public’s questions are straightforward:

관광 분야에서 후보자가 쌓은 구체적인 전문성과 경영 성과는 무엇인가.

What specific expertise and management achievements does the candidate possess in the tourism sector?

다른 지원자들과 비교해 최종 후보자로 선정된 결정적 이유는 무엇인가.

What made him the strongest candidate compared with the other applicants?

심사위원 구성과 평가 항목, 후보자별 점수는 공정하고 투명했는가.

Were the selection committee, assessment criteria and candidate scores fair and transparent?

지방선거 당시의 정치적 선택이 이번 인선에 영향을 미치지 않았다는 것을 어떻게 입증할 것인가.

How will the provincial government demonstrate that his political endorsement had no influence on the selection?

강원특별자치도는 “절차에 문제가 없다”는 원론적인 설명에 머물러서는 안 된다. 심사 기준과 평가 과정, 전문성 판단의 근거를 도민이 납득할 수 있도록 공개해야 한다. 그것이 후보자 본인을 불필요한 의혹에서 벗어나게 하고 새 도정의 인사 원칙을 증명하는 길이다.

Gangwon State must go beyond a routine assurance that “all procedures were properly followed.” It should disclose enough information about the evaluation standards, review process and grounds for judging professional competence to earn public confidence. Such transparency would also protect the candidate from unnecessary suspicion and demonstrate the personnel principles of the new administration.

동해에 걸린 현수막…“정치인 NO, 전문경영인 YES”

강원관광재단 대표 인선 논란과 함께 동해에서는 차기 강원경제자유구역청장 선임을 둘러싼 시민사회의 반발이 표면화하고 있다.

Alongside the controversy surrounding the tourism organization, civic opposition has become increasingly visible in Donghae over the appointment of the next commissioner of the Gangwon Free Economic Zone Authority.

동해시 북부권발전위원회는 강원경제자유구역청 건물 주변에 대형 현수막을 내걸고 정치인이 아닌 전문경영인을 청장으로 임명할 것을 강력히 촉구했다.

The Donghae Northern Region Development Committee has displayed large banners around the Gangwon Free Economic Zone Authority building, strongly urging the appointment of a professional executive rather than a politician.

현수막에는 다음과 같은 요구가 담겼다.

The banners carry the following demands:

“강원경제자유구역청장, 정치인 NO 전문경영인 YES”

“Commissioner of the Gangwon Free Economic Zone Authority: No Politicians, Yes to Professional Management.”

“우상호 강원도지사님! 강원경제구역청장 인선 기준 공개해 주십시오.”

“Governor Woo Sang-ho, please disclose the selection criteria for the next commissioner.”

“우상호 강원도지사에게 촉구한다. 정치인이 아닌 전문경영인 청장을 임명하라.”

“We urge Governor Woo Sang-ho to appoint a professional executive—not a politician—as commissioner.”

이는 단순히 특정 후보를 반대하는 구호가 아니다. 오랜 기간 표류와 지연을 거듭해 온 망상지구 개발사업을 지켜본 동해 시민들의 절박한 항변이다.

These are not merely slogans opposing a particular individual. They represent an urgent appeal from Donghae residents who have watched the Mangsang District development project suffer repeated delays and uncertainty over many years.

강원경제인연합회도 차기 청장은 국제적 감각과 투자유치 역량, 지역사회와의 협력 능력을 갖춘 ‘전문 경영형 인사’여야 한다고 촉구한 바 있다. 당시 연합회는 청장 공석 장기화가 행정 협의와 외국인 투자유치 등 핵심 업무에 차질을 줄 수 있다고 지적했다. 강원도민일보 보도

The Gangwon Federation of Business Associations has similarly called for a professionally oriented commissioner with global insight, investment-attraction capabilities and the ability to cooperate with local communities. 경제자유구역청장은 정치적 경력을 위한 자리가 아니다

The Commissioner’s Office Must Not Become a Political Stepping Stone

강원경제자유구역청은 일반적인 행정기관이 아니다. 외국인 투자유치, 대규모 개발사업 관리, 국내외 기업 협상, 중앙정부 협의, 재원 조달과 지역사회 갈등 조정까지 수행해야 하는 고도의 전문기관이다.

The Gangwon Free Economic Zone Authority is not an ordinary administrative body. It requires highly specialized leadership capable of attracting foreign investment, managing major development projects, negotiating with domestic and international companies, coordinating with the central government, securing financing and resolving conflicts with local communities.

따라서 차기 청장에게 필요한 것은 정치적 지명도나 선거 경험이 아니다. 국제 비즈니스 감각과 기업경영 경험, 투자유치 실적, 개발사업에 대한 이해 그리고 지역사회와 소통할 수 있는 능력이다.

The next commissioner therefore needs more than political name recognition or election experience. The position demands global business insight, corporate management experience, a proven investment record, an understanding of large-scale development and the ability to communicate meaningfully with local residents.

청장 자리가 다음 선거를 준비하거나 정치 경력을 이어가기 위한 발판으로 활용된다면 그 피해는 고스란히 동해시민과 강원도민에게 돌아간다. 임기가 끝날 때마다 정책이 흔들리고 인맥 중심의 조직 운영이 반복된다면 외국인 투자자와 기업의 신뢰도 확보할 수 없다.

If the commissioner’s office is used as a platform for a future election or continued political advancement, the consequences will fall directly on Donghae and Gangwon residents. Constant policy changes and personnel decisions based on personal networks would also make it impossible to earn the trust of international investors and businesses.

‘정치인 배제’만으로 충분하지 않다

Excluding Politicians Alone Is Not Enough

다만 “정치인 출신은 무조건 안 된다”는 주장만으로는 인사 문제의 본질을 모두 해결할 수 없다. 정치 경력이 있다는 이유만으로 능력과 자격을 일률적으로 부정하는 것 역시 바람직하지 않다.

At the same time, simply insisting that all former politicians must be excluded does not fully address the fundamental issue. Political experience alone should not automatically disqualify an otherwise competent candidate.

중요한 것은 출신이 아니라 검증이다. 정치인이든 관료든 기업인이든 동일한 기준으로 전문성과 성과, 도덕성, 이해충돌 가능성을 평가해야 한다. 그리고 그 과정과 결과를 도민에게 투명하게 공개해야 한다.

What matters most is rigorous evaluation, not professional background alone. Politicians, bureaucrats and business executives should all be assessed according to the same standards: expertise, performance, integrity and potential conflicts of interest. Both the process and its outcome must be made transparent to the public.

특히 차기 강원경제자유구역청장에게는 다음과 같은 기준이 명확히 적용돼야 한다.

우상호 도정, 기대가 컸던 만큼 실망도 무겁다

Expectations Were High—and So Is the Public’s Disappointment

민주당 소속 우상호 지사의 취임을 바라본 일부 도민들은 새로운 도정이 과거와 다른 공정하고 전문적인 인사 원칙을 보여줄 것으로 기대했다. 정파와 측근을 넘어 능력 있는 전문가를 발탁해 강원 발전을 이끌어주기를 바랐다.

Many residents who welcomed the inauguration of Democratic Governor Woo Sang-ho expected his administration to establish a fairer and more professional appointment system. They hoped competent experts would be selected beyond party affiliation and personal connections to lead Gangwon’s development.

그러나 최근의 인사 흐름을 바라보며 그 기대가 실망으로 바뀌고 있다는 목소리가 나온다. 전임 도정의 정치적 인사를 비판하면서 새 도정이 유사한 방식의 인사를 되풀이한다면 도민의 신뢰를 얻기 어렵다.

Some now say that these expectations are turning into disappointment. If the new administration criticizes politically motivated appointments under its predecessor while repeating a similar pattern, it will struggle to earn public trust.

Governor Woo himself previously indicated that leaders with professional expertise could remain in office, whereas those appointed primarily for political reasons should reconsider their positions. 인선 기준을 공개하고 도민 앞에서 검증하라

우상호 지사는 동해 시민사회의 요구를 가볍게 여겨서는 안 된다. 현수막에 적힌 문구는 단순한 정치적 반대가 아니라, 10년 넘게 개발 지연과 행정 실패를 지켜본 지역 주민들의 누적된 불신이다.

Governor Woo must not dismiss the demands of Donghae’s civic community. The messages displayed on the banners are more than political opposition; they reflect the accumulated frustration of residents who have endured more than a decade of development delays and administrative setbacks.

강원특별자치도는 강원경제자유구역청장 인선 기준과 절차, 심사위원 구성 원칙을 공개해야 한다. 후보자의 이름을 밝히기 어렵다면 최소한 어떤 역량을 가장 중요하게 평가하는지, 정치적 독립성과 전문성을 어떻게 검증하는지라도 도민에게 설명해야 한다.

Gangwon State should disclose the selection standards, procedures and principles governing the composition of the screening committee for the next commissioner. Even if candidate names cannot yet be released, the administration should at least explain which qualifications carry the greatest weight and how professional competence and political independence will be assessed.

강원관광재단 대표 후보자에 대해서도 도의회의 인사청문회가 형식적인 절차에 그쳐서는 안 된다. 관광 분야 전문성, 경영 비전, 정치적 이해충돌 가능성 및 선거 당시 지지 선언과 이번 인선 사이의 관계를 도민의 눈높이에서 검증해야 한다.

The confirmation hearing for the tourism organization’s CEO candidate must likewise be more than a formality. The council should examine his tourism expertise, management vision, potential political conflicts of interest and any possible connection between his campaign endorsement and subsequent selection.

자리는 도지사의 것이 아니라 도민의 것이다

These Positions Belong to the People, Not the Governor

산하기관의 자리는 도지사의 소유물이 아니다. 정당의 몫도, 선거 승리의 보상도 아니다. 그 자리는 강원 발전을 위해 도민이 맡긴 공적 책임이다.

Leadership posts in provincial institutions do not belong to the governor. Nor are they the property of a political party or rewards for an election victory. They are positions of public responsibility entrusted by the people for Gangwon’s development.

우상호 도정이 진정으로 과거와 다른 도정을 만들고자 한다면 말이 아니라 인사로 증명해야 한다. 정치적 인연보다 전문성, 충성보다 실력, 비공개 결정보다 투명한 검증을 선택해야 한다.

If the Woo administration genuinely intends to govern differently from its predecessors, it must prove that commitment through its appointments. Expertise must take precedence over political connections, competence over loyalty and transparent scrutiny over decisions made behind closed doors.

동해 시민들이 요구하는 것은 특혜가 아니다. 망상지구를 비롯한 강원경제자유구역 사업을 실제로 움직이고, 국내외 투자를 끌어오며, 장기간의 표류를 끝낼 수 있는 유능한 책임자를 임명해 달라는 상식적인 요구다.

Donghae residents are not asking for preferential treatment. They are making a reasonable demand: appoint a capable leader who can advance the Mangsang District and other free economic zone projects, attract domestic and international investment and finally bring years of uncertainty to an end.

우상호 지사는 현수막에 담긴 동해 시민들의 항변을 깊이 새겨야 한다.

Governor Woo should take the appeal expressed on those banners seriously:

“정치인이 아니라 전문가를 임명하라. 인선 기준을 공개하라. 강원도 산하기관을 더 이상 정치적 전리품으로 만들지 말라.”

“Appoint a qualified professional, not a political beneficiary. Disclose the selection criteria. Do not allow Gangwon’s public institutions to become political spoils.”
