Global investment expertise, project management, and public communication must come before political connections

Gangwon State must disclose its selection standards and end the prolonged leadership vacuum

Stop Holding Mangsang Back

The Next Head of the Gangwon Free Economic Zone Must Be Chosen for Expertise, Not Politics

Any serious discussion about Donghae’s future must confront one critical issue: the development of the Mangsang District within the Gangwon Free Economic Zone.

Mangsang is not merely a tourism development project. It is a long-term, large-scale urban undertaking intended to integrate tourism, leisure, accommodation, residential functions, education, research, employment, and private investment.

If successful, it could reshape Donghae’s economy and demographic structure. If it fails or drifts once again, however, it will leave residents with yet another deep sense of disappointment and distrust.

The Gangwon Free Economic Zone was designated in 2013. More than a decade later, the Mangsang project is still undergoing development-plan revisions and administrative procedures. Proposed changes in 2026 included expanding the project area, significantly reducing the planned population, and extending the development period to 2035. These changes demonstrate that the project still faces a long and demanding path toward completion.

Of even greater concern is the prolonged vacancy in the leadership of the Gangwon Free Economic Zone Authority. The Gangwon Economic Federation has warned that the absence of a commissioner could disrupt consultations with the central government, investment attraction, and critical decisions concerning the development project. It has called for the prompt appointment of a leader with international insight, investment expertise, and the ability to work with the local community.

Gangwon State must seriously examine whether the project itself has been losing valuable time while its leadership position remains vacant.

The commissioner is not merely an administrator who manages personnel and signs documents. The position requires someone who can meet domestic and international investors, explain the project’s commercial value, coordinate regulatory approvals with the central government, and negotiate with developers and financial institutions.

It is also a highly specialized role requiring the coordination of complicated issues involving land use, the environment, infrastructure, private capital, and community concerns.

Such a position must never be treated as a political reward.

Political experience should not automatically disqualify a candidate. The ability to coordinate with the National Assembly, central government, and local authorities can certainly benefit the project. But political connections cannot substitute for professional competence.

If a person without a proven record in free economic zones, large-scale development, or investment attraction is appointed merely because of political proximity to the provincial administration, residents will inevitably regard the decision as political patronage rather than a professional appointment.

Mangsang must no longer be used to add a prestigious title to someone’s résumé. Nor should Donghae’s future be treated as a training ground for an inexperienced appointee.

What Mangsang needs is not an impressive résumé, but proven ability

The next commissioner should meet several essential standards.

First, the candidate must have a verifiable record of attracting companies and investment. Investment attraction does not end with a ceremonial memorandum of understanding. It requires the ability to assess an investor’s financial capacity, move negotiations toward binding agreements, secure permits, and bring projects through construction and operation.

Second, the candidate must understand tourism, resort development, urban planning, and real-estate finance as an integrated whole. Mangsang cannot succeed through tourism facilities alone. Accommodation, commerce, education, research, housing, and local employment must work together to create a sustainable urban economy.

Third, the commissioner must be capable of negotiating with the central government. Free economic zone development requires coordination with multiple ministries and agencies responsible for industry, land, transport, the environment, and maritime affairs.

Fourth, the commissioner must be willing to explain even uncomfortable facts to residents. The public deserves clear information about the causes of delays, the reasons for changing development plans, the financial strength of investors, infrastructure costs, and the actual benefits expected to return to the local economy.

Fifth, the appointee must understand the industrial and tourism structure of Donghae, Gangneung, and the wider Yeongdong region. A leader unfamiliar with local conditions may once again allow official plans and realities on the ground to move in different directions.

Gangwon State must disclose its selection standards

The Woo Sang-ho administration has pledged to make the free economic zone a central engine of development for the Yeongdong region. That commitment must first be demonstrated through the appointment of its next commissioner.

Gangwon State should fill the leadership vacancy promptly, but speed alone cannot be the goal. How the commissioner is chosen is just as important as who is chosen.

The province should publicly disclose:

Whether the position will be filled through an open and competitive recruitment process

The professional qualifications and evaluation standards for applicants

Each candidate’s record in investment attraction and large-scale development

The composition and principles of the candidate evaluation committee

Any political or business conflicts of interest

Key performance indicators for the commissioner’s first year

Specific investment and normalization plans for Mangsang, Bukpyeong, and Okgye

Regular procedures for public briefings and information disclosure

If open recruitment becomes a mere formality designed to approve a predetermined candidate, it will only deepen public distrust. The provincial government must explain not only who has been selected, but also why that person is the right leader for the Gangwon Free Economic Zone at this critical moment.

Feasibility matters more than the size of the plan

Too many regional development projects have been promoted with spectacular renderings, enormous investment figures, and optimistic employment forecasts. What residents need now is not another grand vision, but proof that the plan can actually be delivered.

Has the investment capital been secured? Does the developer possess sufficient financial capacity? How will the project proceed in stages? Who will pay for infrastructure? What jobs and economic benefits will return to local residents and businesses? Who will be held responsible if the development is delayed or abandoned?

The next commissioner must be able to answer these questions with documents, numbers, and binding commitments.

The public’s right to know must not be pushed aside in the name of attracting outside investment. If information that can legally be disclosed is repeatedly withheld under vague claims of “ongoing negotiations” or “business confidentiality,” distrust will inevitably grow.

Transparency is not an obstacle to investment. It is the foundation of a credible development project.

It is time to give Donghae residents their time back

The people of Donghae have waited long enough. They have watched developers change, plans undergo repeated revisions, administrative procedures stall, and promises return without visible results.

They should not be asked once again to rely on vague expectations and endless patience.

The next commissioner must not be a representative of political power, but a professional leader accountable for results. Competence must be demonstrated through binding agreements rather than speeches, investment performance rather than ceremonies, and construction and employment rather than promotional materials.

We therefore urge Gangwon State:

Do not treat this appointment as an act of political consideration or a reward for past service. Select, through an open and competitive process, a professionally qualified leader with proven ability in international investment, complex urban development, government negotiations, and community communication.

The province must also disclose the appointee’s qualifications, evaluation standards, and reasons for selection.

What Mangsang needs is not another politician.

It needs someone who can move the project forward, attract credible investors, coordinate competing interests, and accept responsibility before the people of Donghae.

Mangsang has already lost too much time. This appointment must be determined by expertise rather than politics, performance rather than connections, and execution rather than slogans.

That is the minimum respect owed to the people of Donghae—and the first step toward restoring the Gangwon Free Economic Zone.
