Donghae City Council Convenes Emergency 361st Extraordinary Session

동해시의회(의장 민귀희)는 29일(수) 하루 일정으로 제361회 동해시의회 임시회를 긴급 소집하고, 제1차 예산결산특별위원회를 열어 2026년도 제2회 추가경정예산안 및 기금운용변경계획안을 심사·의결했다.

The Donghae City Council (Chairperson Min Gwi-hee) convened an emergency one-day 361st extraordinary session on Wednesday the 28th, holding the first Special Committee on Budget and Accounts to review and approve the second supplementary budget for 2026 and the revised fund management plan.

이번 추경은 최근 중동 지역의 정세 불안으로 에너지 가격이 급등하고 고환율·고물가가 장기화되는 가운데, 정부의 고유가 피해지원금이 차질 없이 집행될 수 있도록 시민들의 민생 부담을 시급히 완화하기 위해 긴급 편성된 것이다. 위원회에서는 예산 집행 계획 등에 대한 질의와 제언이 이어졌다.

This supplementary budget was urgently compiled to ease the growing burden on citizens’ livelihoods amid soaring energy prices caused by instability in the Middle East, along with prolonged high exchange rates and inflation, ensuring smooth execution of government fuel cost relief subsidies. During the session, committee members raised questions and offered suggestions regarding the budget execution plan.

#김향정 의원은 도민체전 홍보 예산 추가 편성 경위를 확인하며 “예산 규모가 적지 않은 만큼 홍보 효과를 높이는 데 신경 써달라.”고 당부했다. 또한 남호초등학교 인근 통학로 안전 사각지대 해소를 위한 교통봉사 인력 배치와 주변 정비를 촉구했다.

Council Member Kim Hyang-jeong reviewed the background of the additional allocation for provincial sports festival promotion, urging that “given the significant budget size, efforts must be made to maximize promotional effectiveness.” She also called for the deployment of traffic safety personnel and environmental improvements to address blind spots in school routes near Namho Elementary School.

#이창수 의원은 도로 유지보수 및 차선 도색 예산을 심사하며 예산서와 주요사업설명서 간 공사 물량 불일치를 지적했다. 두 자료 간 내용이 상이함을 꼼꼼히 짚으며 향후 예산 자료 작성 시 보다 철저한 검토를 요청했다.

Council Member Lee Chang-soo, while reviewing the budget for road maintenance and lane marking, pointed out discrepancies in construction volumes between the budget document and the project description report. He emphasized the inconsistencies and requested more thorough verification in future budget documentation.

#정동수 예산결산특별위원회 위원장은 “중동발 대외 위기로 촉발된 유가 급등과 고물가 장기화로 시민들의 경제적 부담이 가중되는 상황에서 이번 지원금이 실질적인 민생 완화로 이어질 수 있도록 신속하고 심도 있는 심의를 진행했다.”고 밝혔다. 이어 “집행기관에서는 단 한 분의 시민도 소외되지 않도록 세심히 살피고, 적기 집행에 만전을 기해달라”고 강조했다.

Jung Dong-soo, Chair of the Special Committee on Budget and Accounts, stated, “Amid rising economic burdens on citizens due to surging oil prices and prolonged inflation triggered by external crises in the Middle East, we conducted swift and thorough deliberations to ensure the support funds lead to tangible relief.” He added, “The executive body must ensure that no citizen is left behind and make every effort to execute the budget in a timely manner.”

예산결산특별위원회는 이날 심사를 거쳐 집행기관이 제출한 2026년 제2회 추가경정예산안과 기금운용변경계획안을 원안대로 통과시켰다.

Following the review, the Special Committee on Budget and Accounts approved the second supplementary budget for 2026 and the revised fund management plan as originally proposed by the executive body.
