정신건강·야간관광·개인택시 상속 등 14건 안건 심의

14 Agenda Items Reviewed Including Mental Health, Night Tourism, and Taxi Inheritance

동해시의회(의장 민귀희)는 4월 21일 ‘제360회 동해시의회 임시회’를 열고 제1차 본회의를 개의했다. 이번 임시회에서는 의원발의 조례안 4건과 동해시장이 제출한 ‘동해시 인공지능 기본 조례안’ 등 9건의 조례안, 1건의 동의안을 포함해 총 14건의 안건을 심의·의결할 예정이다.

The Donghae City Council (Chairperson Min Gwi-hee) convened the first plenary session on April 21, opening the 360th extraordinary session. During this session, a total of 14 agenda items will be reviewed and decided, including four council-proposed ordinances, nine ordinances submitted by the mayor—such as the “Donghae City Basic Ordinance on Artificial Intelligence”—and one consent motion.

주요 의원발의 조례안을 보면, #민귀희 의원은 「동해시 정신건강증진 조례 일부개정조례안」을 통해 정신질환자 응급입원을 위한 공공병상 사전 확보와 신속 연계 근거를 마련해 지역사회 안전망 강화를 추진한다.

Among the key council-proposed ordinances, Chairperson Min Gwi-hee introduced a partial amendment to the “Donghae City Mental Health Promotion Ordinance,” aimed at strengthening the community safety net by securing public hospital beds in advance and establishing a rapid response system for emergency hospitalization of patients with mental illness.

아울러 「동해시의회 의원 공무국외출장 등에 관한 조례 일부개정조례안」에는 임기 말 관행적으로 이루어지던 외유성 공무국외출장을 엄격히 제한하는 규정을 담아 의회의 도덕적 기준을 강화했다.

In addition, a partial amendment to the “Ordinance on Official Overseas Trips by Donghae City Council Members” includes provisions to strictly restrict customary overseas trips at the end of a term, thereby reinforcing the council’s ethical standards.

#이동호 의원은 「동해시 야간관광 활성화 지원 조례안」을 발의하며, 동해시 관광정책을 ‘체류형 관광’ 중심으로 전환하기 위한 지속 가능한 제도적 기반 구축 필요성을 강조했다. 또한 망상 자동차캠프장 조성과 관련해 반려견 동반 시설 확대를 제안하며 변화하는 관광 트렌드에 대응해야 한다고 밝혔다.

Councilor Lee Dong-ho proposed the “Donghae City Night Tourism Promotion Support Ordinance,” emphasizing the need to establish a sustainable institutional foundation to shift Donghae’s tourism policy toward a stay-oriented model. He also suggested expanding pet-friendly facilities in connection with the Mangsan Auto Camping Site to respond to evolving tourism trends.

#안성준 의원은 「동해시 개인택시운송사업의 양도·상속에 관한 조례 일부개정조례안」을 발의해 개인택시 면허 상속 신고 기간을 기존 90일에서 180일로 연장함으로써 유가족의 현실적 어려움을 해소하고자 했다.

Councilor Ahn Sung-jun introduced a partial amendment to the “Ordinance on the Transfer and Inheritance of Individual Taxi Transportation Business,” extending the inheritance reporting period from 90 days to 180 days to alleviate practical difficulties faced by bereaved families.

#이창수 의원은 관계기관 협의를 통해 하평해변 철길 건널목이 재개방되는 데 대해 환영의 뜻을 밝히며, 향후 묵호역사의 존치와 활용 방안 마련에 대해 집행부의 적극적인 대응을 요구했다.

Councilor Lee Chang-soo welcomed the reopening of the railroad crossing at Happyeong Beach through inter-agency cooperation, and called on the executive branch to actively address the preservation and future utilization of Mukho Station.

#정동수 의원은 무릉별유천지 시설 이용 요금 인상이 관광객에게 부정적 인식을 주지 않도록 적극적인 홍보가 필요하다고 강조했다. 또한 루지 장비와 이용객 이동의 효율성을 높이기 위해 ‘루지 전용 리프트’ 도입 검토를 제안하며 관광 편의성 증대를 촉구했다.

Councilor Jeong Dong-soo emphasized the need for proactive publicity to prevent negative perceptions among tourists regarding the increase in usage fees at Mureung Byeolyucheonji facilities. He also proposed reviewing the introduction of a dedicated luge lift to improve efficiency in equipment handling and visitor movement, thereby enhancing overall tourism convenience.
