동해운항관리센터, 추석연휴 대비 묵호–울릉 항로 ‘씨스타1호’ 특별점검 실시

한국해양교통안전공단(이사장 안영철) 동해운항관리센터는 2026년 9월 7일 추석연휴 특별교통기간을 앞두고 묵호–울릉 항로를 운항하는 여객선 ‘씨스타1호’를 대상으로 특별 안전점검을 실시했다.

The Donghae Vessel Traffic Management Center of the Korea Maritime Transportation Safety Authority (KOMSA), headed by Chairman Ahn Young-cheol, conducted a special safety inspection of the passenger ferry Seastar 1 on September 7, 2026, ahead of the Chuseok holiday special transportation period. The ferry operates between Mukho and Ulleungdo Island.

이번 특별점검은 동해운항관리센터 주관으로 동해지방해양수산청, 동해해양경찰서, 한국선급(KR), 국민안전감독관 등이 참여한 관계기관 합동점검으로 진행됐다. 추석연휴 기간 여객 증가에 대비해 여객선의 안전운항과 시민재해 예방을 위한 안전관리의 실효성을 높이고자 마련됐다.

The inspection was organized by the Donghae Vessel Traffic Management Center and jointly conducted with the Donghae Regional Office of Oceans and Fisheries, Donghae Coast Guard Station, Korean Register (KR), and public safety inspectors. It was designed to enhance the effectiveness of safety management, ensure safe ferry operations, and prevent public safety accidents amid an expected increase in passenger traffic during the Chuseok holiday.

합동점검반은 ▲승하선 시설과 여객 이동 동선 ▲여객 이용구역 및 편의시설 ▲구명·소화설비 등 비상대응 시설 ▲항해·기관설비 등 선박 안전관리 상태 ▲위생·편의시설 운영 실태 등 여객 안전과 직결되는 시설 전반을 중점적으로 확인했다.

The joint inspection team closely examined facilities directly related to passenger safety, including boarding and disembarkation facilities, passenger movement routes, passenger areas and amenities, emergency-response equipment such as lifesaving and firefighting systems, navigational and engine equipment, and the operational condition of hygiene and convenience facilities.

특히 추석연휴 기간 많은 여객이 이용할 것으로 예상되는 만큼 승하선 과정에서 발생할 수 있는 추락·전도 등 안전사고 위험요인과 여객 밀집구역의 시설물 관리 상태를 집중적으로 점검했다. 점검 과정에서 확인된 미흡사항에 대해서는 신속하게 개선하도록 지도했다.

With large numbers of travelers expected during the holiday, the team focused on potential risks such as falls and slips during boarding and disembarkation, as well as the condition of facilities in areas where passengers may gather. Corrective guidance was issued for any deficiencies identified during the inspection.

이번 점검에는 국민안전감독관도 참여해 여객의 관점에서 선박 내·외부의 안전시설과 이용환경을 직접 살펴봤다. 현장에서 발생할 수 있는 잠재적인 위험요인을 발굴하고, 국민의 눈높이에 맞춘 안전점검을 실시했다는 점에서 의미를 더했다.

Public safety inspectors also participated in the inspection, examining safety facilities and passenger environments both inside and outside the vessel from the traveler’s perspective. Their involvement helped identify potential hazards that could arise on-site and ensured that the inspection reflected the practical concerns and expectations of the public.

점검반은 현장의 의견을 청취하고 여객이 실제로 체감할 수 있는 안전관리 개선사항을 확인하는 데에도 중점을 뒀다.

The inspection team also gathered feedback from personnel at the site and focused on identifying safety improvements that passengers could directly experience.

#김보람 동해운항관리센터장은 “추석연휴는 가족 단위 여행객과 귀성객 등 여객선 이용객이 크게 증가하는 시기로, 철저한 사전 안전관리가 무엇보다 중요하다”며 “관계기관 및 국민안전감독관과 함께 현장의 위험요인을 선제적으로 발굴하고, 여객이 직접 체감할 수 있는 예방활동을 지속적으로 추진하겠다”고 밝혔다.

Kim Bo-ram, head of the Donghae Vessel Traffic Management Center, said, “The number of ferry passengers, including families and people traveling home for the holiday, increases significantly during Chuseok. Thorough preventive safety management is therefore more important than ever.”

이어 “국민이 안심하고 이용할 수 있는 안전한 해상교통 환경을 조성하는 데 최선을 다하겠다”고 강조했다.

“We will continue working with relevant agencies and public safety inspectors to proactively identify on-site risks and carry out preventive measures that passengers can genuinely recognize and appreciate. We will do our utmost to create a safe maritime transportation environment that the public can use with confidence,” Kim added.
