[지형덕칼럼]희망은 사람에게서 시작된다, 한국계 미국대사가 전하는 새로운 신뢰

최근 한국계 미국인인 미셸 스틸(Michelle Steel) 주한 미국대사가 부임하면서 많은 관심을 받고 있다. 그는 한국계 미국인 최초로 주한 미국대사를 맡았으며, 부임 전부터 "한국 국민을 직접 만나고 싶다"는 영상 메시지를 전하는 등 한국에 대한 애정을 표현했다. 이는 공식적으로 확인된 사실이다.

Michelle Steel, a Korean-American, has recently begun serving as the U.S. Ambassador to South Korea. As the first Korean-American to hold this position, she expressed before her arrival that she was "looking forward to meeting the Korean people," a message that drew considerable attention. These facts have been officially reported.

외교는 국가와 국가의 관계이지만, 결국 그 관계를 이어가는 것은 사람이다. 대사는 자국의 정책을 대표하는 공직자이지만, 동시에 서로 다른 문화와 국민을 연결하는 '다리'이기도 하다. 한국 문화와 언어, 정서를 이해하는 사람이 그 역할을 맡는다는 점은 분명 긍정적인 요소가 될 수 있다.

Diplomacy is conducted between nations, but ultimately it is carried out by people. An ambassador represents national policy while also serving as a bridge between cultures and citizens. Having someone who understands Korean culture, language, and traditions can certainly be an advantage.

물론 지나친 기대는 경계해야 한다. 미국대사는 어디까지나 미국 정부의 외교정책을 수행하는 자리이며, 개인의 출신만으로 양국 관계가 달라지는 것은 아니다. 실제로 미셸 스틸 대사 역시 한미동맹의 현대화와 안보·경제 협력 강화 등 미국 정부의 정책 목표를 수행할 것임을 분명히 밝혔다.

At the same time, expectations should remain realistic. A U.S. ambassador carries out the policies of the U.S. government, and shared heritage alone does not determine bilateral relations. Ambassador Steel has also made clear that her role is to advance the alliance, security cooperation, and economic partnerships in line with U.S. policy.

그럼에도 희망을 이야기할 이유는 있다. 역사적으로 한미동맹은 군사동맹을 넘어 교육, 문화, 경제, 과학기술로 협력의 폭을 넓혀 왔다. 사람과 사람 사이의 신뢰는 이러한 협력을 더욱 단단하게 만든다. 서로의 문화를 이해하는 외교는 갈등을 줄이고 공감을 키우는 작은 출발점이 될 수 있다.

Yet there is good reason for optimism. Over the decades, the Korea–U.S. alliance has expanded beyond security into education, culture, trade, and science. Trust between people strengthens these partnerships, and diplomacy grounded in cultural understanding can become a meaningful starting point for deeper cooperation.

동해를 생각해 보면 더욱 그렇다. 앞으로 AI 데이터센터, 첨단산업, 관광, 항만물류, 청년교류 등 국제 협력이 더욱 중요해질 것이다. 미국과의 신뢰가 깊어질수록 지방도시는 더 많은 기회를 얻을 수 있다. 외교는 서울만의 일이 아니라 지역의 미래와도 연결되어 있다.

This is especially meaningful for cities like Donghae. International cooperation in AI data centers, advanced industries, tourism, port logistics, and youth exchanges will become increasingly important. As trust between Korea and the United States grows, regional cities may also gain new opportunities. Diplomacy is not only about capitals—it also shapes local futures.

우리는 때때로 거대한 국제정세만 바라본다. 그러나 변화는 의외로 작은 인사 한마디, 따뜻한 미소, 상대를 이해하려는 마음에서 시작된다. 한국인의 뿌리를 가진 미국대사의 존재가 모든 문제를 해결할 수는 없지만, 서로를 조금 더 이해하게 만드는 계기가 될 수는 있다.

We often focus only on major geopolitical events. Yet meaningful change can begin with a greeting, a warm smile, or a sincere effort to understand another person. A Korean-American ambassador cannot solve every challenge, but she may help create more opportunities for mutual understanding.

한미동맹은 지난 70여 년 동안 수많은 도전을 함께 이겨냈다. 이제는 '강한 동맹'을 넘어 '따뜻한 동맹'으로 한 걸음 더 나아갈 때다. 국가 간의 신뢰는 결국 사람의 마음에서 시작되기 때문이다.

For more than seventy years, Korea and the United States have overcome many challenges together. Perhaps now is the time to build not only a strong alliance, but also a warmer one—because lasting trust between nations ultimately begins in the hearts of people.
