강원 청소년 위한 ‘디지털 민주시민 되기’ 교육콘텐츠 전격 개발

강원특별자치도교육청과 강원특별자치도청소년상담복지센터가 급변하는 디지털 환경 속에서 청소년들이 건강하고 책임감 있는 시민으로 성장할 수 있도록 돕는 「디지털 민주시민 되기」 교육 프로그램 7종을 공동 개발했다.

“Becoming Masters of the Digital World”

New Digital Citizenship Program Developed for Gangwon Youth

The Gangwon State Office of Education and the Gangwon Youth Counseling & Welfare Center have jointly developed seven educational programs titled “Becoming a Digital Democratic Citizen” to help students grow into responsible and healthy citizens in an increasingly digital world.

체험하며 배우는 디지털 시민교육

이번 프로그램은 단순히 위험성을 경고하는 기존 예방교육에서 벗어나 학생들이 직접 참여하고 경험하는 체험형 교육으로 설계되었다. 토론과 역할극, 시뮬레이션 활동을 통해 디지털 문해력과 자기조절 능력을 자연스럽게 키울 수 있도록 구성된 것이 특징이다.

 Learning Through Experience

Unlike traditional prevention-focused lessons that simply warn students about risks, this new program emphasizes active participation. Through discussions, role-playing activities, and simulations, students naturally develop digital literacy, critical thinking, and self-regulation skills.

디지털 시민의 기초를 다지는 4단계 과정

기본 프로그램은 학생들이 자신의 디지털 생활을 돌아보고 올바른 사용 습관을 형성하도록 돕는다.

1회기에서는 자신의 스크린 타임을 점검하며 미디어의 긍정적·부정적 영향을 이해한다.

2회기에서는 ‘잠깐-참-그럼-좋아’라는 충동 조절 4단계 전략을 익히고 실습한다.

3회기에서는 ‘아기돼지 삼형제’ 패러디 뉴스를 활용해 가짜뉴스를 분석하고 SNS 개인정보 보호 방법을 학습한다.

4회기에서는 건강한 디지털 생활을 위한 대안 활동을 찾아보고 ‘디지털 시민 선언문’을 직접 작성한다.

Four-Step Foundation Program

The core curriculum helps students reflect on their digital habits and establish responsible online behavior.

In Session 1, students evaluate their screen time and explore both the benefits and risks of media.

Session 2 introduces a four-step self-control strategy, helping students manage impulsive online behavior.

Session 3 uses a parody version of “The Three Little Pigs” to teach fake news detection and social media privacy protection.

Session 4 encourages students to discover healthy alternatives to excessive digital use and create their own “Digital Citizen Declaration.”

현실 문제를 다루는 맞춤형 선택 교육

학교별 특성과 학생들의 필요에 따라 선택 프로그램도 운영된다.

온라인 그루밍과 딥페이크 범죄를 다루는 디지털 성범죄 예방 교육, 건강한 온라인 의사소통과 공감 능력을 키우는 프로그램, 실제 사례를 중심으로 한 온라인 도박 예방 교육 등이 마련되어 있다.

 Customized Programs Addressing Real-World Challenges

Schools can also choose specialized modules tailored to students' needs.

These include digital crime prevention programs covering online grooming and deepfake-related offenses, digital communication and empathy training, and online gambling prevention based on real-life youth cases.

 청소년이 디지털 세상의 주인이 되는 길

특히 이번 교육은 학생용 워크북과 체험형 교안을 함께 제공하고, 지역 청소년상담복지센터와 연계한 전문 강사단을 양성해 학교 현장에 직접 지원할 예정이다.

디지털 기술이 일상이 된 시대, 청소년들이 정보의 소비자를 넘어 책임 있는 생산자이자 참여자로 성장할 수 있도록 돕는 것이 이번 프로그램의 핵심 목표다.

 Empowering Youth to Lead the Digital Era

The program is supported by comprehensive student workbooks, activity-based teaching materials, and a network of specially trained instructors connected to local Youth Counseling & Welfare Centers.

Its ultimate goal is to help young people become not merely consumers of digital content, but responsible creators, critical thinkers, and active participants in a democratic digital society.
