강원특별자치도교육청-강릉의료원, 영동 지역 최초 2개 특수학교 동시 의료적 지원 협약 체결

강원특별자치도교육청은 4월 21일(화) 13시 30분, 강원특별자치도강릉의료원과 강릉·동해 지역 특수학교 중도장애학생의 학교 내 의료적 지원 강화를 위한 업무협약(MOU)을 체결했다. 이번 협약은 영동 지역 최초로 두 개 특수학교를 대상으로 동시에 추진되는 의료적 지원 협력이라는 점에서 의미가 크다.

The Gangwon State Office of Education will sign a Memorandum of Understanding (MOU) with Gangneung Medical Center at 1:30 PM on April 21 (Tuesday) to strengthen school-based medical support for students with severe disabilities in special schools in the Gangneung and Donghae regions. This agreement is particularly significant as it marks the first case in the Yeongdong region where medical support cooperation is implemented simultaneously for two special schools.

학교 내 의료적 지원은 장애학생의 교육권과 건강권 보장을 위해 학교 현장에서 제공되는 의료서비스로, 그 범위는 「장애인 등에 대한 특수교육법 시행령」 제28조의2에 근거한다. 가래흡인(석션), 경관영양 등 호흡 및 섭식과 같이 생명과 직결되는 지원을 포함하며, 학생을 담당하는 간호사가 교실 내 상주하여 지원하는 방식으로 운영된다. 이는 중도장애학생의 안정적인 학습 참여를 가능하게 하는 핵심적인 교육 지원이다.

School-based medical support refers to healthcare services provided within school settings to ensure the educational and health rights of students with disabilities, based on Article 28-2 of the Enforcement Decree of the Special Education Act. It includes life-sustaining interventions such as suctioning and tube feeding related to breathing and nutrition, delivered by dedicated nurses stationed in classrooms. This support is a critical educational service that enables students with severe disabilities to participate in learning in a stable and safe manner.

이번 협약은 의료적 지원이 필요한 특수교육대상학생에게 병원이 아닌 학교 현장에서 전문적인 의료서비스를 제공하고, 공공의료 기반의 지역 교육–의료 협력 체계를 구축하기 위해 마련됐다.

This agreement aims to provide professional medical services within school environments rather than hospitals for students requiring medical support, and to establish a regional education–healthcare cooperation system based on public healthcare.

강원특별자치도강릉의료원은 지역 책임 의료기관으로서 필수의료 제공과 공공의료 전달체계의 총괄·조정 기능을 수행하며, 의료 취약 분야에 대한 안정적인 지원 역량을 갖추고 있다. 이번 협약을 통해 의사의 처방에 기반한 의료적 지원을 수행하고, 간호 인력을 강릉·동해 지역 특수학교에 파견하여 중도장애학생에게 상시적이고 전문적인 의료서비스를 제공할 예정이다. 또한 학교 현장과 연계한 지속적인 관리·지원 체계를 구축함으로써 학교와 의료기관 간 협력 기반이 한층 강화될 것으로 기대된다.

Gangneung Medical Center, as a regional responsible medical institution, plays a key role in providing essential medical services and coordinating the public healthcare delivery system, with strong capabilities to support medically underserved areas. Through this agreement, it will deliver medical support based on physicians’ prescriptions and dispatch nursing staff to special schools in Gangneung and Donghae, providing continuous and professional medical care to students with severe disabilities. This initiative is expected to further strengthen collaboration between schools and medical institutions through an integrated management and support system.

양 기관은 협약을 통해 △학교 내 장애학생의 건강상태 진료 및 의료적 지원을 위한 맞춤형 지원체계 구축 △의료적 지원이 필요한 특수교육대상학생의 교육권 및 건강권 확보를 위한 상호 협력 △특수교육 교직원 및 보호자의 학생 건강관리 역량 강화를 위한 교육 지원 △기타 상호 협의에 따른 지원 사업 등을 추진할 계획이다.

Through this agreement, both institutions plan to: △establish a customized support system for diagnosis and medical care of students with disabilities within schools △cooperate to secure the educational and health rights of students requiring medical support △provide training programs to enhance the capacity of special education staff and guardians in student health management △and implement additional support projects through mutual consultation.

#최안나 강원특별자치도강릉의료원장은 “그동안 의료적 지원이 절실했던 특수학교 학생과 학부모에게 실질적인 도움을 드릴 수 있게 되어 매우 뜻깊게 생각한다”며, “강릉의료원은 지역책임의료기관으로서 이번 협약을 통해 학교 현장 내 전문적인 의료 지원 체계를 더욱 공고히 하고, 중도장애학생들이 건강권과 교육권을 동시에 보장받으며 안전하게 성장할 수 있도록 공공의료의 역할을 다하겠다”고 밝혔다.

Choi Anna, Director of Gangneung Medical Center, stated, “It is very meaningful to be able to provide practical support to students and parents in special schools who have long needed medical assistance,” adding, “As a regional responsible medical institution, we will strengthen professional medical support systems within schools through this agreement and fulfill our role in public healthcare so that students with severe disabilities can grow safely with both their health and educational rights ensured.”

#이인범 문화체육특수교육과장은 “의료적 지원은 중도장애학생의 교육권 보장과 직결되는 핵심적인 요소”라며, “이번 협약을 통해 학교 현장에서 보다 체계적이고 전문적인 의료 지원이 이루어질 수 있는 기반이 마련되었다는 점에서 큰 의미가 있다”고 밝혔다. 또한 “앞으로도 공공의료 기반의 학교 내 의료적 지원을 지속적으로 확대하고, 지역사회와의 협력을 강화하여 중도장애학생들이 건강권과 교육권을 동시에 보장받으며 안정적으로 성장할 수 있도록 적극 지원해 나가겠다”고 덧붙였다.

Lee In-beom, Director of the Culture, Sports and Special Education Division, said, “Medical support is a core element directly linked to ensuring the educational rights of students with severe disabilities,” adding, “This agreement is highly significant as it lays the foundation for more systematic and professional medical support within school settings.” He further emphasized, “We will continue to expand school-based medical support based on public healthcare and strengthen cooperation with local communities to ensure that students with severe disabilities can grow in a stable environment with both their health and educational rights protected.”
