A Second Run, A Turning Point for Gangwon Education

봄비가 잦아든 4월의 어느 날,

신경호 강원특별자치도교육감은 다시 한 번 교육의 길 위에 섰다.

그의 말은 단순한 출마 선언이 아니라, 지난 시간의 무게와 앞으로의 방향을 함께 담고 있었다.

On an April day washed clean by spring rain,

Shin Kyung-ho, Superintendent of Education in Gangwon, stood once again on the path of education.

His words were not merely a declaration of candidacy, but a reflection of the past and a promise for the future.

“전교조 출신 교육감을 맞이할 것인가,

아니면 강원교육의 전성시대를 완성할 것인가.”

그는 질문처럼 던졌지만, 사실은 선택을 요청하고 있었다.

교육의 방향이 곧 지역의 미래라는 믿음 아래, 그는 다시 한 번 도민 앞에 서기로 했다.

“Will we return to the past,

or will we complete the golden era of Gangwon education?”

Though framed as a question, it was in truth a call for choice.

Believing that the direction of education defines the future of a region, he chose to stand before the people once more.

지난 4년은 결코 평탄하지 않았다.

강원교육은 오랫동안 ‘전국 최하위 학력’이라는 무거운 꼬리표를 달고 있었다.

그는 그 무게를 정면으로 마주했고, 학교를 교육의 본질로 되돌리기 위해 모든 것을 쏟아부었다.

The past four years were anything but smooth.

Gangwon education had long carried the heavy label of “lowest academic performance nationwide.”

He faced that burden head-on, pouring all his efforts into restoring schools to the essence of education.

때로는 갈등의 중심에 서야 했다.

430개 조항에 이르는 단체협약,

그가 보기에 그것은 학교의 자율성을 묶어두는 족쇄였다.

그리고 결국, 2024년.

그는 그 구조를 끊어내는 결정을 내렸다.

At times, he stood at the center of conflict.

A collective agreement of 430 clauses—

to him, it was a constraint that bound the autonomy of schools.

And in 2024,

he made the decision to break that structure.

그 선택의 과정은 결코 가볍지 않았다.

강한 저항, 물리적 충돌, 그리고 부상.

그러나 그는 물러서지 않았다고 말했다.

그 시간 끝에서 그는 말한다.

“강원교육은 다시 살아나고 있다.”

The process was far from easy.

Strong resistance, physical clashes, even injuries.

Yet he says he never stepped back.

At the end of that journey, he declares:

“Gangwon education is coming back to life.”

그의 성과는 숫자보다 방향에 가까웠다.

학생의 성장을 진단하고 맞춤형으로 지원하는 시스템,

폐교 위기를 막아낸 농어촌유학,

운동과 학습을 함께 바라보는 새로운 시선,

그리고 산업과 교육을 연결하려는 시도까지.

His achievements were less about numbers and more about direction.

A system to diagnose and support student growth,

rural study programs that revived closing schools,

a new perspective that embraces both athletics and academics,

and efforts to connect education with industry.

이제 그는 ‘완성’을 이야기한다.

기초학력에서 미래 경쟁력까지 이어지는 교육,

교사가 존중받는 교실,

그리고 아이와 부모 모두가 안심할 수 있는 돌봄.

Now, he speaks of “completion.”

Education that spans from basic skills to future competitiveness,

classrooms where teachers are respected,

and care systems where both children and parents feel secure.

AI 기반 학습, 논술 중심 교육,

교권 보호를 위한 제도적 장치,

그리고 유치원부터 시작되는 교육복지.

이 모든 것은 정책이면서 동시에 메시지다.

“교육은 다시, 사람을 향해야 한다.”

AI-based learning, essay-centered education,

institutional protection for teachers,

and welfare starting from early childhood education.

All of these are policies—but also a message:

“Education must return to people.”

그는 마지막에 이렇게 말했다.

“지금은 결실을 완성할 시간입니다.”

그리고 그 말은

어쩌면 정치가 아닌, 교육자로서의 다짐처럼 들렸다.

He ended with these words:

“Now is the time to complete the results.”

And perhaps,

it sounded less like politics, and more like a pledge from an educator.
