“전기 아껴라, 학교부터!” 강원교육청 초강수…차량 5부제·냉난방 통제 전면 시행

강원특별자치도교육청은 최근 중동 정세 악화로 정부의 자원안보 위기경보 ‘주의’ 단계가 발령됨에 따라, 공공기관 에너지 절약 로드맵에 맞춘 고강도 에너지 절감 대책을 전 기관으로 확대 시행한다고 밝혔다.

The Gangwon State Office of Education announced that it will implement high-intensity energy-saving measures across all affiliated institutions, in line with the government’s public-sector energy conservation roadmap, following the issuance of an “Alert” level resource security warning triggered by escalating tensions in the Middle East.

이번 조치는 도교육청 본청을 비롯해 직속기관, 교육지원청, 각급학교까지 포함한 전 기관을 대상으로 추진되며, 공공기관이 먼저 불편을 감수하고 실천함으로써 교육 현장과 지역사회 전반에 절전 문화를 확산시키기 위한 취지다.

These measures will be applied to all institutions under the office, including the headquarters, affiliated agencies, education support offices, and schools. The initiative aims to lead by example, encouraging public institutions to endure inconvenience first and promote a culture of energy conservation throughout schools and local communities.

우선 가장 즉각적인 조치로 승용차 5부제를 전면 확대 실시했다. 차량번호 끝자리에 따라 해당 요일 청사 출입을 제한하며, 출장 시에는 대중교통 이용과 기관 간 차량 공동 이용을 적극 권장한다.

As an immediate measure, the office has fully expanded the vehicle restriction system based on license plate numbers. Entry to government buildings is restricted depending on the last digit of the plate, while the use of public transportation and shared vehicles between institutions is strongly encouraged for official travel.

청사 및 시설 운영 측면에서는 승강기 2부제와 제한 운행을 실시하고, 4층 이하 저층부는 계단 이용을 생활화하도록 안내한다. 또한 홍보용 전광판과 경관조명은 전면 소등하며, 사무실 창가 측 주간 조명 소등과 점심시간 일괄 소등 등 조명 관리도 강화한다.

In terms of facility operations, elevators will operate under a two-shift system with limited usage, and employees are encouraged to use stairs for floors below the fourth level. Promotional displays and landscape lighting will be completely turned off, while office lighting management will be strengthened, including turning off lights near windows during the day and enforcing a full shutdown during lunchtime.

에너지 소비 비중이 큰 냉·난방 분야에 대해서는 하절기 28℃ 이상, 동절기 18℃ 이하의 적정 실내온도 기준을 엄격히 준수하고, 전기히터 및 온풍기 등 개인 전열기구 사용을 제한한다.

For heating and cooling, which account for a significant portion of energy consumption, strict indoor temperature standards will be enforced—above 28°C in summer and below 18°C in winter. The use of personal heating devices such as electric heaters will also be restricted.

행정 운영 방식도 효율화한다. 집중근무시간 운영과 불필요한 야근 자제를 통해 전력 사용을 줄이고, 퇴청 시 PC·모니터·프린터 전원을 완전히 차단하는 실천을 전 기관에 확산한다.

Administrative operations will also be optimized by introducing focused working hours and minimizing unnecessary overtime to reduce electricity consumption. All staff are required to fully power off PCs, monitors, and printers when leaving the office.

특히 학생과 교직원이 함께 참여하는 에너지 절약 캠페인과 ‘비워 캠페인’도 함께 추진한다. 불필요한 이메일 삭제, 대용량 첨부파일 정리, 웹하드 자료 정비, 출력 최소화 및 전자문서 활용 확대 등을 통해 디지털 탄소 절감과 ESG 행정을 실천할 계획이다.

In addition, the office will promote energy-saving campaigns involving both students and staff, including the “Empty Campaign.” This initiative focuses on deleting unnecessary emails, organizing large attachments, cleaning up web storage files, minimizing printing, and expanding the use of digital documents to reduce digital carbon emissions and advance ESG administration.
