“교사 숨통 트인다”… 강원교육청·강원교총 28개 합의 전격 타결

“Agreement on 28 provisions to improve teachers’ working conditions and rights”

강원특별자치도교육청은 강원특별자치도교원단체총연합회(회장 장재희, 이하 강원교총)와 3월 30일 오전 11시 도교육청에서 2025년도 제2차 본교섭‧협의위원회를 개최하고 ‘2025년도 교섭‧협의 합의서’에 조인했다고 밝혔다.

The Gangwon State Office of Education announced that it signed the “2025 Collective Agreement” with the Gangwon Federation of Teachers’ Associations (President Jang Jae-hee, hereinafter Gangwon FTA) during the 2nd main negotiation and consultation committee held at 11 a.m. on March 30 at the provincial office of education.

이번 합의는 「교원의 지위향상 및 교육활동 보호를 위한 특별법」 제11조에 따라 지난해 10월 강원교총이 44개 안건에 대한 교섭‧협의를 요구하면서 시작됐으며, 실무협의 2회, 본교섭‧협의위원회 2회, 교섭‧협의 소위원회 4회 등 약 5개월간의 협의를 거쳐 이루어졌다.

The agreement was initiated in October last year when the Gangwon FTA requested negotiations on 44 agenda items under Article 11 of the “Special Act on the Improvement of Teachers’ Status and Protection of Educational Activities.” It was finalized after approximately five months of discussions, including two working-level meetings, two main negotiation sessions, and four subcommittee meetings.

합의 조항은 전문과 본문 20개 항, 보칙 7개 항 등 총 28개 항으로 구성되며, 주요 내용은 △전문직 교원단체 활동 보장 △교원 근무부담 경감 및 복리후생 증진 △교육 및 학교행정 개선 등이다.

The agreement consists of a total of 28 provisions, including a preamble, 20 main articles, and 7 supplementary articles. Key provisions include △guaranteeing activities of professional teacher organizations △reducing teachers’ workload and enhancing welfare △improving education and school administration.

도교육청은 이번 합의를 통해 교원들의 근무여건이 개선되고 권익과 전문성이 한층 강화될 것으로 기대하고 있다.

The Office of Education expects that this agreement will lead to improved working conditions for teachers, as well as strengthened rights and professional capacity.

#홍명표 정책국장은 “교원의 전문성 신장과 권익 증진은 더 나은 강원교육과 우리 아이들의 미래를 위한 중요한 기반”이라며 “앞으로도 현장의 의견을 적극 반영해 교원이 교육활동에 전념할 수 있는 환경을 조성하겠다”고 말했다.

Hong Myeong-pyo, Director of Policy, stated, “Enhancing teachers’ professionalism and rights is a crucial foundation for better education in Gangwon and a brighter future for our children,” adding, “We will continue to actively reflect voices from the field and create an environment where teachers can fully focus on educational activities.”
