강원특별자치도교육청, 산하기관·학교까지 승용차 5부제 의무 확대 시행

Gangwon State Office of Education Expands Mandatory Odd-Even Vehicle System to Affiliated Institutions and Schools

강원특별자치도교육청은 정부의 자원안보 위기경보 ‘주의’ 단계 발령에 따라 25일(수)부터 산하 기관 및 학교까지 승용차 5부제를 의무 확대 시행했다고 밝혔다.

The Gangwon State Office of Education announced that, following the government’s issuance of a “Caution” level resource security alert, it has expanded the mandatory five-day vehicle rotation system to include all affiliated institutions and schools starting Wednesday, the 25th.

강원특별자치도교육청은 공공부문의 에너지 절약 실천에 동참하고자 지난 3월부터 본청 직원을 대상으로 승용차 5부제를 운영해 왔다.

Since March, the Office of Education has been operating the vehicle rotation system for its headquarters staff as part of efforts to promote energy conservation in the public sector.

◦ 이는 도교육청 급식소 이전 공사에 따른 주차 공간 부족 상황을 함께 고려해 추진된 것이나, 중동전쟁 장기화로 에너지 위기 상황이 지속되는 가운데 공공기관이 선제적으로 에너지 절약 실천에 나섰다는 점에서도 의미가 크다.

◦ The measure was initially introduced in consideration of limited parking space due to cafeteria relocation construction, but it also holds significance as a proactive effort by a public institution to address ongoing energy challenges amid the prolonged conflict in the Middle East.

승용차 5부제는 차량번호판 끝자리 번호에 따라 요일별 운행을 제한하는 방식으로 운영되며, 취약계층과 특수상황 등 운행이 불가피한 차량을 제외하고 전 직원이 의무적으로 참여하도록 했다.

The system restricts vehicle operation based on the last digit of license plates on designated weekdays, requiring mandatory participation from all staff except for vehicles used in unavoidable circumstances, such as those for vulnerable groups or special situations.

◦ 한편, 도교육청 직원들의 출퇴근 불편을 최소화하기 위해 통근버스 운영도 함께 추진할 예정이다. 이를 통해 정책의 실효성을 높이는 동시에 직원들의 자발적인 참여와 수용성을 확보할 방침이다.

◦ Meanwhile, commuter bus services will be introduced to minimize inconvenience for employees. This is expected to enhance policy effectiveness while encouraging voluntary participation and acceptance among staff.

#이형희 총무과장은 “우리 교육청은 그동안 승용차 5부제를 선제적으로 시행하며 에너지 절약 실천에 앞장서 왔다”라며, “정부 방침에 따라 전 기관으로 확대되는 만큼 제도가 현장에 안정적으로 정착돼 에너지 위기 극복에 기여할 수 있도록 적극 지원하겠다”라고 말했다.

Lee Hyeong-hee, Director of General Affairs, stated, “Our office has taken the lead in practicing energy conservation through the early implementation of the vehicle rotation system. As the policy expands to all institutions in accordance with the government’s directive, we will actively support its stable settlement in the field to help overcome the energy crisis.”
