강원교육청, 학교폭력 심의 ‘공정성 강화’… 341명 참여 역량 강화 연수 운영

“도내 심의위원 341명 참여… 공정하고 객관적인 학교폭력 사안 심의 지원”

강원특별자치도교육청은 학교폭력대책심의위원회의 공정하고 객관적인 학교폭력 사안 심의를 지원하기 위해 ‘2026년 학교폭력대책심의위원회 역량 강화 연수’를 권역별로 운영한다고 밝혔다.

이번 연수는 춘천·원주·강릉 3개 권역에서 3월 16일부터 3월 24일까지 권역별 2일씩, 총 6회에 걸쳐 진행되며, 도내 17개 교육지원청에 설치된 학교폭력대책심의위원회 위원 341명이 참여한다.

권역별로는 춘천 121명, 원주 102명, 강릉 118명이 참여하며, 위원장과 소위원장, 청소년 전문가, 변호사, 경찰, 학부모위원 등 다양한 분야의 위원들이 포함됐다.

이번 연수는 학교폭력 사안 심의의 공정성을 높이고 피해학생 보호 및 가해학생 조치 결정에 대한 이해를 강화하기 위해 마련됐다. 특히 심의위원의 전문성 향상을 통해 신뢰받는 심의위원회 운영 기반을 마련하는 데 목적이 있다.

연수는 학교폭력대책심의위원회 운영 과정에서 필요한 법적 이해와 실제 사례 중심으로 진행된다. 주요 내용은 △피해학생 보호조치의 목적과 적용 기준 △피해 회복 및 2차 피해 예방 △가해학생 선도조치의 교육적 의미 △재발 방지를 위한 조치 기준 등이다.

또한 최근 행정심판 및 행정소송 사례를 통해 심의 과정에서 발생할 수 있는 오류와 유의사항을 점검하고, 모둠별 사례 공유를 통해 위원 간 경험과 노하우를 나눈다. 퍼실리테이터와 함께하는 활동을 통해 실제 사례 기반의 교육적 판단 방향을 논의하며 실질적인 역량 강화에 중점을 둔다.

#송수경 인성생활교육과장은 “학교폭력대책심의위원회는 피해학생 보호와 가해학생 선도를 위한 중요한 역할을 수행하고 있다”며 “이번 연수를 통해 심의위원들이 보다 공정하고 합리적인 판단을 내릴 수 있도록 전문성 강화를 적극 지원하겠다”고 말했다.

"341 committee members participate to ensure fair and objective deliberation on school violence cases"

The Gangwon State Office of Education announced that it will conduct regional training sessions for the “2026 Capacity-Building Program for School Violence Countermeasure Review Committees” to support fair and objective deliberation of school violence cases.

The training will be held across three regions—Chuncheon, Wonju, and Gangneung—from March 16 to March 24, with two days of sessions in each region, totaling six sessions. A total of 341 committee members from 17 local education offices across the province will participate.

Participants include 121 members from Chuncheon, 102 from Wonju, and 118 from Gangneung. The attendees consist of committee chairs, subcommittee leaders, youth specialists, lawyers, police officers, and parent representatives.

The program is designed to enhance the fairness of deliberations on school violence cases and to deepen understanding of measures for protecting victims and addressing offenders. It also aims to strengthen the expertise of committee members and build a more trusted review system.

The training focuses on legal understanding and real case-based discussions essential for committee operations. Key topics include the purpose and criteria of victim protection measures, prevention of secondary harm, educational significance of disciplinary actions for offenders, and standards for preventing recurrence.

Additionally, recent administrative appeals and litigation cases will be reviewed to identify potential errors and important considerations in the deliberation process. Group discussions will allow participants to share experiences and insights, while facilitator-led sessions will guide practical, case-based decision-making to enhance professional competency.

Song Soo-kyung, Director of Character and Student Life Education, stated, “The School Violence Countermeasure Review Committee plays a critical role in protecting victims and guiding offenders through educational measures,” adding, “We will continue to support committee members in strengthening their expertise to ensure fair and reasonable decisions.”
