[지형덕칼럼] 동해시 정치, 더 이상 변하지 않는다는 핑계는 통하지 않는다

동해시 정치에는 오랫동안 하나의 변명이 있었다.

“원래 여긴 바뀌지 않는다.”

그 말은 현실을 설명하는 문장이 아니라

변화를 포기한 정치가 스스로를 정당화하는 방식이었다.

이제 그 변명은 끝나야 한다.

민선 지방자치 이후 동해시는 같은 정치 흐름을 반복해왔다.

권력은 특정 정치세력에 머물렀고, 정치의 중심은 특정 지역에 고정됐다.

그리고 그 결과는 놀랍도록 일관됐다.

법정.

시민이 선택한 권력이 시민 앞이 아니라 법 앞에 서는 정치.

이것이 반복되었다면, 문제는 개인이 아니다.

시스템이다.

동해시는 묵호와 북평이 함께 만든 도시다.

하지만 정치 권력은 오랫동안 한쪽으로 기울어져 있었다.

권력이 한쪽에 머물면 견제는 사라진다.

견제가 사라지면 책임도 사라진다.

그리고 책임이 사라진 정치가 어디로 향하는지는

이미 동해시가 충분히 보여줬다.

그럼에도 불구하고 같은 정치가 반복된다면

그 이유는 단 하나다.

바꾸지 않았기 때문이다.

민주주의는 선거로 유지되지 않는다.

교체 가능성으로 유지된다.

권력이 교체될 수 있다는 긴장이 있어야

정치는 시민을 두려워한다.

하지만 그 긴장이 사라진 정치에서

권력은 시민이 아니라 스스로를 보호하기 시작한다.

지금 동해시가 서 있는 지점이 바로 그곳이다.

그래서 이번 선거는 단순한 선거가 아니다.

동해시 정치가 계속 같은 방식으로 작동할 것인지,

아니면 처음으로 그 구조를 흔들 것인지 묻는 순간이다.

이 질문은 불편할 수 있다.

그러나 더 중요한 질문은 이것이다.

“우리는 계속 같은 결과를 보면서도 같은 선택을 반복할 것인가.”

도시는 정치의 수준만큼 성장한다.

동해시가 지금 필요한 것은 안정이 아니라

책임 있는 변화다.

그리고 변화는 누군가 대신 만들어주지 않는다.

시민이 선택할 때만 만들어진다.

이번 선거는 선택의 문제가 아니다.

반복을 끝낼 것인가, 계속할 것인가의 문제다.

Donghae’s Politics: The Excuse No Longer Works

For years, Donghae has relied on a convenient excuse:

“Things don’t change here.”

But that is not an explanation.

It is a justification for stagnation.

And it is time to reject it.

Since the start of local democracy, Donghae has followed a predictable pattern.

Power has stayed within the same political current,

and leadership has remained tied to the same geographic base.

And the outcome has been disturbingly consistent.

The courtroom.

When elected leaders repeatedly end up answering to the law instead of the public,

the issue is no longer individual failure.

It is systemic.

Donghae was built by the union of Mukho and Bukpyeong.

But politically, power has not been shared.

When power concentrates, accountability disappears.

When accountability disappears, responsibility erodes.

Donghae has already seen where that leads.

If the same pattern continues, the explanation is simple:

It has not been changed.

Democracy is not sustained by elections alone.

It survives through the possibility of replacement.

Without that possibility, power stops fearing the public

and begins protecting itself.

That is where Donghae stands today.

This election is not routine.

It is a test of whether Donghae will continue its political pattern

or finally disrupt it.

The more uncomfortable question is this:

Will voters keep choosing the same outcomes

while expecting different results?

Cities rise—or stall—at the level of their politics.

Donghae does not need stability.

It needs accountable change.

And change does not come from institutions.

It comes from voters.

This election is not about preference.

It is about whether repetition ends—or continues.
