강원특별자치도교육청, 2026 독서·인문교육 활성화 운영 계획 발표

강원특별자치도교육청은 2월 10일(화), 인공지능(AI) 시대에 대응해 학교 중심의 독서·인문교육을 강화하기 위한 「2026 독서·인문교육 활성화 운영 계획」을 발표했다. 이번 계획은 학생들의 사고력과 표현력, 더 나아가 공존 역량을 기르는 데 중점을 두고 있다.

The Gangwon Special Self-Governing Provincial Office of Education announced its “2026 Reading and Humanities Education Promotion Plan” on February 10, aiming to strengthen school-centered reading and humanities education in response to the AI era. The plan focuses on enhancing students’ critical thinking, expressive abilities, and capacities for coexistence.

2026년 독서·인문교육은 △교육과정과의 긴밀한 연계 △학교 자율성 확대 △학생 참여 중심 프로그램 강화를 핵심 방향으로 설정했다. 이를 통해 교실 수업 속에서 독서와 인문 활동이 자연스럽게 이루어지는 ‘책 읽는 학교, 소통하는 교실’ 조성을 지원할 계획이다.

For 2026, the initiative emphasizes close alignment with the curriculum, expanded school autonomy, and student-centered participation programs. Through this approach, the education office aims to foster “schools that read, classrooms that communicate,” where reading and humanities activities are seamlessly integrated into everyday lessons.

초등학교 3학년부터 고등학교 2학년까지는 교육과정과 연계한 ‘한 학기 한 권 읽기’ 프로그램을 지속 운영해, 학년별·교과별 읽기 경험을 체계적으로 누적·확장한다. 또한 학교 여건과 특색을 반영한 **‘1교 1독서·인문 프로그램’**을 학교가 자율적으로 선택·운영할 수 있도록 지원한다.

From Grade 3 in elementary school through Grade 11 in high school, the “One Book per Semester” program will continue, enabling students to systematically build and expand reading experiences by grade and subject. Schools will also be supported in autonomously selecting and operating a “One School, One Reading & Humanities Program” tailored to their unique contexts.

아울러 △책 읽는 학교 문화 조성 △수업 중심 독서교육 선도학교 운영 △강원독서토론한마당 △핑퐁 비블리오 배틀 △학생 창작도서 출판 등 다양한 참여형 사업을 통해, 학생들이 직접 읽고 생각하며 표현하는 독서·인문교육을 확산할 방침이다.

In addition, a wide range of participatory initiatives—including the promotion of a reading-centered school culture, model schools for lesson-based reading education, the Gangwon Reading Debate Festival, Ping-Pong Biblio Battles, and student-authored book publishing—will encourage students to actively read, think, and express themselves.

교육공동체의 실천 역량 강화를 위해 교원 대상 연수와 학습공동체 지원도 확대된다. 한 학기 한 권 읽기, 토론·글쓰기 수업, 학교도서관 연계 수업 등에 대한 연수와 사례 나눔을 통해 교원의 독서교육 전문성을 체계적으로 높일 계획이다.

To strengthen the practical capacity of the education community, expanded training and learning communities for teachers will be provided. Professional development will cover one-book-per-semester instruction, discussion and writing classes, and collaborative lessons utilizing school libraries, alongside the sharing of best practices.

또한 지역독서교육협의회를 운영해 지역 기반의 독서·인문 협력망을 구축하고, 지역별 운영 현황 분석과 공동 기획을 통해 학교 현장을 지원한다. 지역과 함께하는 독서 행사와 프로그램을 통해 학교와 지역이 상생하는 독서 문화 정착을 도모할 예정이다.

The education office will also operate regional reading education councils to build local cooperation networks. By analyzing regional implementation and co-planning reading events and programs with local communities, it aims to establish a sustainable reading culture that benefits both schools and their surrounding regions.

#이인범 문화체육특수교육과장은 “독서는 단순한 지식 습득을 넘어 세상을 바라보는 관점을 형성하는 기초”라며, “2026년에는 학생들이 읽고 쓰는 과정을 통해 자기 주도적 학습 역량과 타인과 공존하는 인문학적 소양을 갖춘 미래 인재로 성장하도록 적극 지원하겠다”고 밝혔다.

Lee In-beom, Director of the Division of Culture, Arts, and Special Education, said, “Reading is not merely a tool for acquiring knowledge but a foundation for shaping one’s perspective on the world,” adding, “In 2026, we will actively support students so they can grow into future-ready individuals with self-directed learning abilities and humanistic values that enable coexistence.”
