겨울 바다는 늘 조용하지만, 그만큼 위험도 깊다.

12월 15일, 묵호항 활어센터 앞에서 열린 동해지방해양수산청의 해양안전 캠페인은 이 단순한 사실을 

가족의 한마디가 바다를 지킨다

동해해수청, 묵호항서 겨울철 해양안전 캠페인 전개’로 다시 환기시켰다.

동해지방해양수산청(청장 김채균)은 이날 어업인과 어시장 상인, 항을 찾은 시민들을 대상으로 겨울철 해양안전 캠페인을 실시했다. 이번 캠페인의 핵심은 “가족들이 아빠에게 전하는 안전 메시지”였다.

활어센터를 오가는 시민들은 포스트잇에 짧은 문장을 적었다.

“구명조끼 꼭 입으세요.”

“오늘도 무사히 돌아오세요.”

“겨울 바다는 더 조심해야 해요.”

이 메시지들은 단순한 문구를 넘어, 매일 바다로 나서는 어업인들에게 전해질 생활 속 안전 약속이 됐다.

현장에서는 한국해양교통안전공단 동해지사와 동해어선안전조업국이 함께 가두 캠페인을 진행하며, 구명조끼 착용, 겨울철 안전조업, 선박 안전 운항 등 기본적이지만 가장 중요한 해양안전 수칙을 시민들과 공유했다.

행사가 끝난 뒤, 모아진 메시지들은 묵호항 어업인들에게 전달될 예정이다.

‘단속’이 아니라 ‘공감’으로 접근한 이번 캠페인은 현장 어업인들의 반응도 비교적 부드러웠다는 평가다.

동해지방해양수산청 관계자는 “해양안전은 행정만으로 지킬 수 있는 문제가 아니라, 국민 모두의 인식과 참여가 함께할 때 완성된다”며 “앞으로도 현장 중심, 참여형 캠페인을 이어가겠다”고 말했다.

한편 동해해수청은 관내 주요 항·포구에 계절별 해양사고 예방 현수막을 게시하고, 홈페이지와 문자 안내를 통해 관련 정보를 지속적으로 제공하는 등 해양안전 홍보를 이어가고 있다.

Winter Marine Safety Campaign Held at Mukho Port

The winter sea is quiet—but its dangers run deep.

On December 15, a marine safety campaign held by the Donghae Regional Office of Oceans and Fisheries at Mukho Port reminded people of this simple truth through the voices of families.

The Donghae Regional Office of Oceans and Fisheries (Commissioner Kim Chae-gyun) carried out a winter marine safety campaign targeting fishermen, fish market vendors, and visitors to the port. The core theme of the campaign was “Safety Messages from Families to Fathers.”

Visitors passing through the live fish market wrote short messages on Post-it notes:

“Please wear your life jacket.”

“Come home safely today.”

“The winter sea requires extra caution.”

These brief notes became more than words—they turned into everyday safety promises delivered to those who head out to sea each day.

The street campaign was conducted jointly with the Korea Maritime Transportation Safety Authority (Donghae Branch) and the Donghae Fishing Vessel Safety Operations Center, promoting essential safety rules such as life jacket use, safe winter fishing practices, and safe vessel navigation.

After the event, the collected messages will be delivered directly to fishermen at Mukho Port.

Rather than relying on enforcement, the campaign’s approach—grounded in empathy and participation—was met with a positive response from those on site.

An official from the Donghae Regional Office of Oceans and Fisheries stated,

“Marine safety cannot be ensured by administration alone. It is achieved when public awareness and participation come together,” adding that the office will continue to expand field-based, participatory safety campaigns.

Meanwhile, the office continues to promote marine safety by installing seasonal accident-prevention banners at major ports and harbors, and by providing information through its website and text message services.
