삼척시 도시과 김진성 주무관이 지방의회 역량 강화를 위한 ‘정책지원관 제도’ 운영 실태를 심층 분석한 연구 논문을 한국연구재단(KCI) 등재 학술지에 게재하며 학계와 행정 현장에서 주목을 받고 있다.

김 주무관은 이러한 문제에 대응하기 위한 실행 가능한 정책 대안을 제시했다.
