칼럼 | 캠프 험프리스, 동북아 외교의 ‘뜨거운 감자’

한·미 정상회담에서 트럼프 대통령이 “캠프 험프리스의 오너십(ownership)” 문제를 직접 언급했다는 사실은 동맹 관계의 무게를 단적으로 드러낸다. 세계 최대 규모의 해외 미군 기지가 한국 땅 평택에 자리한다는 것은 단순한 군사적 배치가 아니다. 그것은 주권과 안보, 그리고 동북아 전략 구도의 핵심을 상징한다.

During the Korea–U.S. summit, President Trump directly raised the issue of “ownership of Camp Humphreys,” a remark that starkly illustrates the gravity of the alliance. The fact that the world’s largest overseas U.S. military base is located in Pyeongtaek is not merely a matter of military deployment; it symbolizes sovereignty, security, and the strategic architecture of Northeast Asia.

트럼프 대통령의 발언에 중국이 민감하게 반응했을 것은 자명하다. 한국이 미국 측의 요구를 받아들인다면, 중국은 이를 곧바로 ‘미국의 전초기지 강화’로 해석할 것이다. 반대로 거절할 경우, 한미동맹의 균열을 우려하는 목소리가 미국 내에서 터져 나올 수 있다.

It is evident that President Trump’s words must have triggered an acute reaction in Beijing. If Korea accepts Washington’s demand, China will likely interpret it as the strengthening of an “American forward base.” Conversely, if Korea refuses, voices of concern over cracks in the alliance will surely arise within the United States.

이재명 대통령은 결국 외통수의 상황에 직면했다. 들어주면 중국이, 거절하면 미국이 반발한다. 어느 쪽을 선택하든 국가의 전략적 이익과 국민의 안전을 지켜내야 하는 무거운 책무가 그의 어깨 위에 놓였다.

President Lee now finds himself in a diplomatic stalemate: accede, and risk provoking China; decline, and risk disappointing the United States. Whichever path he chooses, the heavy responsibility of safeguarding Korea’s strategic interests and the security of its people rests on his shoulders.

따라서 이 사안을 단순히 양자 협상의 테이블 위 문제로만 보는 것은 위험하다. 캠프 험프리스는 동북아 평화와 균형을 가늠하는 시험대이자, 동맹과 주권 사이에서 한국이 스스로의 자리를 찾아야 하는 무대다.

Thus, to regard this issue merely as a matter of bilateral negotiation would be perilous. Camp Humphreys is not just a military facility but a testing ground for peace and balance in Northeast Asia—a stage upon which Korea must define its own position between alliance and sovereignty.

뜨거운 감자는 섣불리 집어들면 화상을 입는다. 그러나 그것을 식히고 다루어내는 것이야말로 외교의 묘수다. 한국은 이번 사안을 국제사회가 납득할 수 있는 ‘합리적 해법’으로 전환해야 한다.

A hot potato, if grasped rashly, burns the hand. Yet cooling it down and handling it wisely is the true art of diplomacy. Korea must now transform this issue into a “reasonable solution” acceptable to the international community.
