“국회가 주식 거래소인가?” – 공직 윤리를 무너뜨린 차명 거래 의혹

 오늘 8월 4일, 국회 본회의장. 법제사법위원장 자리에 앉은 이춘석 더불어민주당 의원의 손에 들린 스마트폰 화면에 네이버와 카카오페이 등 주요 종목의 매수 창이 열려 있었다. 주식 거래 화면 속 계좌 명의는 이 위원장이 아닌 보좌관의 이름이었다. 액수는 억 단위. 장소는 국회 본회의장. 그리고 사용된 계좌는 타인 명의. 이 모든 정황은 단순 실수나 해프닝으로 치부하기 어려운, 중대한 사안이다.

그런데 충격은 여기서 끝나지 않는다. 작년 10월 국정감사 당시에도 같은 보좌관 명의의 주식 계좌를 응시하는 모습이 언론에 포착된 바 있다. 이쯤 되면 반복된 우연이 아니라, 의도된 거래로 해석할 수밖에 없다.

이 위원장은 “보좌관의 휴대전화를 실수로 사용했다”고 해명했지만, 국민은 더 이상 이런 해명에 설득되지 않는다. 금융실명법과 공직자윤리법 위반 여부를 떠나, 입법을 논의하는 국회 안에서 사적 이익을 좇았다는 사실만으로도 국민 신뢰는 무너진다.

문제의 본질은 명확하다. 공직자는 법을 만들고 국민을 대표하는 자리에서, ‘무엇을 해도 된다’는 태도가 아닌 ‘무엇을 하지 말아야 하는가’를 끊임없이 자각해야 한다는 것이다.

민주당은 당 윤리감찰단 조사를 지시했고, 국민의힘은 형사 고발을 예고했다. 그러나 이제는 정파를 넘어 국회 전체가 스스로를 돌아볼 때다. 반복되는 주식 거래 논란은 국회의 자정능력을 시험하는 또 하나의 계기다.

국민이 원하는 것은 빠르고 정직한 조사, 그리고 책임지는 자세다. 대한민국의 공직자는 더 이상 ‘권한’을 향유하는 자가 아니라 ‘신뢰’를 받는 자여야 한다. 국회를 주식 거래소로 착각한 이들에게, 우리는 분명한 메시지를 보내야 한다.

Democratic Party lawmaker Lee Choon-suk, seated as the Chair of the Legislation and Judiciary Committee, was caught on camera with a smartphone screen displaying stock trading apps—buying shares of companies like Naver and Kakao Pay. The account name wasn’t his. It belonged to an aide. The transaction volume was in the hundreds of millions of Korean won. The location: the floor of the National Assembly. The device: not his. The implications are far from trivial.

More disturbingly, this is not an isolated incident. Back in October 2024, during a parliamentary audit, Lee was again captured looking at the same aide’s stock account. Two instances do not make a coincidence. They suggest a pattern.

Lee’s defense-that he mistakenly used his aide’s phone—rings hollow to the public. Regardless of whether legal violations such as breaching the Real Name Financial Transactions Act or the Public Officials’ Ethics Act occurred, the act of pursuing personal gain during legislative duties is itself a violation of public trust.

The core issue is this: public officials, especially lawmakers, must operate with a constant awareness not of what they can do, but of what they must not do. They are entrusted with making laws and representing the people—not managing their stock portfolios from the Assembly floor.

While the Democratic Party has launched an internal probe and the opposition People Power Party threatens legal action, this is a moment for the National Assembly as a whole to reflect. Recurring scandals involving stock trading during official duties signal a deeper rot—one that demands institutional reform and ethical reawakening.

What the public wants is clear: a swift, honest investigation and accountability. Public office in Korea must no longer be a position of privilege but one of earned trust. To those who mistake the Assembly for a stock exchange, the people must deliver a firm and final answer.
