강원연구원서 찾은 해법…경북도의회, 지역소멸 대응 전략 벤치마킹

경상북도의회 기획경제위원회(위원장 이선희)는 지난 6월 24일부터 26일까지 3일간 강원특별자치도의 주요 정책 연구기관과 산업현장을 방문해 신산업 정책과 지역특화 전략을 벤치마킹하고, 인구감소 및 산업 공동화 대응 방안에 대한 의견을 교환했다.

The Planning and Economy Committee of the Gyeongbuk Provincial Council (Chairperson Lee Sun-hee) conducted a three-day visit from June 24 to 26 to benchmark Gangwon Special Self-Governing Province’s policy research institutions and industrial sites. The visit aimed to share strategies on fostering emerging industries and addressing regional challenges such as population decline and industrial hollowing-out.

위원회는 첫날인 24일, 강릉시에 위치한 강원테크노파크 신소재센터를 방문해 전력반도체 및 이차전지 산업의 핵심인 첨단 세라믹 소재의 상용화 기술 개발 현황을 청취하고, 관련 기업에 대한 지원 시스템과 인프라 구축 실태를 확인했다.

On the first day, the committee visited the Advanced Materials Center of Gangwon Technopark in Gangneung to learn about commercialization efforts in advanced ceramic materials, which are key to power semiconductors and secondary battery industries. They also reviewed the industrial infrastructure and corporate support systems in place.

이튿날인 25일에는 춘천의 강원연구원을 찾아 강원도의 종합 정책연구 체계와 다양한 지역 문제 해결 사례를 공유받았다. 강원연구원은 최근 국책과제 수행 성과와 초고령사회 대응전략, 청년유입 활성화 정책 등을 통해 전국적으로 주목받고 있으며, 특히 지역소멸 대응 및 균형발전 연구 분야에서 선도적인 역할을 수행하고 있다.

On the second day, the committee visited the Gangwon Research Institute (GRI) in Chuncheon, where they were briefed on the province’s comprehensive policy research system. GRI is gaining national recognition for its work on state-funded projects, strategic responses to super-aged societies, and youth attraction policies. It plays a leading role in research addressing regional extinction and balanced development.

이 자리에서는 경북과 강원이 공통적으로 마주한 인구감소와 산업 공동화 문제에 대해 양측이 실질적인 해법을 모색하는 심도 있는 논의가 이뤄졌다.

The session included in-depth discussions between the committee and GRI officials to seek practical solutions to shared challenges, including population decline and industrial stagnation in both Gangwon and Gyeongbuk.

이선희 기획경제위원장(청도군)은 “강원의 정책연구 역량과 신산업 추진 사례를 직접 확인하며, 경북이 나아갈 방향에 대한 실마리를 얻을 수 있었다”며 “도의회 차원에서 반도체, 이차전지 등 미래 신산업을 적극 육성하고, 인구감소 대응 정책을 강화해 경북의 지속 가능한 성장을 도모하겠다”고 밝혔다.

Chairperson Lee Sun-hee (Cheongdo County) stated, “By witnessing Gangwon’s policy research capabilities and efforts in advancing new industries, we have gained valuable insights for Gyeongbuk’s future direction. The provincial council will actively support the development of emerging industries such as semiconductors and batteries while reinforcing policies to counteract population decline and ensure Gyeongbuk’s sustainable growth.”
