행사·축제 분석 이어 정보공개청구까지…데이터 기반 행정 확대

동해시가 행정에 축적된 데이터를 분석해 시민 수요를 파악하고 이를 정책과 행정서비스 개선에 활용하는 데이터 기반 행정을 확대하고 있다.

Donghae City is expanding its data-driven administration by analyzing accumulated administrative data to better understand citizens’ needs and use the findings to improve policies and public services.

시는 범정부 데이터 분석 시스템을 활용해 2025년 접수된 정보공개청구 1,785건을 분야·부서·키워드별로 분석했다. 반복적으로 요구되는 정보를 찾아 시민에게 선제적으로 제공하고 행정의 효율성을 높이기 위해서다.

Using a government-wide data analysis system, the city analyzed 1,785 information disclosure requests filed in 2025, categorizing them by sector, department, and keyword. The aim is to identify frequently requested information, provide it proactively to citizens, and improve administrative efficiency.

앞서 동해시는 지역 행사·축제를 대상으로 방문객 특성과 유입지역, 소비 패턴 등을 빅데이터로 분석해 축제별 성과와 개선 방향을 진단했다. 이번에는 분석 대상을 행정 내부에 축적된 정보공개청구 데이터로 넓혀 시민이 실제로 필요로 하는 행정정보가 무엇인지 들여다봤다.

Donghae City previously used big data to analyze visitor characteristics, places of origin, and spending patterns at local events and festivals, assessing their performance and identifying areas for improvement. This time, the city expanded its analysis to information disclosure request data accumulated within the administration to determine what kinds of public information citizens actually need.

분석 결과 분야별로는 환경·위생이 210건으로 가장 많았으며, 복지·보건·교육 130건, 교통·도로 116건, 통신·인터넷·에너지 시설 113건, 세금·과태료·행정 민원처리 91건 순으로 나타났다.

The analysis found that environment and sanitation accounted for the largest number of requests, with 210 cases, followed by welfare, health and education with 130; transportation and roads with 116; telecommunications, internet and energy facilities with 113; and taxes, fines and administrative civil affairs with 91.

주요 키워드에서도 시민 관심 분야가 구체적으로 드러났다. 환경·위생 분야에서는 ‘토양오염’이 가장 많이 등장했으며, 정밀조사·토양정화 등이 연관 키워드로 분석됐다.

Key search terms also provided a clearer picture of citizens’ concerns. In the environment and sanitation category, “soil contamination” appeared most frequently, with related keywords including detailed investigations and soil remediation.

복지·보건 분야에서는 보건·의료 관련 청구가 118건으로 91%를 차지했으며 ‘보건지소’가 주요 키워드로 나타났다. 교통·도로 분야에서는 주차 관련 청구가 45건으로 가장 많았고 ‘장애인 주차’, 통신·인터넷 분야에서는 ‘사물인터넷(IoT)’에 대한 관심이 두드러졌다.

In the welfare and health category, health and medical-related requests accounted for 118 cases, or 91 percent, with “public health center” emerging as a major keyword. In transportation and roads, parking-related requests were the most common at 45 cases, with notable interest in accessible parking for persons with disabilities. In telecommunications and internet services, the Internet of Things (IoT) drew particular attention.

부서별 처리 건수는 환경과 346건, 행정과 307건, 건축과 160건 순으로 나타났으며, 시기별로는 3월과 수요일에 정보공개청구가 상대적으로 많았다.

By department, the Environmental Division handled the largest number of requests with 346 cases, followed by the Administrative Division with 307 and the Architecture Division with 160. In terms of timing, information disclosure requests were relatively more frequent in March and on Wednesdays.

동해시는 분석에서 그치지 않고 결과를 실제 행정에 반영한다. 시민들이 반복적으로 찾은 ▲토양오염 행정처분 사업체 현황 ▲대기오염 측정 현황 ▲공공시설물 안전점검 현황 등을 관련 부서와 협의해 사전정보공표 목록에 신규 등록하는 방안을 추진할 계획이다.

Donghae City plans to go beyond simply analyzing the data and apply the findings directly to its administrative services. In cooperation with relevant departments, the city will consider adding frequently requested information—including ▲businesses subject to administrative action over soil contamination, ▲air pollution monitoring data, and ▲public facility safety inspection records—to its proactive information disclosure list.

이를 통해 시민은 별도의 정보공개청구 없이 필요한 정보를 보다 쉽게 확인하고, 행정에서는 반복적인 정보공개 처리 부담을 줄여 업무 효율성을 높일 수 있을 것으로 기대된다.

Through these measures, citizens are expected to gain easier access to the information they need without having to file separate disclosure requests. At the same time, the city can reduce the administrative burden of repeatedly processing similar requests and improve overall efficiency.

#정하연 홍보감사담당관은 “데이터를 분석하면 시민이 무엇에 관심을 갖고 어떤 정보를 필요로 하는지 보다 객관적으로 확인할 수 있다”며 “분석 자체에 머물지 않고 그 결과를 실제 행정에 반영해 시민이 체감할 수 있는 데이터 기반 행정을 만들어가겠다”고 말했다.

“Data analysis allows us to objectively identify what citizens are interested in and what information they need,” said Jeong Ha-yeon, head of Donghae City’s Public Relations and Audit Office. “We will ensure that the analysis does not end with the data itself, but is translated into practical administrative improvements so that citizens can experience the benefits of data-driven government firsthand.”
