동해시는 18일 공무원 비상소집을 시작으로 ‘2026년 을지연습’에 돌입한 가운데, 19일부터 전시 상황을 가정한 실제훈련과 시민 참여 민방위훈련을 잇따라 실시한다.

Donghae City launched the 2026 Ulchi Exercise on August 18 with an emergency call-up of public officials. Beginning August 19, the city will conduct a series of practical drills simulating wartime situations, along with a civil defense exercise involving citizen participation.

이날 비상소집에는 응소 대상 공무원 614명 중 614명이 모두 응소해 100%의 응소율을 기록했다. 시는 응소 현황과 비상연락체계, 부서별 보고체계 등을 확인하며 비상시 신속한 행정 대응태세를 점검했다.

All 614 public officials designated for the emergency call-up reported for duty, recording a 100% response rate. The city reviewed its emergency contact network and departmental reporting systems to ensure that its administrative response mechanisms can operate swiftly and effectively in an emergency.

공직자 비상소집에 이어 19일 오후 2시 북삼동 행정복지센터에서는 전시 식량의 안정적인 공급과 유관기관 공조체계 점검을 위한 ‘전시 양곡 배급 실제훈련’을 실시한다.

Following the emergency call-up, a wartime grain distribution field drill will be conducted at the Buksam-dong Administrative Welfare Center at 2 p.m. on August 19. The exercise is designed to ensure the stable distribution of food supplies during wartime and to assess coordination among relevant agencies.

훈련은 양곡 수송과 배급소 설치, 배급카드 발급 사전교육, 양곡 배급 시연 등 실제 배급 절차를 중심으로 진행된다. 특히 양곡 약탈 시도와 난동 등 돌발상황을 가정해 동해경찰서, 동해소방서, 육군 경비2대대, 해군 1함대 등이 참여하는 민·관·군·경·소방 합동 초동대응체계를 집중 점검한다.

The drill will focus on practical distribution procedures, including the transportation of grain, establishment of distribution centers, preliminary training on the issuance of ration cards, and demonstrations of grain distribution. It will also simulate unexpected situations such as attempted grain theft and public disturbances. The exercise will closely examine the joint initial-response system involving civilians, local government, the military, police, and firefighters, with participation from the Donghae Police Station, Donghae Fire Station, the Army’s 2nd Security Battalion, and the Republic of Korea Navy’s 1st Fleet.

이어 20일 오후 2시부터 20분간 시 전역에서 전국 동시 ‘공습대비 민방위훈련’을 실시한다. 오후 2시 공습경보가 발령되면 시민들은 가까운 지하 민방위 대피소로 신속히 대피해야 하며, 오후 2시 15분 경계경보 발령 후 이동할 수 있다. 오후 2시 20분 경보 해제와 함께 일상으로 복귀하게 된다.

On August 20, a nationwide civil defense drill against air raids will take place across Donghae City for 20 minutes beginning at 2 p.m. When the air-raid warning is issued at 2 p.m., citizens should promptly evacuate to the nearest underground civil defense shelter. Movement will be permitted after the alert is downgraded at 2:15 p.m., and normal activities may resume when the warning is lifted at 2:20 p.m.

동해시 관내 민방위 대피소는 총 49개소로, 안전디딤돌 앱과 네이버·카카오·T맵 등 주요 지도 앱에서 위치를 확인할 수 있다. 시민 불편을 최소화하기 위해 시내버스 등 대중교통은 정상 운행한다.

Donghae City has 49 designated civil defense shelters. Their locations can be found through the Safety Stepping Stone app (안전디딤돌) as well as major map services including Naver Map, Kakao Map, and TMAP. Public transportation, including city buses, will continue to operate normally to minimize inconvenience to residents.

이와 함께 동해경찰서와 동해소방서 주관으로 동해소방서~천곡로터리~이안아파트 구간에서 ‘긴급차량 길 터주기 훈련’도 병행해 비상시 긴급차량의 신속한 이동과 시민 협조체계를 점검한다.

In addition, the Donghae Police Station and Donghae Fire Station will conduct an emergency vehicle right-of-way drill along the route from Donghae Fire Station through Cheongok Rotary to Iaan Apartment. The exercise will assess the ability of emergency vehicles to move rapidly during a crisis while strengthening public awareness and cooperation in yielding the right of way.

이정학 동해시장은 “비상상황에서는 신속한 초기 대응과 기관 간 유기적인 협력이 무엇보다 중요하다”며 “실제 상황을 가정한 훈련을 통해 대응체계가 현장에서 제대로 작동하는지 면밀히 점검하고, 시민들께서도 비상시 행동요령을 미리 숙지해 민방위훈련에 적극 참여해 주시길 바란다”고 말했다.

Donghae Mayor Lee Jeong-hak said, “In an emergency, rapid initial response and close coordination among relevant agencies are of utmost importance. Through exercises that closely simulate real-life situations, we will thoroughly assess whether our response systems function effectively in the field. I also encourage our citizens to familiarize themselves with emergency procedures in advance and actively participate in the civil defense drill.”
