동해시, 민선 9기 45개 공약 실행계획 본격 점검

동해시는 민선 9기 45개 공약을 구체적인 실행계획으로 확정하기 위해 8월 13일 오후 2시 본관 2층 회의실에서 「민선9기 공약실천계획 보고회」를 개최한다.

Donghae City will hold a “9th Elected Administration Pledge Action Plan Briefing” at 2 p.m. on August 13 in the conference room on the second floor of City Hall to finalize detailed implementation plans for its 45 key pledges.

이번 보고회는 공약을 단순히 사업목록으로 관리하는 데 그치지 않고, 임기 내 무엇을 어디까지 추진할 것인지 구체적인 이행 기준을 세우는 데 초점을 맞춘다.

Rather than treating the pledges merely as a list of projects, the briefing will focus on establishing specific implementation standards that clearly define what should be achieved and to what extent during the current administration’s term.

시장을 비롯한 지휘부와 공약 주관 부서장이 참석해 해양경제·책임행정·미래산업·관광문화·교육복지·안심도시 등 6개 분야 45개 공약을 대상으로 ▲실현 가능성 ▲재원 확보방안 ▲연차별 추진일정 ▲행정절차 ▲예상 문제점과 대응방안 등을 종합적으로 점검한다.

The mayor, senior city officials, and heads of departments responsible for the pledges will conduct a comprehensive review of 45 commitments across six policy areas: maritime economy, accountable administration, future industries, tourism and culture, education and welfare, and a safe city. The review will cover feasibility, funding strategies, annual implementation schedules, administrative procedures, potential challenges, and corresponding measures.

특히 대규모 재원이 필요하거나 정부계획 반영, 법령·제도 개선 등으로 장기간이 소요되는 사업은 최종 완료 시점과 별개로 민선 9기 임기 내 달성해야 할 단계별 목표를 명확히 설정해 추진과정과 성과를 확인할 수 있도록 관리할 방침이다.

In particular, for projects requiring substantial funding or extended periods due to their inclusion in central government plans or the need for legal and institutional reforms, the city will establish clear interim targets to be achieved during the 9th elected administration’s term, regardless of the projects’ ultimate completion dates. This will enable the city and citizens to track both progress and tangible outcomes.

45개 공약의 총사업비 추정액은 1조 1,033억 7,600만 원 규모다. 시는 공약을 실행형 11건, 관리형 8건, 전략형 26건으로 구분하고, 국·도비와 민간재원 확보 가능성, 연차별 투자계획 등을 면밀히 검토해 실행력을 높일 계획이다.

The estimated total cost of the 45 pledges amounts to approximately KRW 1.103 trillion. The city has classified the pledges into 11 implementation-oriented projects, eight management-oriented projects, and 26 strategic projects. It will closely examine the availability of national and provincial funding, potential private-sector investment, and annual investment plans to enhance their practical feasibility.

시민 의견을 공약 이행 과정에 반영하는 소통체계도 강화한다. 지난 7월 10개 동 시민소통간담회에 이어 8월 11일부터 운영 중인 ‘열린시장실’ 등을 통해 접수되는 의견 가운데 공약 및 주요 시정과제와 연계할 사항은 소관 부서 검토를 거쳐 정책에 반영한다.

Donghae City will also strengthen its communication system to ensure that citizens’ opinions are reflected throughout the pledge implementation process. Following citizen communication meetings held across the city’s 10 administrative districts in July, the city has been operating an “Open Mayor’s Office” since August 11. Suggestions related to the pledges or major municipal priorities will be reviewed by the relevant departments and, where appropriate, incorporated into city policies.

시는 이번 보고회에서 제시된 의견을 반영해 공약실천계획을 최종 확정하고 시민에게 공개할 예정이다. 이후 공약별 추진상황과 연차별 목표 달성 여부를 지속적으로 점검해 공약의 수립부터 이행, 점검까지 시민이 확인할 수 있는 관리체계를 구축한다.

Based on the discussions and recommendations presented at the briefing, the city will finalize its pledge action plans and make them available to the public. It will then continuously monitor the progress of each pledge and the achievement of annual targets, establishing a transparent management system that allows citizens to follow the entire process—from planning and implementation to evaluation.

#이정학 동해시장은 “공약은 발표하는 것보다 어떻게 실행하고 결과로 보여드리느냐가 중요하다”며 “45개 공약마다 임기 내 책임져야 할 목표를 분명히 하고, 재원과 추진여건을 꼼꼼히 따져 시민이 체감할 수 있는 성과로 이어가겠다”고 말했다.

Donghae Mayor Lee Jeong-hak said, “What matters most is not simply announcing pledges, but how we implement them and demonstrate results. We will clearly define the goals that must be achieved for each of the 45 pledges during our term, carefully assess funding and implementation conditions, and turn these commitments into tangible outcomes that citizens can truly experience.”
