동해시, 하천·계곡 불법 상행위 휴가철 집중단속

- 3월부터 관내 하천·계곡 전수조사·정비 추진…8월 피서철 현장단속 강화

동해시가 지난 3월부터 추진하고 있는 하천·계곡 불법 점용시설 정비를 여름 휴가철 불법 상행위 단속으로 확대한다.

Donghae City is expanding its ongoing crackdown on illegal structures and unauthorized occupation of rivers and valleys, which began in March, to include illegal commercial activities during the peak summer vacation season.

시는 올해 지방하천 3곳, 소하천 28곳, 세천 140곳, 계곡 1곳 등 관내 하천·계곡을 대상으로 전수조사를 추진해 왔으며, 지난 6월 말까지 현장조사를 실시해 확인된 불법 점용·사용행위에 대해 자진철거와 원상회복 명령 등 후속 행정절차를 진행하고 있다.

This year, the city has conducted a comprehensive survey covering three local rivers, 28 small streams, 140 minor waterways, and one valley. On-site inspections were completed by the end of June, and follow-up administrative procedures are now underway for identified cases of illegal occupation or use, including voluntary removal and orders to restore affected areas to their original condition.

특히 8월에는 휴가철 피서객 이용이 많은 하천·계곡과 주변 영업지역을 중심으로 현장점검을 강화한다.

In August, the city will intensify on-site inspections at rivers, valleys, and nearby commercial areas that attract large numbers of visitors during the summer vacation season.

중점 점검 대상은 ▲하천구역 내 무허가 영업 ▲평상·천막·테이블 등 영업시설 무단 설치 ▲주차비·자릿세 등 명목의 부당요금 징수 ▲하천구역 무단 점용 ▲위생 관련 법령 위반행위 등이다.

Key inspection targets include ▲unauthorized commercial operations within river zones ▲unauthorized installation of platforms, tents, tables, and other commercial facilities ▲improper collection of parking fees, seating charges, or similar fees ▲unauthorized occupation of river zones and ▲violations of sanitation and hygiene-related regulations.

시는 건설과를 중심으로 관련 부서가 참여하는 합동점검을 실시하고, 민원 또는 신고가 접수되거나 불법 영업이 의심되는 지역은 현장 확인을 강화할 계획이다.

Led by the Construction Division, Donghae City will conduct joint inspections involving relevant departments. Areas where complaints or reports have been received, as well as locations suspected of illegal commercial activity, will be subject to enhanced on-site inspections.

단속 결과 공공 하천·계곡을 무단 점용해 영업하는 등 사적 이익을 위한 불법 상행위는 관련 법령과 정부 정비기준에 따라 원상회복 명령, 변상금·과태료 부과, 고발 및 행정대집행 등 필요한 조치를 취할 방침이다.

If inspections uncover illegal commercial activities involving the unauthorized occupation of public rivers or valleys for private gain, the city will take necessary measures in accordance with relevant laws and government guidelines. These may include restoration orders, compensation charges and administrative fines, legal complaints, and administrative enforcement.

반복·상습적인 불법행위에 대해서는 더욱 엄정하게 대응한다. 특히 원상회복 이후 같은 장소에서 다시 시설물을 설치하거나 영업하는 행위에 대해서는 재점검을 통해 불법행위가 반복되지 않도록 사후관리도 강화한다.

The city will take stricter action against repeated or habitual violations. In particular, locations where facilities are reinstalled or commercial activities resume after restoration measures have been completed will be reinspected, with strengthened follow-up monitoring to prevent further violations.

동해시는 이번 휴가철 집중단속 이후에도 9월까지 미정비 시설에 대한 이행 여부를 확인하고, 자진철거 및 원상회복 명령을 이행하지 않은 대상에 대해서는 후속 행정절차를 이어갈 계획이다.

Following the summer vacation crackdown, Donghae City will continue monitoring unresolved facilities through September. Further administrative procedures will be taken against those who fail to comply with voluntary removal requests or restoration orders.

#홍성표 건설과장은 “이번 단속은 일회성 점검이 아니라 지난 3월부터 실시한 전수조사와 정비의 연장선”이라며 “특히 피서객을 상대로 공공 하천을 사적으로 점유하거나 부당한 비용을 요구하는 행위는 철저히 확인하고, 정비 이후 다시 불법행위가 발생하지 않도록 사후관리까지 이어가겠다”고 말했다.

In particular, we will thoroughly investigate cases involving the private occupation of public rivers or improper charges imposed on vacationers, and we will continue follow-up monitoring to ensure that illegal activities do not recur after corrective measures have been taken.”
