Citizen-led campaigns around World Suicide Prevention Day on September 10 to promote a culture of respect for life

동해시는 새마을운동 동해시지회와 지역사회 정신건강 증진 및 생명존중문화 확산을 위한 업무협약을 체결하고, 새마을 조직의 지역 네트워크를 활용한 민·관 협력사업을 본격 추진한다고 밝혔다.

Donghae City has signed a memorandum of understanding with the Saemaul Undong Donghae City Branch to promote community mental health and foster a culture that values and respects life. Through the agreement, the two organizations will launch public-private initiatives utilizing Saemaul’s extensive grassroots community network.

지난 7월 22일 체결한 이번 협약을 통해 양 기관은 새마을지도자와 부녀회를 대상으로 생명지킴이(게이트키퍼) 교육을 실시하고, 안부확인과 봉사활동 과정에서 복지사각지대와 독거노인 등 우울 고위험군을 조기에 발굴해 동해시정신건강복지센터 상담과 사례관리로 연계하는 협력체계를 구축한다.

Under the agreement signed on July 22, the two organizations will provide suicide-prevention gatekeeper training for Saemaul leaders and Women’s Association members. During community check-ins and volunteer activities, trained members will help identify individuals who may be at high risk of depression, including socially isolated residents and older adults living alone, and connect them with the Donghae Mental Health Welfare Center for professional counseling and case management.

생명지킴이(게이트키퍼)는 주변 사람의 우울감이나 자살 위험 신호를 조기에 알아차리고 적절한 전문기관의 도움을 받을 수 있도록 연결하는 역할을 한다. 특히 주민들과 일상적으로 접촉하는 새마을 조직의 특성을 활용함으로써 행정이나 전문기관이 미처 발견하기 어려운 위기 상황을 보다 빠르게 찾아낼 수 있을 것으로 기대된다.

A suicide-prevention gatekeeper is trained to recognize warning signs of depression or suicidal risk in people around them and connect those in need with appropriate professional support. By utilizing the Saemaul organization’s close and regular contact with local residents, the initiative is expected to help identify people in crisis who might otherwise remain beyond the reach of public agencies or professional services.

또한 9월 10일 자살예방의 날을 중심으로 생명존중 릴레이 캠페인을 전개하고, 새마을 행사와 연계한 정신건강 홍보부스 운영, 우울·스트레스 자가검진 및 상담 연계, 동별 정신건강 홍보활동 등을 추진해 시민들이 정신건강 서비스를 보다 쉽게 이용할 수 있도록 할 계획이다.

The city and the Saemaul branch will also conduct a series of life-respect campaigns around World Suicide Prevention Day on September 10. Planned activities include mental health information booths at Saemaul events, self-screening for depression and stress, referrals for counseling, and neighborhood-level mental health outreach programs, making mental health services more accessible to residents.

이번 협력은 지역 곳곳에서 활동하는 새마을 조직의 인적 네트워크와 동해시정신건강복지센터의 전문성을 결합한다는 점에서 의미가 있다. 도움이 필요한 시민을 기다리는 방식에서 한 걸음 더 나아가 지역사회가 먼저 살피고 발견해 전문적인 지원으로 연결하는 예방 중심의 생명안전망을 구축한다는 취지다.

The partnership is particularly meaningful because it combines Saemaul’s extensive grassroots network with the professional expertise of the Donghae Mental Health Welfare Center. Rather than waiting for people in crisis to seek help on their own, the initiative aims to create a prevention-focused community safety net that proactively identifies residents in need and connects them with professional support.

#홍종란 보건정책과장은 “정신건강 문제는 행정만으로 해결하기 어려운 만큼 지역사회의 참여와 협력이 무엇보다 중요하다”며 “새마을회의 촘촘한 지역 네트워크와 정신건강복지센터의 전문성을 바탕으로 도움이 필요한 시민을 더 빠르게 발견하고 지원하는 생명안전망을 구축해 나가겠다”고 말했다.

“Mental health challenges cannot be addressed by public administration alone, which is why community participation and cooperation are so important,” said Hong Jong-ran, head of Donghae City’s Health Policy Division. “By combining Saemaul’s strong grassroots network with the expertise of the Mental Health Welfare Center, we will build a stronger community safety net that can identify and support residents in need more quickly.”

One Person’s Care Can Help Save Another Person’s Life

지역 주민과 가장 가까운 곳에서 활동하는 새마을지도자와 부녀회원들이 이제 이웃의 마음까지 살피는 ‘생명지킴이’로 나선다. 작은 관심과 안부 한마디가 위기에 놓인 이웃을 발견하고 전문적인 도움으로 이어주는 출발점이 될 수 있다. 동해시는 지역사회와 함께 “도움이 필요한 사람을 먼저 발견하는 도시, 생명을 소중히 여기는 도시”를 향한 생명존중 안전망을 더욱 촘촘하게 만들어갈 계획이다.

Saemaul leaders and Women’s Association members, who work closely with residents in neighborhoods across Donghae, will now serve as community gatekeepers who also look after the emotional well-being of their neighbors. A simple check-in or a caring word can become the first step toward identifying someone in crisis and connecting them with professional help. Together with the community, Donghae City aims to build an even stronger safety net—creating a city that reaches out first to those in need and places the value of every life at its heart.
