통합돌봄 전수조사 첫 시행…동해시, 돌봄 필요한 시민 먼저 찾는다

동해시가 돌봄이 필요한 시민을 선제적으로 발굴하고 복지 사각지대를 해소하기 위해 올해 처음으로 「통합돌봄 우선관리대상군 전수조사」를 실시한다.

Donghae City will conduct its first-ever Comprehensive Survey of Priority Integrated Care Recipients this year to proactively identify citizens in need of care and eliminate welfare blind spots before they are overlooked.

이번 조사는 장기요양 재가급여 이용자, 노인맞춤돌봄서비스 이용자, 고령장애인 등 돌봄이 필요한 우선관리대상 500여 명을 대상으로 건강상태와 생활환경, 돌봄 욕구 등을 종합적으로 파악해 개인별 맞춤형 서비스를 연계하기 위해 추진된다.

The survey will cover approximately 500 priority individuals, including home-based long-term care recipients, users of customized senior care services, and older adults with disabilities. It aims to comprehensively assess their health conditions, living environments, and care needs in order to connect them with personalized support services.

이번 사업은 동 행정복지센터를 중심으로 지역 사회복지시설과 장기요양기관 등 민간기관이 함께 참여하는 민·관 협력 방식으로 추진된다.

The project will be carried out through a public-private partnership led by local Administrative Welfare Centers, with active participation from community welfare organizations and long-term care institutions.

시는 조사 결과를 토대로 복합적인 어려움을 겪고 있는 200가구 이상을 발굴해 의료·돌봄·주거 등을 연계한 개인별 맞춤형 통합돌봄 서비스를 지원할 방침이다.

Based on the survey findings, Donghae City plans to identify more than 200 households facing complex challenges and provide individualized integrated care services linking healthcare, caregiving, housing, and other essential support.

이번 전수조사는 올해 처음 시행하는 사업으로, 기존의 신청 중심 복지에서 도움이 필요한 시민을 직접 찾아가는 선제적 돌봄체계를 구축한다는 점에서 의미가 크다.

As the first initiative of its kind in Donghae City, the survey marks a significant shift from an application-based welfare system to a proactive care model that actively reaches out to citizens who need assistance before they ask for help.

#김성래 복지과장은 "이번 전수조사는 도움이 필요한 시민을 보다 촘촘하게 찾아내고 필요한 서비스를 신속하게 연결하기 위한 첫걸음"이라며 "앞으로도 민·관이 함께하는 통합돌봄 체계를 더욱 강화해 시민 누구나 필요한 돌봄을 제때 받을 수 있도록 최선을 다하겠다"고 말했다.

Kim Seong-rae, Director of the Welfare Division, said, "This comprehensive survey is the first step toward identifying citizens in need more thoroughly and connecting them with the services they require without delay." He added, "We will continue strengthening our public-private integrated care system so that every citizen can receive timely and appropriate care whenever it is needed."
