동해시, 시민 목소리 들은 현장 다시 찾는다

동해시가 민선9기 출범 이후 처음으로 추진한 10개 동 시민소통·공감 간담회를 마무리하고, 시민들이 제안한 현안을 직접 점검하는 후속 현장행정에 나선다.

Donghae City has concluded its first series of citizen communication and empathy meetings across all 10 administrative districts since the launch of the 9th local administration. The city will now begin follow-up field inspections to directly review issues and suggestions raised by residents.

이번 간담회는 지난 7월 27일부터 31일까지 5일간 10개 동 행정복지센터를 순회하며 주민대표와 지역단체장 등과 지역 현안을 공유하고 시민들의 다양한 의견을 듣기 위해 마련됐다.

Held over five days from July 27 to 31, the meetings took place at the administrative welfare centers of all 10 districts. Community representatives and local leaders gathered to discuss regional issues while sharing a wide range of ideas and concerns from citizens.

이번 간담회는 단순한 연례 방문이 아니라 민선9기 출범 이후 시민과 직접 만나 시정 운영 방향을 공유하고, 현장의 목소리를 정책에 반영하기 위한 첫 공식 소통 행보다.

Rather than being a routine annual visit, the meetings marked the first official communication initiative of the 9th municipal administration. They provided an opportunity to explain the city's policy direction while ensuring that voices from the field would be reflected in future policymaking.

특히 이번 간담회는 기존의 '주민과의 대화' 방식을 한 단계 발전시켰다. 회의실에서 건의사항을 듣는 데 그치지 않고, 시장이 주민들과 함께 현장을 직접 찾아 문제를 확인하고 개선 방향을 논의하는 방식으로 진행됐다.

This year's meetings represented a significant step beyond the traditional "Dialogue with Residents" format. Instead of ending discussions in meeting rooms, the mayor visited sites together with residents to examine reported issues firsthand and discuss practical solutions.

이번 간담회에서는 총 112건의 건의사항이 접수됐다. 한섬 관광환경 개선, 묵호권 관광 인프라 확충, 구도심 환경정비, 전천 활용방안, 침수지역 개선, 생활SOC 확충, 교통 및 주차 문제 등 시민 생활과 밀접한 다양한 현안이 논의됐다.

A total of 112 proposals were submitted during the meetings. Key topics included improving Hansom Beach's tourism environment, expanding tourism infrastructure in the Mukho area, revitalizing the old downtown, enhancing the use of Jeoncheon Stream, addressing flood-prone areas, expanding community infrastructure (SOC), and improving transportation and parking—issues closely connected to citizens' daily lives.

동해시는 다음 주부터 간담회에서 접수된 주요 건의사항과 현장 의견을 중심으로 관련 사업 현장을 다시 찾아 추진 상황과 해결방안을 점검할 계획이다.

Beginning this week, Donghae City plans to revisit the relevant project sites associated with major citizen proposals, reviewing implementation progress and exploring practical solutions together with the responsible departments.

또한 관련 부서와 함께 현장을 확인하고 사업의 추진 가능성과 우선순위를 검토해 시민 의견이 실제 정책으로 이어질 수 있도록 후속 조치를 이어갈 방침이다.

City officials will work alongside relevant departments to assess feasibility and determine priorities so that citizens' suggestions can be translated into concrete policies and projects.

이는 시민 의견을 듣는 데서 끝나는 것이 아니라 '듣고, 확인하고, 다시 찾아가는' 현장행정을 정착시키겠다는 민선9기 시정 운영 방향을 보여주는 첫 사례이기도 하다.

This initiative represents the first practical example of the city's commitment to an administrative philosophy that goes beyond simply listening—embracing a cycle of listening, verifying, and returning to the field to deliver meaningful action.

#이정학 동해시장은 "행정은 회의실보다 현장에서 더 많은 답을 찾을 수 있다"며 "시민들이 불편을 이야기한 곳은 반드시 다시 찾아 직접 확인하고, 가능한 것부터 하나씩 해결해 나가겠다"고 말했다.

Mayor Lee Jeong-hak stated, "Government finds more answers in the field than in meeting rooms. We will revisit every place where citizens have expressed concerns, verify the situation ourselves, and resolve issues one by one, starting with those we can address immediately."

이어 "앞으로도 시민의 목소리를 시정의 출발점으로 삼아 현장을 중심으로 소통하고, 시민이 변화를 체감할 수 있는 실천하는 행정을 이어가겠다"고 밝혔다.

He added, "We will continue to place citizens' voices at the starting point of municipal administration, maintain field-centered communication, and pursue practical governance that allows residents to experience real and visible change."
