동해시가 여름 휴가철 절정기를 맞아 개장 해수욕장부터 비지정 해변, 방파제·하천·계곡까지 시민과 관광객이 찾는 물놀이·행락지역을 대상으로 특별 안전점검에 나선다.

Donghae City is launching a special safety inspection campaign during the peak summer vacation season, covering officially opened beaches as well as non-designated beaches, breakwaters, rivers, and valleys frequented by residents and tourists for water recreation and leisure activities.

이번 점검의 핵심은 ‘어디로 지정돼 있는가’보다 ‘사람들이 실제 어디를 찾고 있는가’에 맞춰 안전관리의 범위를 넓히는 데 있다.

 The focus of this inspection is not whether an area is officially designated, but where people actually gather. The city is expanding its safety management to reflect real visitor patterns and usage.

시는 해수욕장 등 기존 안전관리지역은 현장 대응체계를 다시 점검하고, 안전관리 인력이 상주하지 않거나 관리주체가 명확하지 않은 지역은 이용실태와 위험요인을 살펴 안전 사각지대를 선제적으로 찾아낼 방침이다.

 Existing safety-managed areas, including beaches, will undergo a thorough review of emergency response systems. Areas without permanent safety personnel or clearly defined management responsibilities will also be inspected to identify usage patterns and potential hazards before accidents occur.

특히 망상·망상리조트·추암·노봉·대진·어달 등 6개 개장 해수욕장은 안전요원 배치와 인명구조장비, 수영한계선, 입수통제체계를 다시 확인하고, 한섬·감추·하평·고불개 일원 등 비지정 해변은 현재 배치된 질서계도요원 14명과 연계해 실제 이용객과 위험구역을 집중 관리한다.

 At the six officially opened beaches—Mangsang, Mangsang Resort, Chuam, Nobong, Daejin, and Eodal—the city will recheck lifeguard deployment, lifesaving equipment, swimming boundaries, and water-entry control systems. At non-designated beaches such as Hanseom, Gamchu, Happyeong, and Gobulgae, the city will work closely with 14 safety guidance personnel to monitor visitor activity and manage high-risk areas.

특히 최근 SNS와 온라인을 통해 잘 알려지지 않았던 해변과 계곡, 물가 등이 새로운 피서지로 빠르게 공유되는 점을 고려해 행정에서 관리하는 장소뿐만 아니라 시민·관광객의 이용이 늘어난 지역도 점검 대상에 포함한다.

 As lesser-known beaches, valleys, and waterfronts are rapidly gaining popularity through social media and online platforms, the inspection will also cover emerging recreation spots experiencing increased visitor traffic, regardless of whether they are currently under official management.

방파제와 갯바위, 군 소초 인접 해안 등은 낚시객과 관광객의 출입 여부를 확인하고 너울성 파도에 따른 월파, 추락·고립 위험과 출입통제시설 및 위험안내 표지 상태 등을 중점적으로 점검한다.

 Breakwaters, rocky shores, and coastal areas near military outposts will be inspected for public access, with particular attention given to overtopping waves, fall and isolation risks, and the condition of access control facilities and warning signs.

여름철 피서객이 찾는 하천·계곡도 함께 살핀다. 물놀이가 이뤄지는 구간을 중심으로 갑작스러운 수위 상승과 미끄럼·추락 등 위험요인을 확인하고, 출입금지·위험구역에 대한 통제와 안전시설 관리 상태를 점검한다.

Rivers and valleys popular during the summer season will also be inspected. The city will assess risks such as sudden rises in water levels, slippery surfaces, and fall hazards while checking restricted-access areas and the condition of safety facilities.

이와 함께 하천·계곡과 주요 관광지 주변의 불법 점유와 무단 시설물 설치 등 시민과 관광객의 안전한 이용을 저해하는 행위에 대해서도 관련 부서가 함께 현장을 확인해 필요한 조치를 취할 방침이다.

 Relevant departments will jointly inspect illegal occupation of public spaces and unauthorized structures around rivers, valleys, and major tourist attractions, taking necessary measures to ensure safe and convenient public use.

현장에서 바로 개선할 수 있는 위험표지와 구조장비 등은 신속하게 정비하고, 안전펜스·CCTV·출입통제시설 등 추가 조치가 필요한 곳은 위험도와 이용객 규모 등을 고려해 단계적으로 보완할 계획이다.

 Hazard signs and rescue equipment that can be repaired immediately will be addressed without delay. Additional measures, including safety fences, CCTV, and access control facilities, will be installed in phases based on risk levels and visitor volume.

특히 과거 사고나 구조·구급 출동이 있었던 곳, 안전요원이 없는 상태에서 물놀이객이 반복적으로 찾는 곳, 관광객이 쉽게 접근할 수 있으나 추락·익수 위험이 높은 곳은 우선 관리대상으로 삼아 집중적으로 살핀다.

 Priority inspections will focus on locations with previous accidents or emergency rescue responses, areas repeatedly used for swimming despite lacking safety personnel, and sites that are easily accessible but present high risks of falls or drowning.

#김정윤 부시장은 "휴가철 안전은 해수욕장 안과 밖을 구분해서 생각할 문제가 아니다"며 "사람들이 실제 찾는 곳이라면 바다든 계곡이든 위험요인이 없는지 먼저 살피고, 관리되고 있는 곳은 더 촘촘하게, 관리 밖에 있던 위험지역은 새롭게 찾아 안전사고를 예방하겠다"고 말했다.

 Vice Mayor Kim Jeong-yoon said, "Safety during the vacation season should not be limited to the boundaries of officially managed beaches. Wherever people actually go—whether the sea, rivers, or valleys—we will first identify potential hazards, strengthen safety management where it already exists, and proactively discover and address previously unmanaged risk areas to prevent accidents."
