Twenty-eight days after taking office, Mayor Lee held his first press conference, outlining the direction of the 9th municipal administration and addressing key issues.

While recognizing the potential of the AI Data Center, the city will carefully examine its impacts on electricity, water resources, employment, and the local economy.

The city also called on the company to present more concrete business plans and regional co-prosperity measures, emphasizing that all decisions will be made from the perspective of citizens' interests.

이정학 동해시장은 취임 28일 만에 첫 기자회견을 열고 한 달 가까이 시정을 살펴본 소회와 함께 AI 데이터센터 등 주요 현안에 대한 입장을 밝혔다.

Twenty-eight days after taking office, Mayor Lee Jeong-hak held his first press briefing, sharing his reflections on nearly a month of municipal administration and outlining his views on key issues, including the AI Data Center project.

이 시장은 "지난 28일은 성과를 이야기하기보다 동해시가 가진 현실과 가능성, 그리고 앞으로 무엇을 준비해야 하는지를 들여다본 시간이었다"며 "민선9기는 모든 정책의 기준을 '그래서 시민에게 무엇이 돌아오는가'에 두겠다"고 밝혔다.

Mayor Lee stated,

"The past 28 days were not about showcasing achievements, but about understanding Donghae's current realities, future potential, and what we must prepare for."

He added,

"During the 9th elected administration, every policy will be evaluated based on one question: 'What tangible benefits will this bring to our citizens?'"

2. AI 데이터센터에 대한 입장 | Position on the AI Data Center

이 시장은 AI 데이터센터를 지역 산업구조를 바꿀 수 있는 새로운 기회로 평가하면서도, 대규모 투자만으로는 충분하지 않으며 실제 지역경제 효과를 만드는 것이 더욱 중요하다고 강조했다.

Mayor Lee described the AI Data Center as a significant opportunity to transform Donghae's industrial structure. However, he emphasized that large-scale investment alone is not enough and that creating real economic benefits for the local community is the true priority.

GS가 북평제2일반산업단지에 추진하는 AI 데이터센터와 관련해 강원특별자치도, 동해시, GS는 지난 7월 6일 업무협약(MOU)을 체결하고 AI 인프라 산업 육성과 기업유치, 인허가 지원 등에 협력하기로 했다.

Regarding the AI Data Center planned by GS at the Bukpyeong Second Industrial Complex, Gangwon State, Donghae City, and GS signed a Memorandum of Understanding (MOU) on July 6 to cooperate in developing AI infrastructure, attracting related businesses, and supporting administrative approvals.

3. 중요한 것은 '무엇을 남기느냐' | The Real Question: What Will Remain?

이 시장은 "대규모 투자가 곧바로 대규모 일자리와 소득을 의미하는 것은 아니다"라며 "데이터센터 자체보다 이를 계기로 어떤 기업과 산업, 인재와 일자리가 동해시에 남느냐가 더 중요하다"고 말했다.

Mayor Lee remarked,

"Large-scale investment does not automatically translate into large-scale employment or higher incomes."

He continued,

"More important than the data center itself is what kinds of companies, industries, talent, and jobs remain in Donghae because of it."

데이터센터는 막대한 전력과 용수, 기반시설이 필요한 만큼 지역경제와 충분히 연결되지 못하면 시민들이 체감하는 효과는 제한적일 수 있다고 설명했다.

He explained that data centers require enormous amounts of electricity, water, and infrastructure, and unless they are closely connected with the local economy, the benefits experienced by citizens may remain limited.

4. AI 산업생태계 조성 | Building an AI Industrial Ecosystem

동해시는 행정지원뿐 아니라 관련 기업 유치, 지역기업 참여 확대, 지역인재 양성 등을 통해 AI 산업생태계를 구축하는 방향으로 정책을 추진할 계획이다.

Donghae City plans to go beyond administrative support by attracting related companies, encouraging participation by local businesses, and nurturing regional talent to build a sustainable AI industrial ecosystem.

이 시장은 "거대한 건물만 들어오고 지역경제와 연결되지 않는다면 우리가 기대하는 데이터센터의 모습은 아니다"라며 "기업 지원은 적극적으로 하되 시민에게 실질적인 이익이 돌아오도록 준비하겠다"고 강조했다.

Mayor Lee stressed,

"If only a massive building is constructed without meaningful connections to the local economy, it is not the kind of data center we envision."

He added,

"We will actively support the company while ensuring that tangible benefits are returned to Donghae's citizens."

현재 사업은 초기 단계인 만큼 운영방식, 고용 규모, 수요처, 연관기업 유치계획 등은 앞으로 기업 및 관계기관과 지속적으로 협의할 계획이다.

Since the project is still in its early stages, details such as operational models, employment 규모, customer demand, and plans for attracting related businesses will continue to be discussed with the company and relevant organizations.

동해시는 전력, 용수, 인허가, 산업단지, 기반시설 등을 점검하는 동시에 기업 유치와 지역상생 전략도 함께 추진할 예정이다.

The city will review electricity and water supplies, permitting procedures, industrial complexes, and infrastructure while simultaneously promoting business attraction and regional co-prosperity initiatives.

6. 동해경제 대전환 | Transforming Donghae's Economy

이 시장은 "AI 데이터센터를 단순히 동해에 있는 시설이 아니라 동해 경제를 바꾸는 산업으로 만들어야 한다"고 밝혔다.

Mayor Lee stated,

"The AI Data Center should not simply become another facility located in Donghae; it should become an industry that transforms Donghae's economy."

또한 인구감소, 청년유출, 지역상권 침체라는 현실 속에서도 AI, 항만, 철도, 관광을 연결하여 동해 경제 대전환을 이루겠다는 비전을 제시했다.

He also presented a vision of connecting AI, ports, railways, and tourism to drive a major economic transformation despite challenges such as population decline, youth outmigration, and struggling local businesses.

이 시장은 "기업이 들어와도 시민의 좋은 일자리가 늘지 않는다면 성공이 아니며, 관광객이 늘어도 지역경제가 살아나지 않는다면 시민이 체감하는 성장은 아니다"라고 말했다.

Mayor Lee emphasized,

"If new businesses arrive but quality jobs for local citizens do not increase, it cannot be called success."

He continued,

"Likewise, if more tourists visit but the local economy does not improve, citizens will not experience real growth."

산업의 변화와 경제성장이 시민 삶의 변화로 이어질 수 있도록 정책을 추진하겠다고 밝혔다.

He concluded that all future policies will aim to ensure that industrial transformation and economic growth lead directly to improvements in citizens' everyday lives.
