동해시, 시민 제안 34건 시정에 담는다

동해시가 민선9기 출범을 앞두고 운영한 「당선인에게 바란다」를 통해 접수된 시민 제안을 시정 운영에 적극 반영한다.

Donghae City will actively incorporate citizen proposals submitted through the "Messages to the Mayor-Elect" program into the administration of the 9th popularly elected municipal government.

시는 지난 6월 12일부터 19일까지 8일간 시청 홈페이지를 통해 시민 제안을 접수한 결과 총 34건이 접수됐으며, 관련 부서와 인수위원회의 검토를 거쳐 결과를 공개했다.

From June 12 to June 19, the city collected citizen proposals through its official website. A total of 34 suggestions were received, reviewed by relevant departments and the transition committee, and the results have now been made public.

접수된 제안은 단순 생활민원에 그치지 않고 관광과 미래산업, 도시개발, 청년정책, 복지, 교통안전 등 시정 전반에 걸친 다양한 정책 아이디어를 담고 있었다.

The proposals extended far beyond routine civic complaints, covering a wide range of policy ideas including tourism, future industries, urban development, youth policy, welfare, and traffic safety.

특히 묵호항 재개발과 망상 경제자유구역 활성화, 한섬 개발, AI 데이터센터 연계 전략, 청년 일자리와 자산형성, 노후 공동주택 재건축, 보행환경 개선 등 동해시의 미래 성장과 시민 생활환경 개선을 위한 제안이 다수 접수됐다.

Notable suggestions included the redevelopment of Mukho Port, revitalization of the Mangsang Free Economic Zone, Hansom coastal development, AI data center strategies, youth employment and asset-building programs, reconstruction of aging apartment complexes, and improvements to pedestrian environments—all aimed at strengthening Donghae's future growth and enhancing residents' quality of life.

시는 제안 내용을 추진 중인 사업과 연계 가능한 과제, 중장기 검토 과제, 법·제도 개선이 필요한 과제 등으로 구분해 검토했다.

The city classified the proposals into categories such as projects that can be linked with ongoing initiatives, medium- and long-term policy considerations, and issues requiring legal or institutional reforms.

생활과 밀접한 도로와 보행환경 개선, 하수관로 정비 등은 기존 사업과 연계해 추진하고, 관광 활성화와 미래산업 육성, 청년정책, 행정혁신 분야는 민선9기 핵심 정책과 연계해 단계적으로 반영할 계획이다.

Projects closely related to everyday life—including road improvements, pedestrian safety, and sewer infrastructure—will be implemented alongside existing programs. Meanwhile, tourism promotion, future industry development, youth initiatives, and administrative innovation will be incorporated into the core agenda of the 9th administration in a phased manner.

또한 법령 개정이나 국가 지원이 필요한 사항은 관계기관과 지속 협의해 나갈 방침이다.

For proposals requiring legislative amendments or national government support, the city will continue consultations with the relevant authorities.

이번 시민 제안에서는 관광산업과 미래산업 육성에 대한 관심이 특히 높게 나타났다. 데이터센터와 관광자원 개발, 체류형 관광 확대, 망상지구 개발 등 동해시의 새로운 성장동력 확보를 위한 다양한 정책 제안이 이어져 민선9기 정책 추진 과정에서 활용 가치가 높은 것으로 분석됐다.

The proposals revealed particularly strong public interest in tourism and future industries. Ideas related to data centers, tourism resource development, extended-stay tourism, and the Mangsang development project demonstrated significant potential to serve as valuable policy resources for the city's next stage of growth.

이와 함께 도시계획도로 개설, 보행환경 개선, 재건축 지원 등 시민 일상과 직결되는 생활밀착형 제안도 다수 접수되어 생활 불편 해소와 도시 기반시설 확충에 대한 시민들의 요구가 높은 것으로 나타났다.

Many practical proposals directly affecting daily life—such as new urban roads, safer pedestrian environments, and support for apartment reconstruction—also reflected citizens' strong demand for improved infrastructure and greater everyday convenience.

동해시는 이번 시민 제안을 단순 민원 처리에 그치지 않고 민선9기 공약과 주요 정책 수립 과정에 적극 반영해 시민이 체감하는 참여행정을 실현해 나갈 계획이다.

Rather than treating these submissions as routine civil complaints, Donghae City plans to integrate them into the policy-making process and campaign commitments of the 9th administration, creating a more participatory and citizen-centered government.
