삼척시, 액화수소 신뢰성 평가센터 구축 마무리 … 수소기업 유치 핵심 기반 마련

삼척시가 액화수소 산업 경쟁력 강화를 위한 핵심 기반시설인 액화수소 신뢰성 평가센터 구축사업을 마무리 단계에 접어들며, 수소기업 유치와 산업 생태계 조성에 속도를 내고 있다.

Samcheok City is entering the final stage of constructing the Liquid Hydrogen Reliability Evaluation Center, a key infrastructure project designed to strengthen the competitiveness of the liquid hydrogen industry. The center is expected to accelerate the attraction of hydrogen-related companies and foster a robust industrial ecosystem.

시는 총사업비 287억 원을 투입해 근덕면 광태리 제2농공단지에 연면적 2,000㎡, 지상 2층 규모의 액화수소 신뢰성 평가센터를 구축하고 있다.

With a total investment of KRW 28.7 billion, the city is building the center in the Second Agro-Industrial Complex in Gwangtae-ri, Geundeok-myeon. The facility will have a total floor area of 2,000 square meters and consist of two above-ground floors.

액화수소 신뢰성 평가센터는 액화수소 소재·부품·장비 등 생산제품에 대한 고장 분석, 수명시험 등 신뢰성 시험·평가를 수행하고, 관련 평가기준 개발과 평가인증 데이터베이스를 구축하는 전문기관이다. 또한 기업의 기술개발과 제품 상용화를 지원하는 액화수소 산업의 핵심 거점 역할을 수행하게 된다.

The center will serve as a specialized institution conducting reliability testing and evaluation, including failure analysis and lifecycle testing for liquid hydrogen materials, components, and equipment. It will also develop evaluation standards and establish certification databases while serving as a strategic hub supporting technology development and commercialization for hydrogen companies.

본 사업은 지난 2023년 국비 공모사업에 선정되어 현재 야외시험동 건축과 시험장비 설치를 차질 없이 추진하고 있다. 야외시험동은 2026년 9월 말 준공을 목표로 공사가 진행 중이며, 시험장비는 10월 말까지 설치를 완료할 예정이다. 이후 시는 2026년 하반기 운영기관을 선정한 뒤 시험가동을 거쳐 2027년 1월부터 평가센터를 본격 운영할 계획이다.

Selected through a national government-funded project in 2023, construction is progressing smoothly, including the outdoor testing facility and installation of specialized testing equipment. The outdoor testing building is scheduled for completion by the end of September 2026, while equipment installation is expected to finish by the end of October. Following the selection of an operating organization in the second half of 2026 and trial operations, the center is scheduled to begin full-scale operations in January 2027.

특히, 신뢰성 평가센터는 최근 준공된 근덕 제2 농공단지 수소산업 임대형 공장과 연계해 수소기업 유치와 기업 지원 효과를 높일 것으로 기대된다.

The evaluation center is expected to create strong synergies with the recently completed hydrogen industry rental factory located in the Second Agro-Industrial Complex, enhancing both corporate support services and the city's ability to attract hydrogen-related businesses.

임대형 공장에서 연구개발과 시제품 제작, 생산활동을 수행하는 입주기업과 향후 유치기업들은 신뢰성 평가센터를 통해 제품의 성능시험과 신뢰성 평가, 인증 지원을 지역 내에서 받을 수 있는 기반을 갖추게 된다. 이를 통해 연구개발부터 시험·평가, 사업화까지 이어지는 원스톱 기업 지원체계가 구축될 전망이다.

Companies operating in the rental factory—as well as future incoming businesses—will be able to conduct product performance testing, reliability evaluation, and certification support locally. This will establish a comprehensive one-stop support system that seamlessly connects research and development, testing, evaluation, certification, and commercialization.

또한 기업들은 시험·평가를 위해 타 지역을 방문해야 하는 시간과 비용을 절감할 수 있어 기술 경쟁력과 제품 상용화 속도를 높일 수 있으며, 이는 신규 기업 투자와 관련 기업 집적을 촉진하는 기반이 될 것으로 기대된다.

By eliminating the need to travel to other regions for testing and evaluation, companies will reduce both time and costs, improve technological competitiveness, and accelerate commercialization. This is also expected to encourage new investment and the clustering of hydrogen-related industries in the region.

삼척시는 액화수소 신뢰성 평가센터를 중심으로 수소산업 임대형 공장, 수소특화 일반산업단지, 수소 저장·운송 클러스터 등 주요 인프라를 유기적으로 연계해 기업 유치 경쟁력을 높이고, 수소산업 생태계 조성에 박차를 가할 계획이다.

Samcheok plans to integrate the Liquid Hydrogen Reliability Evaluation Center with key hydrogen infrastructures, including the hydrogen industry rental factory, the hydrogen-specialized industrial complex, and the hydrogen storage and transportation cluster. This integrated strategy aims to strengthen the city's competitiveness in attracting businesses while accelerating the development of a comprehensive hydrogen industry ecosystem.
