동해시, 행안부 재난관리평가 '우수등급' 선정

동해시는 행정안전부가 실시한 2026년 재난관리평가(2025년 실적)에서 우수등급에 선정됐다고 밝혔다.

Donghae City announced that it has received an "Excellent" rating in the Ministry of the Interior and Safety's 2026 National Disaster Management Assessment, which evaluated disaster management performance for 2025.

재난관리평가는 「재난 및 안전관리 기본법」에 따라 전국 재난관리책임기관을 대상으로 재난의 예방·대비·대응·복구 전 과정의 재난관리 역량을 종합적으로 평가하는 제도다.

The Disaster Management Assessment is a nationwide evaluation conducted under the Framework Act on the Management of Disasters and Safety. It comprehensively measures the disaster management capabilities of responsible public institutions across the full cycle of disaster prevention, preparedness, response, and recovery.

올해 평가는 재난 현장 대응력 강화를 중심으로 재난 예방, 대응체계, 기관장의 재난관리 리더십, 민관 협력, 재난대비훈련 등 재난관리 전반을 평가했다.

This year's assessment focused on strengthening on-site disaster response capabilities and evaluated overall disaster management performance, including disaster prevention, emergency response systems, leadership by agency heads, public-private cooperation, and disaster preparedness drills.

동해시는 평가 추진계획을 조기에 수립하고 6개 분야 37개 지표에 대한 부서별 책임관리 체계를 운영하는 한편, 지표별 실적과 증빙자료를 체계적으로 관리하며 평가를 준비했다.

Donghae City established its assessment plan early and operated a department-based accountability system covering 37 evaluation indicators across six key areas. It also systematically managed performance records and supporting documentation to ensure thorough preparation.

특히 전년도 평가에서 미흡했던 ▲지진 안전성 확보 ▲보행자 중심 교통안전 정책 ▲소하천 정비사업 ▲재난대비훈련 및 재난문자 운영 ▲지역안전관리단 운영 등 5개 분야에 대해 부서별 개선계획을 수립하고 추진상황을 지속적으로 관리하는 등 재난관리 역량 강화에 힘쓴 결과 우수등급을 달성했다.

In particular, the city achieved significant improvements in five areas identified as needing enhancement in the previous assessment: earthquake safety, pedestrian-centered traffic safety policies, small stream improvement projects, disaster preparedness drills and emergency alert messaging, and the operation of local safety management teams. Through department-specific improvement plans and continuous performance monitoring, the city successfully strengthened its disaster management capacity and earned the Excellent rating.

시는 앞으로도 재난관리평가 결과를 시정에 적극 반영하여 미흡분야는 지속적으로 보완하고, 재난 예방부터 대비·대응·복구까지 현장 중심의 재난관리체계를 더욱 강화해 시민이 안심하고 생활할 수 있는 안전도시 조성에 힘쓸 계획이다.

Donghae City plans to actively incorporate the assessment results into future administrative policies, continuously improve areas requiring further enhancement, and strengthen its field-oriented disaster management system covering prevention, preparedness, response, and recovery to build a safer city where residents can live with confidence.

Lee In-seop, Director of the Safety Division, said, "The Excellent rating in the Disaster Management Assessment reflects the collective efforts of all departments to strengthen our disaster response capabilities. We will continue to reinforce proactive prevention measures and rapid response systems to protect the lives and property of our citizens while building a safer Donghae City."
