동해시가 온디바이스 AI(인공지능)와 드론을 활용해 해변 안전사고를 예방하고 신속하게 대응하는 스마트 연안 안전망 구축에 나선다.

Donghae City is launching a smart coastal safety network that utilizes on-device artificial intelligence (AI) and drones to prevent beach accidents and enable rapid emergency response.

동해시는 과학기술정보통신부와 정보통신산업진흥원(NIPA)이 추진하는 「2026년 온디바이스 AI 서비스 실증·확산 사업」에 최종 선정됐다고 밝혔다. 전국에서 단 5개 과제만 선정된 가운데, 동해시는 ‘AI 기반 연안 안전 실증사업’ 대상지로 이름을 올렸다.

The city announced that it has been selected for the “2026 On-Device AI Service Demonstration and Expansion Project” led by the Ministry of Science and ICT and the National IT Industry Promotion Agency (NIPA). Among only five projects selected nationwide, Donghae was chosen as the demonstration site for the AI-Based Coastal Safety Project.

온디바이스 AI는 인터넷이나 중앙 서버 연결 없이 현장 장비가 스스로 데이터를 분석하고 판단하는 인공지능 기술이다. 이번 사업은 이러한 첨단 기술을 실제 연안 현장에 적용해 위험 상황을 조기에 감지하고 대응하기 위한 국가 공모사업이다.

On-device AI is a technology that enables devices in the field to analyze data and make decisions independently without relying on internet connectivity or centralized servers. The project aims to apply this advanced technology to real coastal environments to detect and respond to potential hazards at an early stage.

이번 사업은 강원테크노파크가 주관하며, 동해시와 ㈜나르마, 스마트쿱㈜, ㈜퓨텍 등이 참여한다. 민관 협력을 통해 AI 기반 연안 안전관리 모델 구축에 나설 예정이다.

The project is led by Gangwon Technopark and involves Donghae City, NARMA Co., Ltd., Smartcoop Co., Ltd., and Phyutek Co., Ltd. Through public-private collaboration, the partners aim to establish an AI-driven coastal safety management model.

시는 해안침식이 진행되고 있는 한섬해변과 하평해변에 스마트 부표와 자율형 드론, 통합관제 시스템을 연계한 첨단 안전체계를 구축할 계획이다.

Donghae City plans to build an advanced safety system at Hansom Beach and Happyeong Beach, where coastal erosion is occurring, by integrating smart buoys, autonomous drones, and an integrated monitoring platform.

온디바이스 AI와 각종 센서가 탑재된 스마트 부표는 익수자 발생, 해안침식, 해양오염 등 위험 상황을 실시간으로 감지한다. 위험이 감지되면 드론이 즉시 현장으로 출동해 상황을 확인하고, 관련 정보는 안전정보센터로 전송된다.

Smart buoys equipped with on-device AI and various sensors will monitor coastal conditions in real time and detect risks such as drowning incidents, coastal erosion, and marine pollution. Once a threat is identified, autonomous drones will be dispatched immediately to verify the situation, while relevant information is transmitted to the safety information center.

이를 통해 사고 발생 시 보다 신속하고 정확한 대응이 가능해질 것으로 기대되며, 시민과 관광객의 안전 수준도 크게 향상될 전망이다.

The system is expected to enable faster and more accurate emergency responses, significantly enhancing safety for both residents and visitors.

동해시는 이번 사업을 통해 연안 안전관리 역량을 강화하고, AI 기반 해양 안전관리 분야의 선도 모델을 구축해 나갈 계획이다.

Through this initiative, Donghae City aims to strengthen its coastal safety management capabilities and establish itself as a leading model for AI-powered maritime safety management.

#이인섭 안전과장은 “온디바이스 AI와 자율형 드론을 활용해 해변 안전사고를 예방하고 시민과 관광객이 더욱 안심하고 찾을 수 있는 해양관광도시를 만들겠다”며 “앞으로도 AI와 스마트 기술을 활용한 안전도시 조성에 최선을 다하겠다”고 말했다.

Lee In-seop, Director of the Safety Division, stated, “By utilizing on-device AI and autonomous drones, we will prevent beach accidents and create a safer marine tourism city where residents and visitors can enjoy the coast with peace of mind. We will continue to make every effort to build a safer city through AI and smart technologies.”
