관광객은 머물고, 주민은 살아나는 마을

한때 광산과 시멘트 산업으로 번성했던 동해시 삼화동이 새로운 변화를 맞이하고 있다. 산업화 시대의 기억을 품은 마을이 이제는 향기와 치유, 체험과 관광이 어우러진 공간으로 다시 태어나며 지역재생의 새로운 모델을 제시하고 있다.

Once known as the heart of mining and cement industries, Samhwa in Donghae City is entering a new chapter. A community that once symbolized industrial growth is being reborn as a destination where healing, aroma, tourism, and local experiences come together, creating a new model for regional revitalization.

동해시는 6월 17일 무릉시원 광장에서 ‘스마트아로마 치유농원’ 준공식을 개최했다. 이번 시설은 2019년 국토교통부 도시재생 뉴딜사업에 선정된 이후 7년간 추진해 온 ‘감성문화 중심의 삼화마을 공동체 만들기’ 사업의 대표 성과물이다.

On June 17, Donghae City held the completion ceremony for the Smart Aroma Healing Farm at Mureung Siwon Plaza. The facility represents one of the most significant achievements of the seven-year urban regeneration project, “Building a Community-Centered Samhwa Village Through Cultural Sensibility,” which began after being selected for a national urban renewal initiative in 2019.

삼화지구 도시재생사업은 단순히 낡은 건물을 정비하는 데 그치지 않았다. 총 179억 원이 투입된 이 사업은 주거환경 개선과 생활 인프라 확충은 물론 주민 공동체 회복과 지역경제 활성화라는 목표를 함께 품고 추진됐다.

The Samhwa Urban Regeneration Project was never simply about renovating old buildings. With an investment of 17.9 billion won, the initiative aimed to improve residential environments, upgrade public infrastructure, rebuild community bonds, and revitalize the local economy.

특히 1968년에 지어진 건물을 새롭게 단장한 주민카페 ‘거북당’은 마을 주민들의 소통 공간으로 자리 잡았고, 주민들이 직접 운영하는 ‘놀러와 삼화 토요마켓’은 관광객과 주민을 연결하는 지역경제 플랫폼으로 성장하고 있다.

One notable example is “Geobukdang,” a community café created by remodeling a building originally constructed in 1968. It has become a gathering place for residents. Meanwhile, the resident-led “Samhwa Saturday Market” has evolved into a vibrant platform connecting visitors with local businesses and community members.

이번에 준공된 스마트아로마 치유농원은 연면적 797.71㎡ 규모의 본관과 572㎡ 규모의 온실정원으로 구성되어 있다. 1층에는 카페와 아로마 식물 판매장이, 2층에는 족욕장과 휴식 공간이 마련되어 방문객들이 향기로운 식물과 함께 몸과 마음을 치유할 수 있도록 설계됐다.

The newly completed Smart Aroma Healing Farm consists of a main building with a total floor area of 797.71 square meters and a 572-square-meter greenhouse garden. The first floor houses a café and aroma plant shop, while the second floor features a foot spa and relaxation area, offering visitors a unique healing experience surrounded by fragrant plants.

특히 온실정원은 쌍용C&E 동해공장에서 발생하는 재생열(폐열)을 활용해 운영되는 친환경 시설이다. 버려지는 에너지를 다시 활용해 바나나와 다양한 아열대 작물, 아로마 식물을 재배함으로써 환경과 경제가 공존하는 지속가능한 모델을 실현하고 있다.

The greenhouse is particularly noteworthy for its environmentally friendly design. It utilizes recycled heat generated by the nearby SsangYong C&E Donghae plant, transforming waste energy into a valuable resource. This sustainable system supports the cultivation of bananas, subtropical crops, and aromatic plants while promoting both environmental and economic benefits.

앞으로 치유농원 운영에는 마을협동조합이 참여해 식물 판매와 체험 프로그램을 운영하게 된다. 이는 관광 소비가 지역 주민의 소득으로 이어지는 선순환 구조를 만들고, 주민 스스로 지역의 미래를 만들어 가는 자립형 경제 모델의 기반이 될 전망이다.

Local cooperatives will play a key role in operating the facility by managing plant sales and experiential programs. This approach is expected to create a virtuous cycle where tourism spending directly benefits residents, laying the foundation for a self-sustaining community economy.

동해시는 무릉계곡과 무릉별유천지를 찾는 관광객들의 발길을 삼화마을까지 확장해 체류형 관광을 활성화할 계획이다. 관광객은 더 오래 머물고, 주민은 더 많은 기회를 얻는 상생의 관광 생태계를 구축하겠다는 구상이다.

Donghae City plans to extend visitor traffic from popular attractions such as Mureung Valley and Mureung Byeollyucheonji into Samhwa Village. The goal is to foster a tourism ecosystem where visitors stay longer, local businesses thrive, and residents gain greater economic opportunities.

오는 7월부터는 시범 운영을 통해 카페와 온실을 연계한 체험 프로그램, 주민 역량 강화 교육, 지역 특화상품 개발 등이 추진된다. 이후 운영 성과를 바탕으로 올해 12월 정식 개관할 예정이다.

Beginning in July, pilot programs will connect the café and greenhouse through educational experiences, community capacity-building initiatives, and the development of locally branded products. Based on the results, the facility is scheduled for its official grand opening in December.

삼화의 변화는 단순한 도시재생 사업의 성공 사례를 넘어선다. 쇠퇴한 산업도시가 자연과 문화, 공동체의 힘으로 새로운 미래를 만들어가는 과정이며, 사람과 마을이 함께 살아나는 희망의 이야기다.

The transformation of Samhwa goes beyond the success of a typical urban regeneration project. It represents the journey of a former industrial community creating a new future through nature, culture, and community spirit—a story of hope where both people and place thrive together.
