“월 1,004원의 기적”… 시민 기부가 만든 동해시 복지안전망

동해시, 시민 기부로 복지 사각지대 밝히는 ‘희망 디딤돌’ 운영

동해시가 시민들의 따뜻한 나눔을 바탕으로 복지 사각지대 해소에 앞장서고 있다.

‘동해 희망디딤돌 복지사업’은 시민들의 자발적인 기부로 조성된 해오름천사(1004)운동 성금을 재원으로 운영되는 민관 협력형 복지사업이다. 공적 지원의 범위에서 벗어나 도움을 받기 어려운 취약계층과 복지 사각지대 가구를 대상으로 맞춤형 복지서비스를 제공하며 지역사회 안전망 역할을 하고 있다.

지원 분야는 주거환경 개선, 이사비 지원, 의료급여 수급자 틀니 지원 등 생활 밀착형 사업으로 구성되어 있으며, 지난해에는 총 1억 8,200만 원의 성금을 투입해 12개 분야 4,520건의 복지 서비스를 지원했다.

현재 개인, 단체, 기업 등 65개소가 재능기부와 나눔 활동에 참여하고 있으며, 동해시는 올해 해오름천사운동 성금 2억 원을 활용해 총 13개 분야 사업을 추진한다.

특히 올해는 신규사업으로 ‘1인 가구 안전사고 예방 지원사업’을 도입했다. 거동이 불편한 홀몸 어르신 200세대를 대상으로 자동소화패치와 자동소화멀티탭을 지원해 화재 위험을 줄이고 안전한 생활환경 조성에 나선다.

#조훈석 복지과장은 “시민들의 기부와 나눔이 어려운 이웃을 돌보는 따뜻한 복지로 이어지고 있다”며 “변화하는 복지 수요에 적극 대응해 더욱 촘촘한 복지안전망을 구축하겠다”고 말했다.

한편, 사업 신청은 동해시 복지과 및 각 동 행정복지센터를 통해 가능하며, 해오름천사(1004)운동 기부는 사회복지공동모금회 지정계좌를 통해 참여할 수 있다.

‘1004운동’은 1인 1계좌, 월 1,004원 이상의 정기기부 또는 일시기부를 통해 이웃사랑을 실천하는 시민 참여형 나눔운동이다.

 Citizens’ Donations Build a Stronger Welfare Safety Net

Donghae City Expands “Hope Stepping Stone Welfare Project” for Vulnerable Residents

Donghae City is strengthening its welfare safety net through community-driven donations and volunteer efforts.

The Donghae Hope Stepping Stone Welfare Project is a public-private welfare initiative funded by donations collected through the Haeoreum Angel (1004) Campaign, a citizen-led fundraising movement. The project supports vulnerable residents and families who fall outside the scope of government assistance programs.

The program provides customized welfare services including home environment improvements, moving expense assistance, and denture support for medical aid recipients. Last year, the city invested approximately KRW 182 million in donations to support 4,520 welfare cases across 12 service areas.

Currently, 65 individuals, organizations, and businesses are participating through volunteer services and talent donations. This year, Donghae City plans to invest KRW 200 million to operate 13 welfare support programs.

A newly introduced project focuses on preventing accidents among elderly people living alone. Under this initiative, 200 households with mobility-challenged seniors will receive automatic fire-suppression patches and fire-prevention power strips to enhance home safety and reduce fire risks.

#Cho Hoon-seok, Director of the Welfare Division, stated, “The Hope Stepping Stone Welfare Project demonstrates how citizens’ generosity can be transformed into meaningful care for neighbors in need. We will continue responding proactively to changing welfare demands and building a more comprehensive welfare safety net.”

Applications for welfare support can be submitted through the Donghae City Welfare Division and local administrative welfare centers. Donations to the Haeoreum Angel (1004) Campaign can be made through designated accounts managed by the Community Chest of Korea.

The ‘1004 Campaign’ encourages citizens to donate at least KRW 1,004 regularly or as a one-time contribution, creating a culture of sharing and community support throughout Donghae City.
