[김기하의 약속]“부르면 달려간다”… 수요응답형 ‘동해 부름이’ 도입 추진

국민의힘 김기하 동해시장 후보는 농촌 및 외곽지역 주민들의 교통 불편을 해소하고 어르신과 교통약자의 이동권을 보장하기 위해 수요응답형 ‘동해 부름버스’ 도입 공약을 발표했다.

김 후보는 “기존의 획일적인 노선 중심 버스 운영 방식에서 벗어나 주민이 원하는 시간과 목적지에 맞춰 이동할 수 있는 맞춤형 교통체계를 구축하겠다”며 “생활복지형 교통서비스 확대를 통해 교통 사각지대를 해소하겠다”고 밝혔다.

이번 공약은 권역별 주민과 버스 운송회사 간 협력체계를 구축해 주민 수요에 따라 노선을 탄력적으로 운영하는 방식이다. 주민들이 병원 이용, 장보기, 행정업무 등 생활에 필요한 이동 수요를 사전에 신청하면 해당 시간에 맞춰 버스가 운행되는 주민 중심 교통서비스다.

특히 고령화가 진행되고 있는 농촌 및 외곽지역 주민들의 현실을 반영해 정기적인 의료기관 이용과 생활서비스 접근성을 높이는 데 중점을 두고 있다.

또한 시는 운송회사에 기본 운송비를 지원해 교통복지 확대와 함께 시내버스 업계의 경영 안정에도 도움이 될 것으로 기대하고 있다.

김 후보는 “우선 삼화동과 망상동 지역을 대상으로 시범운행을 실시한 뒤 운영 성과와 주민 만족도를 분석해 단계적으로 확대하겠다”며 “교통복지는 시민 삶의 기본권인 만큼 누구나 편리하게 이동할 수 있는 동해시를 만들겠다”고 강조했다.

이번 정책은 생활환경 및 정주여건 개선을 위한 생활밀착형 공약의 일환으로, 교통 인프라 확충을 통해 시민 삶의 질을 높이고 지역 균형발전을 도모하는 데 목적이 있다.

Demand-Responsive Transit System to Improve Mobility for Seniors and Transportation-Vulnerable Residents

People Power Party candidate for Mayor of Donghae, Kim Ki-ha, has announced a pledge to introduce a Demand-Responsive Transit (DRT) service called “Donghae Bureumi Bus” to address transportation challenges faced by residents in rural and outlying areas and to improve mobility access for seniors and transportation-vulnerable citizens.

Kim stated, “We will move beyond the traditional fixed-route bus system and establish a customized transportation network that operates according to residents’ preferred schedules and destinations. Through expanded welfare-oriented transportation services, we aim to eliminate transportation blind spots.”

The proposed system would be operated through cooperation between local communities and bus operators. Routes and schedules would be adjusted flexibly based on residents’ transportation needs. Passengers could request transportation for essential activities such as medical appointments, shopping, or administrative services, and buses would operate accordingly.

The initiative is designed particularly with aging rural communities in mind, helping residents gain easier access to healthcare facilities and everyday services.

The city would also provide basic operating subsidies to transportation companies, supporting both expanded public transportation services and the financial stability of local bus operators.

Kim explained that pilot operations would first be launched in the Samhwa-dong and Mangsang-dong areas. Based on performance evaluations and resident satisfaction surveys, the service would then be expanded gradually across the city.

“Transportation welfare is a fundamental right that directly affects quality of life,” Kim said. “We will build a Donghae where everyone can travel conveniently regardless of age or location.”

The proposal forms part of Kim’s broader agenda to improve living conditions and strengthen local communities through practical, citizen-centered infrastructure policies.
