동해시가 관광객 유치 확대를 위해 추진한 관광 인센티브 지원사업이 전국적인 소도시 여행 열풍과 KTX 교통 접근성 개선 효과에 힘입어 큰 성과를 거두고 있다.

동해시는 올해 1월부터 여행사 및 단체 관광객 유치를 위해 ‘단체 관광객 인센티브 지원사업’을 운영해 왔다. 당일 관광객 20명 이상이 탑승한 관광버스 1대 기준 20만 원, 숙박 관광의 경우 40만 원의 인센티브를 지원하며 관광객 유입 확대에 나섰다.

특히 최근 전국적으로 확산되고 있는 ‘소도시 감성 관광’ 트렌드와 동해안 여행 수요 증가가 맞물리며 동해시를 찾는 단체 관광객이 급증했다. 이에 따라 관련 예산이 빠르게 소진되며 단체 관광객 유치 인센티브 사업은 지난 4월 말 조기 종료됐다. 현재까지 약 200여 건이 지원된 것으로 나타났다.

반면 개별 관광객 대상 인센티브 사업은 현재도 신청 가능하다. 개별 관광객 역시 당일형과 숙박형에 따라 지역화폐 형태의 인센티브를 지원받을 수 있어 관광객들의 관심이 이어지고 있다. 현재까지 약 136건이 집행됐다.

시는 이번 사업의 높은 호응 배경으로 ▲KTX를 통한 교통 접근성 향상 ▲체류형 관광 확대 ▲SNS·온라인 기반 관광 홍보 효과 등을 꼽고 있다.

특히 묵호권 감성 관광지와 무릉별유천지, 추암해변 일대가 젊은 세대와 가족 단위 관광객 사이에서 높은 인기를 얻으며 관광객 증가세를 이끌고 있는 것으로 분석된다.

Donghae is seeing remarkable tourism growth as its visitor incentive program gains strong momentum amid Korea’s growing fascination with small-city travel and improved KTX accessibility.

Since January, the city has operated a “Group Tourist Incentive Program” aimed at attracting travel agencies and organized tour groups. The city provided KRW 200,000 for one-day bus tours carrying more than 20 passengers and KRW 400,000 for overnight tour groups.

As nationwide interest in “emotional small-city tourism” and East Coast travel continues to rise, the number of group visitors to Donghae increased rapidly. As a result, the allocated budget was exhausted much earlier than expected, leading to the program’s early closure at the end of April. Approximately 200 cases were supported during the first half of the year.

Meanwhile, the incentive program for individual travelers remains available. Visitors can still receive local currency incentives depending on whether they choose same-day or overnight travel packages. About 136 cases have already been processed.

City officials believe the strong response was driven by several factors, including improved KTX accessibility, the growing popularity of stay-oriented tourism, and the influence of social media and online travel content.

In particular, destinations such as Mukho Emotional Tourism District, Mureung Byeolyucheonji, and Chuam Beach have become highly popular among young travelers and family tourists, helping drive the city’s tourism growth.
