“춘천 교육대전환 선언”… 강삼영, 실용예술고·무상통학·바이오인재 육성 승부수

■ 강삼영 강원도교육감 후보는 18일 춘천을 대한민국을 대표하는 미래교육도시로 만들기 위한 춘천권 교육 공약을 발표했다.

■ Kang Sam-young, candidate for Superintendent of Education in Gangwon Province, announced a series of education pledges for the Chuncheon region on the 18th, aiming to transform Chuncheon into one of Korea’s leading future-oriented education cities.

■ 강 후보는 “춘천은 강원도의 교육·문화 중심도시이자 바이오산업과 청년문화가 성장하고 있는 미래도시”라며 “문화와 독서, 바이오와 미래산업, 안전한 통학과 아이 중심 교육을 통해 춘천의 미래를 만드는 교육정책을 추진하겠다”고 밝혔다.

■ Kang stated, “Chuncheon is the educational and cultural hub of Gangwon Province, as well as a future city where the bio industry and youth culture are rapidly growing,” adding, “We will pursue education policies that shape Chuncheon’s future through culture, reading, bio and future industries, safe commuting, and child-centered education.”

“K-콘텐츠 시대 맞춘 실용예술고 설립”

“Establishing a Practical Arts High School for the K-Content Era”

■ 강 후보는 K-콘텐츠 시대에 맞춘 ‘실용예술고등학교 설립’을 추진하겠다고 밝혔다.

■ Kang pledged to establish a “Practical Arts High School” tailored to the rapidly expanding K-content era.

■ 그는 “K-팝, 영상, 공연, 디지털콘텐츠 산업이 빠르게 성장하고 있지만 지역 학생들이 체계적으로 꿈을 키울 교육 기반은 부족하다”며 “실용음악·실용무용·공연기획·웹콘텐츠 등 미래형 문화콘텐츠 교육과정을 운영해 춘천의 아이들이 세계로 나아갈 수 있도록 지원하겠다”고 말했다.

■ He explained, “Although industries such as K-pop, video production, performances, and digital content are growing rapidly, there is still a lack of systematic educational infrastructure for local students.” He added, “We will operate future-oriented cultural content programs including practical music, dance, performance planning, and web content so that Chuncheon’s students can advance onto the global stage.”

■ 또한 지역 축제와 문화산업 연계 프로젝트, 대학 및 현장 전문가 협력 교육 등을 함께 추진해 춘천의 문화도시 브랜드를 강화할 계획이다.

■ He also plans to strengthen Chuncheon’s brand as a cultural city through projects linked with local festivals and cultural industries, as well as collaborative programs with universities and industry professionals.

온의·삼천지구 초등학교 신설 추진

New Elementary Schools Planned for Onui and Samcheon Districts

■ 강 후보는 온의·삼천지구 공동주택 증가에 따른 학생 수 증가에 대응하기 위해 초등학교 신설을 추진하겠다고 밝혔다.

■ Kang also pledged to establish new elementary schools in the Onui and Samcheon districts in response to the growing student population caused by expanding apartment developments.

■ 그는 “학교 부족으로 원거리 배정과 과밀 우려가 커지고 있다”며 “아이들이 가까운 학교에서 안전하게 배우고 돌봄·방과후·생활체육이 가능한 미래형 학교를 조성하겠다”고 강조했다.

■ “Concerns over overcrowding and long-distance school assignments are increasing due to a shortage of schools,” he said. “We will create future-oriented schools where children can safely attend nearby schools and enjoy integrated care, after-school programs, and sports activities.”

“집에서 학교까지 30분”… ‘바로30버스’ 추진

“30 Minutes from Home to School”… Launch of the ‘Baro 30 Bus’ Policy

■ 강 후보는 학생들의 장거리 통학 문제 해결을 위해 집에서 학교까지 30분 내 무상통학을 목표로 하는 ‘바로30버스’ 정책을 추진한다고 밝혔다.

■ To solve long-distance commuting issues for students, Kang introduced the “Baro 30 Bus” policy, aiming to guarantee free school commutes within 30 minutes from home.

■ 그는 강원에듀버스를 확대 운영하고 임차 직영버스 노선을 개설해 중·고등학생 무상통학을 확대하겠다고 설명했다. 또한 춘천시와 협력해 S버스를 확대하고 통학시간대 대중교통 노선 확대도 추진할 계획이다.

■ He explained that the Gangwon Edu Bus system would be expanded, along with additional directly operated leased bus routes for middle and high school students. He also plans to cooperate with Chuncheon City to expand S-bus services and increase public transportation routes during school commuting hours.

■ 버스 지원이 어려운 원거리 학생들을 위해 ‘천원택시’ 운영도 추진한다.

■ For students living in remote areas where buses are unavailable, he also plans to introduce a “1,000-won taxi” service.

■ 강 후보는 “학생들이 집에서 학교까지 30분 안에 안전하게 이동할 수 있는 환경을 만들겠다”며 “학부모의 등하교 부담을 확실히 줄이겠다”고 말했다.

■ Kang emphasized, “We will create a safe commuting environment where students can reach school within 30 minutes,” adding, “We will significantly reduce parents’ burdens related to school transportation.”

학곡지구 학교복합시설 구축

School Complex Facilities Planned for Hakgok District

■ 강 후보는 학곡지구 초등학교 완공과 함께 학교복합시설 구축도 추진하겠다고 밝혔다.

■ Kang also announced plans to build school complex facilities alongside the completion of a new elementary school in the Hakgok district.

■ 해당 시설에는 도서관·체육관·돌봄·문화시설 등을 함께 조성해 학생과 주민이 함께 사용하는 열린 교육공간으로 만들 계획이다.

■ The facilities will include libraries, gyms, childcare centers, and cultural spaces, creating an open educational environment shared by students and local residents.

“AI 시대엔 독서와 토론의 힘 중요”

“In the AI Era, Reading and Discussion Matter Most”

■ 강 후보는 AI 시대 핵심 역량 강화를 위한 ‘위대한 명저 독서토론(Great Books) 프로젝트’도 추진하겠다고 밝혔다.

■ Kang also pledged to launch the “Great Books Reading & Discussion Project” to strengthen core competencies needed in the AI era.

■ 그는 “AI 시대에는 단순 암기보다 깊이 읽고 생각하며 토론하는 힘이 중요하다”며 “그림책부터 세계 명저까지 읽고 토론하는 학교문화를 만들겠다”고 말했다.

■ “In the AI era, the ability to deeply read, think, and discuss is more important than simple memorization,” he stated. “We will build a school culture where students read and discuss everything from picture books to world classics.”

■ 이를 위해 독서토론 수업 확대와 독서·토론 발표 축제도 운영할 계획이다.

■ To support this vision, he plans to expand reading-discussion classes and host reading and debate presentation festivals.

바이오제약 인재양성 진로트랙 구축

■ 강 후보는 춘천의 미래산업과 연계한 ‘바이오제약 인재양성 진로트랙’ 구축도 핵심 공약으로 제시했다.

■ Kang also presented the establishment of a “Bio-Pharmaceutical Talent Development Career Track” connected to Chuncheon’s future industries as a key pledge.

■ 그는 “춘천은 바이오·제약·헬스케어 산업이 빠르게 성장하고 있는 도시”라며 “지역 인재가 수도권으로 떠나지 않고 춘천에서 배우고 성장하며 지역 산업을 이끌 수 있는 교육체계를 만들겠다”고 밝혔다.

■ “Chuncheon is a city where the bio, pharmaceutical, and healthcare industries are growing rapidly,” he said. “We will create an educational system where local talent can study, grow, and lead regional industries without leaving for the Seoul metropolitan area.”

■ 이를 위해 고교-대학 계약학과 연계 교육과정, 기업 참여 프로젝트 수업, 대학 공동수업 및 현장체험·인턴십 등을 확대할 계획이다.

■ To achieve this, he plans to expand linked high school-university programs, company-participation project classes, joint university courses, field experiences, and internships.

■ 또한 바디텍메드, 휴젤, 유바이오로직스 등 지역 바이오기업과 연계한 진로교육도 추진한다.

■ He also plans to strengthen career education in partnership with regional bio companies such as Boditech Med, Hugel, and EuBiologics.
