“Second Round of High Fuel Cost Relief Begins”… 1.03 Million Gangwon Residents Eligible

강원특별자치도가 「고유가 피해지원금」 2차 지급을 앞두고 지급 대상 확정과 시군 최종 점검에 나서며 본격적인 지급 준비에 돌입했다.

Gangwon State has begun full-scale preparations for the second round of its “High Fuel Cost Relief Fund,” finalizing eligible recipients and conducting final inspections with local governments.

이번 2차 지급은 소득 하위 70% 도민과 1차 미신청자를 대상으로 실시되며, 지급 기간은 5월 18일부터 7월 3일까지 7주간 운영된다. 신청 첫 주에는 혼잡 방지를 위해 요일제가 시행된다.

 The second-round payments will target residents in the bottom 70% income bracket, as well as those who did not apply during the first round. The payment period will run for seven weeks from May 18 to July 3, with a weekday rotation system applied during the first week to reduce congestion.

지급 대상은 총 103만 9,281명으로 확정됐으며, 1·2차 지급 대상자를 합하면 도 전체 인구의 76.2%인 114만 7,847명이 지원 대상에 포함된다.

 A total of 1,039,281 residents have been confirmed as eligible for the second round. Combined with the first round, 1,147,847 residents—equivalent to 76.2% of Gangwon’s total population—will receive support.

지역별 지원금은 차등 지급된다.

양구·화천: 1인당 25만 원

태백·삼척·홍천·횡성·영월·평창·정선·철원·고성·양양: 20만 원

춘천·원주·강릉·동해·속초·인제: 15만 원

 Payment amounts vary depending on regional conditions.

Yanggu and Hwacheon: KRW 250,000 per person

Taebaek, Samcheok, Hongcheon, Hoengseong, Yeongwol, Pyeongchang, Jeongseon, Cheorwon, Goseong, and Yangyang: KRW 200,000

Chuncheon, Wonju, Gangneung, Donghae, Sokcho, and Inje: KRW 150,000

또한 1차 지급 대상이었던 기초생활수급자와 차상위계층·한부모가구 미신청자에게도 각각 60만 원과 50만 원이 지급될 예정이다.

 In addition, first-round eligible recipients who did not apply—including basic livelihood recipients and near-poverty or single-parent households—will receive KRW 600,000 and KRW 500,000 respectively.

지급 기준은 2026년 3월 건강보험료 부과 기준 소득 하위 70% 이하 가구이며, 가구원 수와 가입 유형별 기준액 이하일 경우 지원 대상에 포함된다.

 Eligibility is determined based on households falling within the bottom 70% income bracket according to March 2026 health insurance premium standards, taking into account household size and insurance subscription type.

다만 재산세 과세표준 합산 12억 원 이상이거나 금융소득이 2천만 원을 초과하는 경우에는 지급 대상에서 제외된다.

 However, households with a combined property tax assessment exceeding KRW 1.2 billion or annual financial income over KRW 20 million will be excluded from the program.

신청은 온라인과 오프라인을 병행해 진행되며, 신용·체크카드 충전, 선불카드, 지역사랑상품권 중 원하는 방식으로 받을 수 있다.

 Applications will be accepted both online and offline, and recipients may choose between credit/debit card top-ups, prepaid cards, or local gift certificates.

강원특별자치도는 고령층과 취약계층을 위한 현장 홍보와 찾아가는 신청 지원을 강화하고, 시군별 지급 상황을 일일 점검해 신속하고 빈틈없는 지급체계를 구축할 계획이다.

 Gangwon State also plans to strengthen on-site promotion and mobile application assistance for elderly and vulnerable residents while conducting daily monitoring of payment progress in each municipality to ensure a swift and seamless distribution process.

아울러 지원금이 실제 소비로 이어질 수 있도록 전통시장과 골목상권, 지역사랑상품권과 연계한 소비 활성화 정책도 적극 추진할 방침이다.

 The provincial government will also promote consumption-linked initiatives tied to traditional markets, small businesses, and local gift certificates to ensure the funds stimulate the regional economy.

강원특별자치도는 5월 13일 도·시군 영상회의를 열어 1차 지급 결과를 공유하고, 2차 지급 추진계획과 협조사항 등을 최종 점검할 예정이다.

 On May 13, Gangwon State will hold a video conference with municipal governments to review first-round results and finalize preparations and cooperation plans for the second-round payments.

#김광래 강원특별자치도 경제부지사는 “고유가 장기화와 소비 위축으로 어려움을 겪는 도민들에게 실질적인 도움이 될 수 있도록 모든 행정역량을 집중하고 있다”며 “지원금이 지역 소비 확대와 골목상권 활성화로 이어질 수 있도록 적극 추진하겠다”고 밝혔다.

 Kim Gwang-rae, Vice Governor for Economic Affairs of Gangwon State, said, “We are mobilizing all administrative resources so that this support can provide meaningful relief to residents struggling with prolonged high fuel prices and reduced consumption,” adding, “We will actively ensure that the relief funds lead to increased local spending and revitalization of neighborhood businesses.”
