강릉시, ‘관광지수 전국 최고점’ 기록… 2회 연속 1등급 달성

강릉시 Achieves Nation’s Highest Tourism Index Score… Earns Top Grade for Two Consecutive Evaluations

2025 지역관광발전지수 119.76점 기록… 전국 151개 시·군 중 최고 성적

강릉시가 대한민국을 대표하는 관광 거점 도시로서의 위상을 다시 한번 공고히 했다. 시는 문화체육관광부가 발표한 ‘2025 지역관광발전지수’ 평가에서 전국 151개 기초지자체 중 종합지수 119.76점이라는 독보적인 점수로 최고 등급인 ‘1등급’을 획득했다.

강릉시 has once again solidified its status as one of South Korea’s premier tourism hub cities. In the “2025 Regional Tourism Development Index” announced by the Ministry of Culture, Sports and Tourism, the city achieved the highest grade, “Grade 1,” with an outstanding overall score of 119.76 points among 151 local governments nationwide.

‘지역관광발전지수’는 문화체육관광부가 전국 지자체 단위의 관광 발전 수준을 관광수용력과 관광소비력, 관광정책역량 등 3개 분야에서 33개 세부 지표를 기반으로 2년에 한 번씩 평가해 발표하는 국가 통계 지표이다.

The “Regional Tourism Development Index” is a national statistical indicator published every two years by the Ministry of Culture, Sports and Tourism. It evaluates the level of tourism development across local governments based on 33 detailed indicators in three key categories: tourism capacity, tourism consumption power, and tourism policy capability.

강릉시는 지난 2023년 평가에 이어 2회 연속 최상위 등급인 1등급을 달성하는 쾌거를 이루었다. 특히 지난 2023년 평가 당시 기록한 99.24점에서 무려 20.52점 상승한 119.76점을 기록하며 가파른 성장세를 보였다. 이는 전국 기초지자체 평균인 86.07점을 크게 웃도는 수치로, 전국 시·군 단위 지자체 중 1위를 차지했다.

Following the 2023 evaluation, 강릉시 achieved the remarkable feat of earning the top “Grade 1” rating for the second consecutive time. The city’s score surged from 99.24 points in 2023 to 119.76 points in 2025, marking an impressive increase of 20.52 points. This far exceeds the national average score of 86.07 points and secured Gangneung the No.1 ranking among all city and county-level local governments in Korea.

분야별 지표를 전 평가와 비교해 보면, ▲관광자원과 관광인프라를 나타내는 관광수용력 지수는 2023년 104.57점에서 2025년 115.80점으로, ▲관광객 수와 관광지출액 등을 반영하는 관광소비력 지수는 98.75점에서 106.70점으로 각각 상승했다. 특히 ▲예산과 정책사업, 관광 분야 공공 및 민간 인력 규모 등을 평가하는 관광정책역량 지수는 94.05점에서 135.46점으로 무려 41.41점 급등했다.

Compared to the previous evaluation, the city recorded significant improvements across all categories. The Tourism Capacity Index, which reflects tourism resources and infrastructure, rose from 104.57 points in 2023 to 115.80 points in 2025. The Tourism Consumption Power Index, which measures visitor numbers and tourism spending, increased from 98.75 points to 106.70 points. Most notably, the Tourism Policy Capability Index — evaluating budgets, policy projects, and public/private tourism workforce capacity — soared from 94.05 points to 135.46 points, a dramatic increase of 41.41 points.

이러한 성과는 민선 8기 출범 이후 ‘세계 100대 관광도시 진입’을 목표로 관광 정책 역량을 집중해 온 노력의 실질적인 결실로 평가된다. 특히 2회 연속 1등급 획득으로 입증된 탄탄한 관광 수용태세는 ‘2026-2027 강릉 방문의 해’를 성공적으로 이끌 핵심 동력이 될 전망이다.

These achievements are widely regarded as the tangible outcome of Gangneung’s concentrated efforts since the launch of the 8th local administration, which has pursued the goal of entering the “World’s Top 100 Tourism Cities.” In particular, the city’s proven tourism capacity and management capability — validated through two consecutive top-grade evaluations — are expected to serve as a powerful driving force behind the success of the “2026–2027 Visit Gangneung Years” campaign.

Eom Geum-moon, Director of the Tourism Policy Division of 강릉시, stated, “Gangneung’s achievement of the nation’s highest Regional Tourism Development Index score and two consecutive Grade 1 ratings officially proves that the city’s tourism policy capability is among the best in Korea.” He added, “Building on this accomplishment, we will thoroughly prepare and operate the ‘2026–2027 Visit Gangneung Years’ initiative to provide high-quality tourism experiences for both domestic and international visitors and firmly establish Gangneung as a global tourism capital.”
