“강원 바람이 돈 된다”… 주민과 수익 나누는 ‘공공풍력 시대’ 열린다

강원특별자치도, 공공주도 육상풍력 업무협약 체결… 주민참여형 이익공유 풍력모델 본격 추진

Gangwon State Signs Public-Led Onshore Wind Power Agreement… Launches Resident-Profit-Sharing Wind Energy Model

입지 발굴부터 주민참여·인허가·계통연계·사업화까지 공동 대응 -

강원특별자치도는 5월 8일 도청 회의실에서 강원개발공사, 한국동서발전과 「공공주도 육상풍력 업무협약」을 체결하고, 주민참여형 이익공유 공공풍력 모델 추진을 위한 실무 협력체계를 본격 가동한다고 밝혔다.

On May 8, Gangwon State announced that it signed a “Public-Led Onshore Wind Power Business Agreement” with the Gangwon Development Corporation and Korea East-West Power at the provincial government office, officially launching a practical cooperation system to promote a resident-participation profit-sharing public wind power model.

이날 협약식에는 심원섭 강원특별자치도 산업국장, 정명구 강원개발공사 본부장, 김병조 한국동서발전 재생에너지처장 등 3개 기관 관계자들이 참석했다.

 The signing ceremony was attended by officials from the three organizations, including Shim Won-seop, Director General of Industry at Gangwon State, Jeong Myeong-gu, Division Head of Gangwon Development Corporation, and Kim Byeong-jo, Head of Renewable Energy Division at Korea East-West Power.

이번 협약은 탄소중립과 RE100, 분산에너지 확대 등 에너지 전환 흐름에 대응하고, 강원특별자치도가 보유한 우수한 바람자원을 지역소득과 연계하기 위해 마련됐다.

 The agreement was designed to respond to the global energy transition trend, including carbon neutrality, RE100 initiatives, and distributed energy expansion, while linking Gangwon State’s abundant wind resources with local income generation.

육상풍력은 강원도의 대표적인 재생에너지 자원으로 꼽히지만, 주민수용성과 각종 규제, 계통연계 등 여러 과제를 함께 해결해야 하는 복합적인 사업이다.

 Onshore wind power is considered one of Gangwon’s key renewable energy resources. However, it is also a complex project that requires addressing multiple challenges, including community acceptance, regulatory issues, and grid connection.

이에 도는 공공기관 중심의 실무협의체를 구성해 입지 발굴부터 주민협의, 인허가, 계통연계, 사업화까지 공동 대응함으로써 사업 추진의 실행력과 안정성을 높여 나갈 계획이다.

 To address these challenges, the province plans to establish a public institution-led working group that will jointly manage all stages of the project—from identifying suitable sites and consulting residents to obtaining permits, connecting to the power grid, and commercialization—thereby enhancing both execution capability and project stability.

이번 협약에 따라 강원특별자치도는 실무협의체 운영과 정책 방향 설정, 관계기관 협의를 총괄하고, 강원개발공사는 사업모델 설계와 사업성 분석, 주민참여형 이익공유 방안 검토를 담당한다. 또한 한국동서발전은 풍황, 경제성, 계통연계 등 기술 검토와 자문을 지원하게 된다.

 Under the agreement, Gangwon State will oversee the operation of the working group, policy direction setting, and coordination with related agencies. Gangwon Development Corporation will be responsible for designing business models, analyzing feasibility, and reviewing resident-participation profit-sharing methods. Korea East-West Power will provide technical reviews and consulting support in areas such as wind conditions, economic feasibility, and grid connectivity.

#심원섭 강원특별자치도 산업국장은 “이번 협약을 계기로 공공성과 투명성을 바탕으로 주민과 이익을 나누는 강원형 공공풍력 모델을 만들어 가겠다”고 말했다.

 Shim Won-seop, Director General of Industry at Gangwon State, stated, “Through this agreement, we will build a Gangwon-style public wind power model that shares profits with residents based on public value and transparency.”

강원특별자치도는 공공주도 육상풍력 실무협의체를 중심으로 향후 도민이 체감할 수 있는 지역상생형 재생에너지 사업모델을 적극 발굴해 나갈 계획이다.

 Gangwon State also announced plans to actively develop regionally shared renewable energy business models that residents can directly experience and benefit from, centered around the public-led onshore wind power working group.
