“부산 안 가도 된다”… 강원 어업인 ‘안전교육’ 강릉서 받는다

On-site Basic Safety Refresher Training for Seafarers in Gangwon to Boost Fishermen Convenience

강원지역 어업인의 교육 접근성을 높이기 위한 ‘선원기초안전재교육’ 출장교육이 오는 7월 강릉에서 실시된다.

An on-site “Basic Safety Refresher Training for Seafarers” will be held in Gangneung this July to improve accessibility for fishermen in Gangwon Province.

이번 교육은 한국해양수산연수원, 동해지방해양수산청, 수협중앙회 강릉·동해·속초 어선안전조업국, 강원도립대학교가 협력해 추진된다.

The program is jointly organized by the Korea Institute of Maritime and Fisheries Technology, the East Sea Regional Office of Oceans and Fisheries, the National Federation of Fisheries Cooperatives (Gangneung, Donghae, and Sokcho branches), and Gangwon State University.

 ‘선원기초안전재교육’은 「선원법」에 따라 20톤 이상 어선의 선장 및 기관장이 5년마다 반드시 이수해야 하는 법정 교육이다.

Under the Seafarers Act, this refresher training is mandatory every five years for captains and chief engineers of fishing vessels over 20 tons.

그동안 강원지역 어업인들은 교육을 받기 위해 부산까지 이동해야 하는 불편을 겪어왔다.

Previously, fishermen in Gangwon had to travel all the way to Busan to complete this training, causing significant inconvenience.

이에 관계기관은 현장의 어려움을 반영해 강릉에서 출장교육을 실시하기로 협의했다.

In response, related institutions agreed to conduct on-site training in Gangneung to address these difficulties.

이번 조치로 장거리 이동과 숙박 부담이 줄어들어 어업인들의 시간적·경제적 부담이 크게 완화될 전망이다.

This initiative is expected to significantly reduce travel and accommodation burdens, easing both time and financial pressures on fishermen.

교육 신청은 2026년 5월 6일부터 26일까지 진행되며, 선착순 30명을 모집한다.

Applications will be accepted from May 6 to May 26, 2026, with a maximum of 30 participants selected on a first-come, first-served basis.

교육은 7월 28일부터 29일까지 이틀간 운영된다.

The training will take place over two days, from July 28 to July 29.

신청 대상은 기초안전교육을 이수한 20톤 이상 어선의 선장 및 기관장으로, 교육 유효기간이 1년 미만이거나 재교육 주기(5년)를 경과한 경우 해당된다.

Eligible applicants include captains and chief engineers of vessels over 20 tons who have completed basic safety training and whose certification is either nearing expiration (within one year) or has exceeded the five-year renewal period.

접수는 동해지방해양수산청 및 수협 어선안전조업국을 통해 가능하다.

Applications can be submitted through the East Sea Regional Office of Oceans and Fisheries or local fisheries cooperative safety operation offices.

교육은 강원도립대학교와 수협 강릉어선안전조업국에서 이론 및 실습이 진행되며, 개인생존교육은 대학 내 강릉북부수영장에서 실시된다.

Theoretical and practical sessions will be held at Gangwon State University and the Gangneung Fisheries Safety Office, while personal survival training will take place at the Gangneung North Swimming Pool located within the university campus.

관계기관은 “앞으로도 협력을 강화해 어업인의 편의성을 높이고, 안전한 조업 환경 조성에 기여하겠다”고 밝혔다.

Officials stated, “We will continue strengthening cooperation to enhance convenience for fishermen and contribute to safer fishing operations.”
