“비 오면 ‘뚜껑 열린다’… 동해시, 맨홀 1,646곳 ‘추락 공포’ 원천 차단”

동해시는 집중호우와 기상이변에 따른 침수 사고를 대비해 침수 취약지역을 중심으로 맨홀 추락방지시설 설치 사업을 본격 추진하고 있다고 밝혔다.

Donghae City announced that it is actively promoting a project to install fall-prevention devices in manholes, focusing on flood-prone areas, in response to heavy rainfall and extreme weather conditions.

도로 침수 시 맨홀 뚜껑 이탈로 인한 보행자 및 차량 추락 사고 위험이 증가하고 있어, 사고 발생 이후 대응이 아닌 사전 예방 중심의 재난관리 체계를 강화하는 데 목적이 있다.

 As road flooding can cause manhole covers to dislodge, increasing the risk of pedestrians and vehicles falling into them, the project aims to strengthen a preventive disaster management system rather than relying on post-incident response.

이번 사업은 기존 추락방지시설이 설치되지 않은 맨홀을 대상으로 추진되며, 송정B·송정C·북평 등 상습 침수 우려 지역 내 총 1,646개소에 맨홀 내부 추락방지시설을 설치한다.

 The project targets manholes without existing safety devices, installing internal fall-prevention systems in a total of 1,646 locations across frequently flooded areas such as Songjeong B, Songjeong C, and Bukpyeong.

설치되는 시설은 집중호우 시 수압으로 맨홀 뚜껑이 열리거나 유실되는 상황에서도 사람이나 차량이 하수관로로 추락하는 사고를 예방할 수 있도록 설계된 구조로, 침수 상황에서 발생할 수 있는 2차 인명사고를 차단하는 데 목적이 있다.

 The installed systems are designed to prevent people or vehicles from falling into sewer lines even if manhole covers are lifted or displaced by water pressure during heavy rain, thereby preventing secondary accidents in flooded conditions.

특히 장마철 이전까지 주요 취약구간 점검을 완료하고, 기상특보 발효 시 즉각 대응이 가능한 상시 재난 대응체계를 유지할 방침이다.

 In particular, the city plans to complete inspections of major vulnerable areas before the rainy season and maintain a constant disaster response system capable of immediate action when weather alerts are issued.

#이달형 안전도시국장은 “맨홀 추락 사고는 자칫 인명 피해로 이어질 수 있는 만큼 사전 예방이 무엇보다 중요하다”며 “앞으로도 침수 취약지역에 대한 점검과 안전 인프라 구축을 지속적으로 강화해 시민이 안심하고 생활할 수 있는 안전한 도시환경 조성에 최선을 다하겠다”고 말했다.

 Lee Dal-hyung, Director of the Safety City Bureau, stated, “Manhole fall accidents can lead to serious casualties, making prevention absolutely critical. We will continue to strengthen inspections and safety infrastructure in flood-prone areas to create a safe urban environment where citizens can live with peace of mind.”
