동해시는 2026년 본예산과 추가경정예산을 통해 민선 8기 시정의 마무리 국면에 대응하는 한편, 민선9기로 이어지는 지역 발전 기반 마련에 속도를 내고 있다.

Donghae City is accelerating efforts to wrap up the 8th local administration while laying the groundwork for regional development that will continue into the 9th term through its 2026 main and supplementary budgets.

시는 본예산과 제1회 추가경정예산을 통해 관광 활성화, 야간경제 기반 조성, 정주여건 개선 등 도시 경쟁력 강화를 위한 핵심 사업에 집중 투자했다.

Through its main budget and the first supplementary budget, the city has focused investment on key projects aimed at boosting tourism, building a nighttime economy, and improving residential conditions to enhance urban competitiveness.

특히 무릉별유천지와 망상권역 등 주요 관광자원을 중심으로 지역경제 활성화를 도모하고, 교통·안전·복지 등 시민 생활과 직결된 분야의 체감도를 높이는 데 주력했다.

In particular, the city has worked to revitalize the local economy by leveraging major tourism assets such as Mureung Byeolyucheonji and the Mangsang area, while enhancing citizen satisfaction in essential sectors like transportation, safety, and welfare.

또한 도민체전과 장애인체전, 라벤더 축제, 제9회 전국동시지방선거 등 주요 행사와 일정이 상반기에 집중됨에 따라, 제1회 추경을 통해 행사 운영의 완성도를 높이고 지역 상권 활성화와 도시 홍보 효과를 극대화했다.

With major events such as the Provincial Sports Festival, the Para Sports Festival, the Lavender Festival, and the 9th Nationwide Local Elections concentrated in the first half of the year, the first supplementary budget has been used to enhance event quality and maximize local economic and promotional effects.

이와 함께 동해시는 최근 중동전쟁 여파로 인한 고유가·고물가 상황에 대응하기 위해 제2회 추가경정예산안을 편성, 시의회에 제출했다.

In response to rising oil prices and inflation triggered by the Middle East conflict, the city has also drafted and submitted a second supplementary budget to the city council.

이번 추경은 제1회 추경예산 6,688억원 대비 146억원이 증액된 6,834억원 규모로, 민생 안정과 지역경제 회복에 초점을 맞췄다.

The second supplementary budget totals KRW 683.4 billion, an increase of KRW 14.6 billion from the previous KRW 668.8 billion, focusing on stabilizing livelihoods and revitalizing the local economy.

주요 사업으로는 △고유가 피해지원금 99억원 △대중교통 교통비 환급 및 운수업체 유류보조금 10억원 증액 △지역사랑상품권 인센티브 9억원 증액 △전기자동차 구입 지원금 2억원 증액 등이 포함됐다.

Key initiatives include KRW 9.9 billion in support for those affected by high oil prices, KRW 1 billion increase for public transportation refunds and fuel subsidies for transport operators, KRW 900 million increase in local currency incentives, and KRW 200 million for electric vehicle purchase subsidies.

특히 동해시는 강원도가 고유가 피해지원금과 민생 추경을 중심으로 ‘원포인트 추경’을 편성한 흐름 속에서, 단순 현금성 지원을 넘어 교통·지역사랑상품권·친환경차 보급 등 생활밀착형 사업을 함께 묶어 추진함으로써, 도내에서도 비교적 입체적인 민생·경제 패키지를 구성한 것이 특징이다.

Notably, while Gangwon Province has adopted a “one-point supplementary budget” focused on oil price relief, Donghae City stands out by implementing a more comprehensive package that integrates transportation, local currency, and eco-friendly vehicle initiatives beyond simple cash support.

아울러 민선8기 마무리 단계에서 주요 사업의 성과를 가시화하고, 이월 및 지연사업을 정상화함으로써 민선9기 출범 이후에도 정책 연속성을 유지할 수 있는 기반을 마련하고 있다.

At the same time, the city is working to make key achievements visible in the final phase of the 8th term and normalize delayed projects, ensuring policy continuity into the next administration.

#김정윤 부시장은 “이번 예산 편성은 고유가·고물가로 어려움을 겪는 시민들의 부담을 덜고 지역경제의 빠른 회복을 지원하기 위한 것”이라며 “예산안이 확정되는 대로 신속하고 효과적으로 집행해 시민이 체감할 수 있는 성과로 이어지도록 하겠다”고 말했다.

Vice Mayor Kim Jeong-yoon stated, “This budget aims to ease the burden on citizens struggling with high oil prices and inflation while supporting a swift economic recovery. Once approved, it will be executed promptly and effectively to deliver tangible results for residents.”
