100년 넘게 이어진 토지 경계 혼란이 마침내 정리됐다.

동해시가 5개 지구 1,153필지에 대한 지적재조사를 완료하며

시민 재산권 보호와 토지 활용 가치를 동시에 끌어올렸다.

Donghae City Completes Cadastral Resurvey in Five Districts

동해시는 지난 2022년부터 추진해 온 발한5지구를 시작으로 2023년 송정6지구, 2025년 발한9지구 및 대구2·3지구 등 총 1,153필지, 615,624.4㎡에 대한 지적재조사사업을 완료했다고 밝혔다.

Donghae City announced that it has completed the cadastral resurvey project covering a total of 1,153 land parcels (615,624.4㎡), including Balhan District 5 (2022), Songjeong District 6 (2023), and Balhan District 9 and Daegu Districts 2 and 3 (2025).

지적재조사사업은 100여 년 전 일제강점기 당시 낙후된 기술로 제작된 종이 지적을 디지털 지적으로 전환하는 국가사업이다.

The cadastral resurvey project is a national initiative to convert paper-based cadastral records, originally created with outdated technology during the Japanese colonial period over a century ago, into a modern digital cadastral system.

동해시는 이번 사업을 통해 토지 형상이 불규칙한 토지를 반듯하게 정형화하고, 지적도상의 경계를 일치시키는 등 토지 경계 불일치로 인한 주민들의 재산권 행사 불편이 크게 해소될 것으로 기대하고 있다.

Through this project, Donghae City expects to significantly reduce inconveniences related to property rights by reshaping irregular land plots into standardized forms and aligning cadastral boundaries with actual land conditions.

올해 완료된 사업지구는 △발한5지구(263필지·66,482.1㎡) △송정6지구(158필지·58,227.5㎡) △발한9지구(233필지·60,439.4㎡) △대구2지구(246필지·198,801.1㎡) △대구3지구(253필지·231,674.3㎡)이다.

The districts completed this year include Balhan District 5 (263 parcels, 66,482.1㎡), Songjeong District 6 (158 parcels, 58,227.5㎡), Balhan District 9 (233 parcels, 60,439.4㎡), Daegu District 2 (246 parcels, 198,801.1㎡), and Daegu District 3 (253 parcels, 231,674.3㎡).

동해시는 실시계획 수립을 시작으로 토지소유자 동의 절차, 사업지구 지정, 지적재조사 측량, 토지경계 조정 협의 및 경계 결정 등 행정절차를 거쳐 이달 8일 사업을 최종 완료했으며, 현재 새롭게 작성된 지적공부를 열람할 수 있다.

Donghae City completed the project on the 8th of this month after undergoing administrative procedures including project planning, landowner consent, designation of project districts, cadastral surveying, boundary adjustment consultations, and final boundary determination. The newly established cadastral records are now available for public viewing.

아울러 올해 지적재조사사업 대상지로는 괴란1·2지구 297필지가 선정되어 현재 사업이 진행 중이며, 토지 경계 불일치 해소와 토지 이용 가치 향상을 위해 단계적으로 사업을 추진해 나갈 계획이다.

In addition, 297 parcels in Goeran Districts 1 and 2 have been selected as this year’s cadastral resurvey project sites, and the project is currently underway. The city plans to continue the project in phases to resolve boundary discrepancies and enhance land use value.

We will continue to strive to enhance citizen convenience and administrative efficiency.”
