동해시보건소, 담배 정의 확대에 금연구역·판매업소 합동 점검 실시

Donghae Public Health Center Conducts Joint Inspections on Smoke-Free Zones and Tobacco Retailers Following Expanded Definition of Tobacco

동해시보건소는 「담배사업법」 개정에 따라 금연구역 및 담배 판매업소에 대한 합동 점검을 실시한다.

The Donghae Public Health Center will conduct joint inspections of smoke-free zones and tobacco retailers following the revision of the Tobacco Business Act.

이번 점검은 오는 24일부터 시행되는 「담배사업법」 일부 개정으로 담배의 범위가 ‘연초의 잎’에서 ‘연초나 니코틴’을 원료로 제조한 제품까지 확대됨에 따라, 변경된 규정의 현장 이행 여부를 점검하기 위해 추진된다.

This inspection is being carried out to verify on-site compliance with revised regulations, as the amended Tobacco Business Act—effective from April 24—expands the definition of tobacco from “tobacco leaves” to products manufactured using “tobacco or nicotine.”

점검은 4월 24일부터 5월 15일까지 주·야간 병행으로 진행되며, 주요 점검 내용은 △금연구역 내 흡연 행위 △담배자동판매기 설치 기준 준수 여부 △담배소매점 내 담배 광고 기준 준수 여부 등이다.

The inspections will be conducted both day and night from April 24 to May 15. Key inspection items include △smoking within smoke-free zones △compliance with installation standards for tobacco vending machines △adherence to advertising regulations at tobacco retail stores.

특히, 법령 개정에 따라 금연구역에서는 담배 종류와 관계없이 궐련, 궐련형·액상형 전자담배, 합성 니코틴 제품 등 모든 담배의 사용이 금지되며, 위반 시 과태료가 부과되는 만큼 시민들의 각별한 주의가 요구된다.

In particular, under the revised law, the use of all tobacco products—including conventional cigarettes, heated tobacco products, liquid e-cigarettes, and synthetic nicotine products—is prohibited in smoke-free zones. Violations will result in fines, requiring heightened public awareness.

동해시보건소는 점검과 병행해 담배 정의 확대와 제도 변경 사항에 대한 홍보를 실시해 시민 혼선을 최소화할 계획이다.

The Donghae Public Health Center also plans to conduct public awareness campaigns alongside the inspections to minimize confusion regarding the expanded definition of tobacco and related policy changes.

#홍종란 보건정책과장은 “담배 정의 확대에 따라 그동안 규제 사각지대에 있던 합성 니코틴도 동일한 규제 대상에 포함된다”며 “금연구역 준수와 판매기준 이행에 시민과 업소 관계자들의 적극적인 협조를 당부드린다”고 밝혔다.

Hong Jong-ran, Head of the Health Policy Division, stated, “With the expanded definition of tobacco, synthetic nicotine—previously in a regulatory blind spot—is now included under the same regulations. We ask for active cooperation from citizens and business operators in complying with smoke-free zone rules and sales standards.”
