국가유산 기후위기 대응, “국가-지역 협력으로 해법 찾는다”

Tackling Climate Crisis in Cultural Heritage: National-Local Cooperation Takes Center Stage

국립문화유산연구원과 전국 광역자치단체 문화유산 연구기관 협의체가 4월 16일 청주 오스코에서 공동 포럼을 개최한다. 이번 포럼은 ‘국가유산 기후위기 돌파구, 국가와 지역의 협력에서 찾다’를 주제로 열린다.

The National Research Institute of Cultural Heritage and a consortium of regional cultural heritage research institutes will jointly host a forum on April 16 at Cheongju OSCO. The forum will be held under the theme, “Finding Breakthroughs for Cultural Heritage in the Climate Crisis through National-Local Cooperation.”

이번 포럼은 폭염, 집중호우, 해수면 상승 등 기후위기가 국가유산에 미치는 영향을 점검하고, IoT·AI·빅데이터 기반의 첨단 기술을 활용한 예방·관리 시스템 구축 방안을 모색하는 데 목적이 있다. 이를 통해 국가와 지역 간 협력 네트워크를 강화하고 재난 대응 역량을 높일 계획이다.

The forum aims to examine the impact of climate change—such as heatwaves, heavy rainfall, and rising sea levels—on cultural heritage, while exploring preventive management systems using advanced technologies like IoT, AI, and big data. It also seeks to strengthen cooperation networks and disaster response capabilities between central and local governments.

기조강연은 KBS 신방실 기상전문기자가 ‘기후위기 시대, 문화유산은 안전한가’를 주제로 진행한다. 이어 1부에서는 광역 문화유산 연구기관의 연구성과와 정책 제언이, 2부에서는 국립문화유산연구원의 연구성과와 정책 방향이 발표된다.

The keynote speech will be delivered by Shin Bang-sil, a weather and disaster journalist from KBS, under the topic “Are Cultural Heritage Sites Safe in the Era of Climate Crisis?” The forum will continue with two sessions: the first focusing on research outcomes and policy suggestions from regional institutes, and the second on research achievements and policy directions from the national institute.

특히 강원역사문화연구원은 ‘IoT 기반 문화유산 안전관리 시스템 구축 및 운영’을 주제로 발표에 나선다. 전국 최초로 문화유산에 IoT 기술을 도입한 사례를 바탕으로 구축 경험과 운영 성과를 공유할 예정이다.

In particular, the Gangwon Institute of Cultural Heritage will present on “Building and Operating an IoT-based Cultural Heritage Safety Management System.” As the first in Korea to introduce IoT technology into cultural heritage management, the institute will share its experience and operational outcomes.

종합토론은 강원대학교 백민호 교수(국가유산방재학회장)가 좌장을 맡아 진행되며, 다양한 전문가들이 참여해 협력 방안을 논의한다.

The panel discussion will be moderated by Professor Baek Min-ho of Kangwon National University, who also serves as president of the Society for Cultural Heritage Disaster Prevention, with experts participating to discuss collaborative strategies.

한편, 포럼에 앞서 국립문화유산연구원과 협의체 간 업무약정식도 진행된다. 이를 통해 국가와 지역이 협력 기반을 강화하고 문화유산 보호 및 가치 증진을 위한 공동 대응 체계를 구축할 계획이다.

Prior to the forum, a memorandum of understanding (MOU) will be signed between the National Research Institute of Cultural Heritage and the consortium. This agreement aims to strengthen cooperation and establish a joint response system for protecting and enhancing cultural heritage.

#최종모 강원역사문화연구원장은 “이번 포럼과 협약을 계기로 공공성이 더욱 확대될 것”이라며 “급변하는 정책 환경 속에서 국가와 지역이 함께 대응하는 기반이 마련되길 기대한다”고 밝혔다.

Choi Jong-mo, head of the Gangwon Institute of Cultural Heritage, stated, “This forum and agreement will further expand public value, and we hope it will lay the groundwork for coordinated responses between the national and local levels amid rapidly changing policy environments.”
