“강릉~삼척 ‘지하 고속철’ 터졌다… 5시간→3시간30분, 동해안 판이 바뀐다”

강원특별자치도, 강릉~삼척 고속화 철도사업 현장 점검… 지하화로 소음·도시 단절 해소

Gangwon State Inspects Gangneung–Samcheok High-Speed Rail Project… Undergrounding to Eliminate Noise and Urban Division

강원특별자치도(도지사 김진태)는 4월 7일 오전 11시 30분, 강릉~삼척 고속화 철도 사업의 핵심 구간인 삼척을 방문해 사업 추진 상황과 향후 방향을 점검했다.

Gangwon State (Governor Kim Jin-tae) visited Samcheok, a key section of the Gangneung–Samcheok high-speed rail project, on April 7 at 11:30 a.m. to review progress and future plans.

이번 사업은 경제성(B/C 0.4)이 낮음에도 불구하고 정책적 필요성이 인정돼 올해 2월 예비타당성조사를 통과했다. 고성에서 부산까지 이어지는 동해안 철도망 480km 중 유일한 저속 구간(45km)을 고속화하는 대형 프로젝트로, 총사업비 1조 1,507억 원이 투입된다.

Despite its low economic feasibility (B/C 0.4), the project passed the preliminary feasibility study in February due to its strong policy necessity. It aims to upgrade the only low-speed section (45 km) of the 480 km East Coast railway from Goseong to Busan, with a total investment of KRW 1.1507 trillion.

사업이 완료되면 강릉에서 부산까지 이동시간이 기존 약 5시간에서 3시간 30분대로 단축돼 동해안 접근성이 획기적으로 개선될 전망이다.

Once completed, travel time from Gangneung to Busan will be reduced from approximately five hours to around three and a half hours, significantly improving accessibility along the East Coast.

특히 강릉·동해·삼척 일대 수소산업을 포함한 13개 특구 개발사업(약 3조 원)과 연계해 산업 시너지 효과가 기대되며, 동해안 117개 해수욕장을 기반으로 한 글로벌 관광벨트 조성에도 탄력이 붙을 것으로 보인다.

In particular, the project is expected to generate industrial synergy by linking with 13 special development zones—including hydrogen industry initiatives worth approximately KRW 3 trillion—and accelerate the creation of a global tourism belt based on 117 beaches along the East Coast.

또한 도심 구간의 고질적인 문제였던 철도 단절 문제도 해소된다. 삼척역~동해역 구간은 약 4km 터널로, 동해역~정동진역 구간은 약 22km 지하화로 도심을 우회하게 되며, 단절된 도시 공간이 하나로 연결되는 구조 재편이 기대된다.

The project will also resolve long-standing urban division caused by railways. The Samcheok–Donghae section will be built as a 4 km tunnel, while the Donghae–Jeongdongjin section will be undergrounded for about 22 km, reconnecting previously divided urban areas and reshaping city structures.

강원도는 고속화 사업으로 발생하는 철도 유휴부지를 관광자원으로 활용할 계획이다. 과거 동해안 관광 명물이었던 ‘바다열차’ 운행 재개도 적극 검토해, 고속 이동을 위한 열차와 관광형 열차를 병행하는 복합 철도관광 모델을 구축할 방침이다.

Gangwon State plans to utilize idle railway land created by the project as tourism resources. It is also actively reviewing the resumption of the “Sea Train,” once a major attraction on the East Coast, to establish a dual rail tourism model combining high-speed transit and scenic travel.

#김진태 지사는 “강릉~삼척 고속화 사업을 통해 삼척이 한 단계 더 도약할 것”이라며 “특히 삼척~동해 구간 지하화를 통해 시민들이 철도 소음에서 벗어나게 될 것”이라고 밝혔다.

Governor Kim Jin-tae stated, “The Gangneung–Samcheok high-speed rail project will take Samcheok to the next level,” adding, “The underground section between Samcheok and Donghae will free residents from railway noise.”

이어 “바다노선이 100% 활용 가능해져 관광열차로서 큰 인기를 끌 것으로 기대된다”며 “삼척은 중입자 가속기 암치료센터, 새로 준공된 삼척의료원, 수소 산업이 결합된 의료·산업·관광 복합 도시로 도약할 것”이라고 강조했다.

He further emphasized, “With full utilization of coastal routes, the line is expected to gain popularity as a tourism railway,” adding, “Samcheok will emerge as a multifaceted city combining medical infrastructure, including a heavy-ion cancer treatment center, a newly built medical center, and the hydrogen industry.”
