“이제 어업경영체 등록, 읍·면·동에서 바로 된다”… 동해해수청 행정 혁신 본격화

동해해수청, 지자체와 함께 ‘어업경영체 등록’ 행정 서비스 높인다

– 어업경영체 등록업무 지자체 확대 시행 관련 강원지역 업무설명회 개최 –

#동해지방해양수산청(청장#김채균)은 4월 9일 강원지역 지자체(읍·면·동) 담당자를 대상으로 동해해수청에서 ‘어업경영체 등록업무 지자체 확대 시행 관련 업무설명회’를 개최한다.

어업경영체 등록제도는 수산정책 수립 등에 활용하기 위해 어업인 또는 어업법인의 경영정보(어업현황, 인력 등)를 등록·관리하는 제도로, 어업인이 융자지원, 공익직불금, 연금 및 건강보험료 지원 등을 받기 위해서는 반드시 어업경영체로 등록해야 한다.

그동안 어업경영체 등록신청 및 증명서 발급은 지방해양수산청에서만 가능했으나, 관련 규정 개정(「농어업경영체 육성 및 지원에 관한 법률 시행규칙」, 2025.07.17. 개정)에 따라 2026년 1월 18일부터는 거주지와 가까운 읍·면·동 행정복지센터에서도 신청과 발급이 가능해졌다.

이에 동해해수청은 지자체 담당자들의 업무 이해도를 높이고 어업인에게 보다 정확한 안내 서비스를 제공하기 위해 이번 설명회를 마련했다.

설명회에서는 △기존 업무 절차 안내 △강원지역 등록 주요 사례 공유 등 지역 맞춤형 실무 가이드를 전달하고, 향후 개선·보완 사항도 함께 논의할 예정이다.

동해지방해양수산청 관계자는 “접수창구가 읍·면·동까지 확대된 만큼, 접수·처리 기관 간 협력이 어업 행정 서비스의 질을 결정하는 핵심 요소”라며 “이번 설명회를 통해 강원지역 어업인들이 보다 신속하고 편리하게 서비스를 이용할 수 있도록 최선을 다하겠다”고 밝혔다.

Donghae Regional Office of Oceans and Fisheries Enhances Administrative Services for Fishery Management Entity Registration with Local Governments

– Briefing Session Held in Gangwon Region on Expanded Local Government Implementation –

The Donghae Regional Office of Oceans and Fisheries (Head: Kim Chae-gyun) will hold a briefing session on April 9 at its office for local government officials (eup, myeon, and dong level) in Gangwon Province regarding the expanded implementation of fishery management entity registration services.

The fishery management entity registration system is designed to register and manage operational information (such as fishing activities and workforce) of fishermen or fishery corporations, which is utilized in formulating fisheries policies. Registration is required for fishermen to receive financial support, including loans, public interest direct payments, pensions, and health insurance subsidies.

Previously, applications for registration and issuance of certificates were only available at regional offices of oceans and fisheries. However, following the amendment of relevant regulations (Enforcement Rule of the Act on Fostering and Supporting Agricultural and Fishery Management Entities, revised on July 17, 2025), starting January 18, 2026, these services are now available at local administrative welfare centers (eup, myeon, and dong) near residents.

In response, the Donghae office has organized this briefing session to enhance the understanding of local government officials and to ensure accurate guidance for fishermen.

The session will cover existing administrative procedures and share key regional case studies, providing tailored practical guidelines while also discussing areas for improvement.

An official from the Donghae Regional Office stated, “As service counters expand to local administrative centers, cooperation between receiving and processing agencies becomes a key factor in determining service quality. Through this briefing, we aim to ensure that fishermen in Gangwon can access faster and more convenient services.”
